The tension is between protecting individuals’ personal data and enabling governments or technology companies to detect threats. Strong privacy measures can restrict surveillance, while stronger security powers can weaken privacy and expose users to misuse.
Why Does the Tension Exist?
Privacy protects personal communications, identity and autonomy from unjustified interference. Security means protecting individuals, communities and states from terrorism, cybercrime and child exploitation.
End-to-end encryption allows only the sender and recipient to read a message. Governments argue that this can obstruct legitimate investigations. Privacy advocates warn that exceptional access, or a “back door”, could make all users vulnerable to criminals, hostile states or unauthorized surveillance.
| Case | Security argument | Privacy concern |
|---|---|---|
| Apple and United States Federal Bureau of Investigation, 2016 | Following the San Bernardino attack, the FBI sought Apple’s help bypassing an iPhone’s controls. | Apple argued that creating such software could establish a dangerous precedent; the FBI later used a third party. |
| WhatsApp-India, 2021 | India’s rules required major messaging services to identify the “first originator” of certain messages for public safety. | WhatsApp challenged the rules, arguing that traceability would undermine end-to-end encryption and privacy. |
The debate concerns power because companies control communication infrastructure and data. It concerns sovereignty because states regulate platforms within their territory, and legitimacy because surveillance must be lawful, proportionate and accountable. Interdependence matters because platforms, users, criminals and regulators operate across borders.
A common misconception is that privacy and security are complete opposites. Targeted warrants, independent oversight and data minimization can protect both, although actors still dispute who decides what is proportionate.
Exam Technique
For HL, this fits Technology and connects to Security or Identity. In Paper 3, define the tension, use a specific contemporary case, evaluate competing perspectives, and link consequences to the key concepts. Avoid generalization: identify actors, interests and outcomes.
