Participation means people and communities taking part in political or civic processes, while representation means their interests, identities and perspectives being reflected in decision-making. In the HL challenge topic governance and human rights, participation can occur without effective representation.
This distinction belongs to the prescribed area for inquiry 5.2B Participation and representation. Both concern how digital systems affect access to governing bodies and political processes, but they focus on different stages of influence.

Participation is therefore about access and involvement. Digital systems may expand participation by reducing geographical barriers, distributing information quickly and enabling large-scale organization. However, uneven internet access, inaccessible interfaces, censorship and digital-literacy differences can exclude some people and communities.
Representation is about power and influence. A community may participate extensively through online comments or petitions but remain poorly represented if decision-makers ignore its claims. Representation can also be unequal when platform algorithms make some voices more visible than others or when consultation data excludes non-users.
The common misconception is that high participation automatically produces fair representation. It does not. Thousands of digital responses demonstrate involvement, but students must still ask who participated, who was absent, whose perspectives were amplified and whether participation changed the final decision.
Exam technique: This is HL-only content. For an Explain question, establish the distinction and give reasons. For an Evaluate or Discuss question, analyse both opportunities and risks, compare affected stakeholders, and connect digital access to unequal power. Do not merely state that a platform increased participation; explain whether that participation produced meaningful representation.
