Hard power changes behaviour through coercion or payment, soft power shapes preferences through attraction, and smart power strategically combines both. Smart power is not a separate resource or simply a compromise.
How the Three Forms of Power Work
These classifications belong to the IB core topic power in global politics. Joseph Nye developed the distinction between hard and soft power, although no particular theorist is prescribed by the IB.

A common misconception is that hard power always succeeds because force is direct. Russia captured Ukrainian territory after 2022, but resistance, sanctions, and North Atlantic Treaty Organization expansion showed the political and reputational costs of coercion. Soft power also cannot guarantee a policy outcome because attraction is difficult to control or measure.
This distinction demonstrates that power depends on relationships and context.
Exam Technique
In an IB response, define each form by its mechanism, not merely by listing resources. Apply a specific contemporary case, explain the outcome, and evaluate effectiveness through legitimacy and interdependence. Avoid claiming that military power is automatically hard power or culture automatically soft power: classification depends on how the resource influences behaviour.
