What Are the Costs and Benefits of Tourism as a National Development Strategy?

Tourism can promote national development by generating income, employment, foreign exchange and infrastructure investment. However, its contribution may be reduced by economic leakage, insecure employment, dependency and social or cultural disruption.

How tourism supports development

International visitors bring foreign exchange, which can improve a country's balance of payments and provide governments with tax revenue. Tourism also creates direct employment in hotels and transport, plus indirect employment in agriculture, construction and retail.

The multiplier effect occurs when tourism income circulates through the national economy. For example, a hotel pays local workers, who then spend their wages in local businesses; the benefits therefore extend beyond the original tourism activity.

Costs and benefits

BenefitsCosts
Creates direct, indirect and induced employmentJobs may be seasonal, insecure and poorly paid
Generates foreign exchange and tax revenueEconomic leakage occurs when profits, imports or wages leave the country
Encourages investment in airports, roads, sanitation and communicationsInfrastructure may prioritize tourists rather than local needs
Diversifies an economy dependent on agriculture or primary commoditiesHeavy reliance on tourism creates vulnerability to recessions, conflict, pandemics or natural hazards
Can fund conservation and cultural heritageCommercialization may weaken cultural authenticity or create conflict between visitors and residents
Stimulates regional developmentTourism may increase land prices, inequality and pressure on resources

The overall impact depends on the scale and ownership of tourism. Locally owned businesses using domestic workers and supplies retain more revenue than foreign-owned resorts importing food and repatriating profits.

A common misconception is that rising tourist arrivals automatically mean development. Visitor numbers show tourism growth, but development must be assessed using retained income, employment quality, infrastructure access and the distribution of benefits among stakeholders.

Exam technique

This is part of Option E.3 for both SL and HL students studying this option. In an extended response, compare costs and benefits, use your own named national example, consider different stakeholders, and reach a balanced conclusion about whether tourism produces sustainable and widely distributed development.
