Development means improving people’s quality of life, freedoms and opportunities, not simply increasing national income or gross domestic product (GDP). In IB Global Politics at both SL and HL, it is contested because actors disagree about what progress involves and whose priorities matter.
Why Economic Growth Is Insufficient
Economic growth measures increased production, but not income distribution, rights protection or environmental damage. Oil extraction in Nigeria generates revenue, yet pollution in Ogoniland has harmed farming, fishing and health. In , the United Nations Environment Programme estimated restoration could take to years.
| Dimension | Meaning and example |
|---|---|
| Economic | Higher income, employment and reduced poverty; growth can be unequal. |
| Human | Better health, education and living standards. The Human Development Index combines life expectancy, education and income. |
| Political | Rights, participation and freedom. Amartya Sen’s capability approach emphasizes what people can genuinely do and become. |
| Social | Reduced inequality and fairer access to services across gender, class and ethnicity. |
| Environmental | Meeting present needs without undermining future generations. Costa Rica’s conservation payments linked environmental protection with economic activity. |
These dimensions can conflict. Governments may prioritize industrialization, while Indigenous communities or environmental organizations emphasize land rights and ecological protection. Development is shaped by power because influential actors can determine which goals and indicators receive attention.
A common misconception is that rising GDP automatically proves successful development. GDP growth may fund public services, but it is a means, not a complete measure of progress.
Exam Technique
This debate belongs to the Development and Sustainability thematic study. In a Paper response, define development as multidimensional and contested. Then evaluate economic, human, political, social and environmental interpretations using specific contemporary examples. Avoid equating development with growth, and connect the debate to power, interdependence and sustainability.
