IB Geography 1.3.4 Synthesis, Evaluation and Skills Opportunities Notes

Population Change Shifts Who Can Press a Claim, and People Settle the Rest

1. Power is the capacity of one group to make a decision that another group must live with.
2. A demographic trend on its own names no winner, so every claim here has to identify a group that gained and a group that lost.
3. Who Decides
   1. The decision maker is a household head, a council, a parliament, an employer or a treaty body.
   2. An answer that attributes a decision to society at large has not named one.
4. Who Is Affected
   1. The people who carry the consequence are frequently not the people who chose.
   2. The Folketing voted 81 to 21 on 22 May 2025 to raise Denmark's state pension age to 70 from 2040, binding everyone born after 31 December 1970.
5. Who Is Absent
   1. Children, non-citizens and cohorts not yet born are counted in a population and not in a vote.
   2. India had 25.1% of its people under 15 in 2023, a quarter of the country with no vote in what was decided for it (UN World Population Prospects 2024).

Why a Deterministic Answer Loses Marks Here

1. Population change alters the terms on which groups bargain, so it changes what is possible rather than what happens.
2. The same national change can produce opposite local outcomes, which is why the group rather than the country is the unit of analysis.

1. India's sex ratio at birth improved from 919 to 929 girls per 1,000 boys between NFHS-4 and NFHS-5, with the whole of that gain falling to urban households and no significant change measured in rural ones (UNFPA India).
2. One national figure therefore describes two groups whose position moved in different directions.

Local Power: A Smaller Household Has Fewer People in the Decision

1. Household size worldwide has been falling by roughly half a person per decade since 1970, which is a steady reduction in the number of people holding a claim on any household decision (Esteve and colleagues, Genus, 2024, using the CORESIDENCE database of 156 countries).
2. A Danish household averaging 1.83 people settles that decision between two adults, while a Senegalese one averaging 8.42 settles it among parents-in-law and wider kin as well (Esteve and colleagues, Genus, 2024).
3. Where adult children set up separate homes, the senior generation loses the say that living under one roof gave it, with no change at all in the number of births.
4. Schooling And Earnings
   1. Keeping girls in secondary school raises the wage that a birth interrupts, so it raises what a woman gives up by leaving paid work.
   2. Peter McDonald's gender equity argument puts the decisive inequality inside the family rather than in the labour market, since fertility falls furthest where women have near-equal access to education and paid work but unequal treatment at home (Population and Development Review, 2000).
5. A Later Start
   1. A mean age at childbearing above 30 years, reached by 2024 in 38 of the countries with a long history of low fertility, means a woman typically joins the household after her education and her first earnings (UN DESA, World Fertility 2024).
   2. Earnings of her own give her an outside option, which is what makes a stated preference enforceable.
6. Measured Position Rather Than Assumed Position
   1. Bihar scored 0.42 and Mizoram 0.70 on the Femdex index of gender parity, so two states of one country sit at opposite ends of what a national figure averages (McKinsey Global Institute, Power of Parity: India, November 2015).
   2. Femdex scores law, schooling and work, so it names what has to change before a household decision changes hands.
7. The distance between the family size people want and the one they have measures how much of the decision a household holds.
   1. European surveys in UN DESA's World Fertility 2024 find a two-child family still the most common ideal while actual fertility sits well below two, so the shortfall records decisions taken elsewhere.
   2. UNFPA's State of World Population 2025 found that one in five people expects not to have the number of children they want, showing how constraints can override reproductive preferences.
   3. Cost of living, housing and job insecurity were named as barriers across the 14 countries surveyed, all three of them set by employers, landlords and lenders rather than by the household.

An Older Electorate Changes What a Council Funds

1. An ageing population changes an electorate faster than it changes a population, because turnout rises with age.
2. Local government funds schools, clinics, buses and social care, with its voters deciding which of those it protects.
3. Ipsos estimated turnout in the 2024 United Kingdom general election at 37% among 18 to 24 year olds and 73% among people aged 65 and over.
4. A ward with those two rates has an electorate older than its population, so a council answers to a narrower group than the one it serves.
5. James Poterba measured an elasticity of per-child education spending with respect to the over-65 population share of about minus 0.25 across United States states, where schools are paid for largely from state and local taxes (Journal of Policy Analysis and Management, 1997).
   1. A rise in the elderly share from 10.8% to 13% went with almost a 5% fall in per-pupil spending.
   2. The fall was steeper where the elderly and the school-age population differed racially, so the study picks up group identification rather than age.
   3. That is one country's association, so it is evidence about a mechanism rather than a rule.
6. Older residents are voters, taxpayers, carers and workers, so a budget line is a poor description of what they contribute.
7. One-person households headed by someone over 50 make up about a quarter of households in Hungary, Germany and the Netherlands, but under a tenth across Africa and most of Asia (Esteve et al., 2024).
   1. An older person living alone depends on a funded service rather than on kin.
   2. The decision about their care therefore moves from the family to the council.

National Power: Who Votes, Who Works and Who Is Counted Out

1. A parliament decides pension ages, school budgets and immigration rules, so the age structure of its electorate shapes what it can pass.
2. Denmark indexes its pension age to life expectancy at 60 and reviews it every five years, though each step still needs a vote in the Folketing.
   1. The vote of 81 to 21 on 22 May 2025 was one of those steps.
   2. Prime Minister Mette Frederiksen said after it that "we no longer believe that the retirement age should be increased automatically", so the indexing itself is contested.
   3. Indexing still sets the default toward a later age, which leaves the work of winning a vote with whoever wants to stop the rise.
3. China raised its statutory retirement ages in a single reform taking effect on 1 January 2025, having left them unchanged since the 1950s.
   1. Men move three years from 60 to 63, women in white-collar posts three years from 55 to 58, and women in blue-collar posts five years from 50 to 55.
   2. The largest single increase falls on the lowest-earning of those three groups, so the cost is distributed by occupation as well as by sex.
   3. The phasing runs over 15 years, so a worker's date depends on their year of birth rather than on anything they decide.
4. A reform passed in 2025 for 2040 binds people who will still be paying for it long after the parliament that passed it has gone.
5. A parliament is not the only national actor, because an employer decides how many jobs exist and what they pay.
   1. India's IT and business-services firms have created skilled work in hubs such as Bengaluru and Hyderabad, which helps convert part of its demographic window into output.
   2. The same conversion remains incomplete because the ILO found that about nine in ten Indian workers were informally employed in 2022.

A Large Cohort Bargains Weakly at Work and Strongly at the Ballot Box

1. A large cohort entering work changes bargaining power over the jobs needed to convert a demographic dividend.
2. That cohort raises the number of people competing for each job unless labour demand grows with it.
3. Unemployment among South Africa's 15 to 24 year olds ran at 60.9% in the first quarter of 2026, so most of that cohort has no employer to bargain with at all (Statistics South Africa, Quarterly Labour Force Survey).
   1. The national rate was 32.7% and the 25 to 34 rate 40.6%, so the shortfall concentrates at the entry end of the labour market.
   2. With 45.6% of 15 to 34 year olds outside employment, education and training, the group loses the workplace where collective bargaining would normally start.
4. A worker's power to refuse a wage or a condition depends on how easily an employer can replace them, which a long queue makes easy.
5. The same cohort's collective weight rises as it becomes a larger share of the electorate and of the workforce.
6. Whether that cohort gets schooling and jobs is settled by a government and by employers, so the outcome is a political result rather than a demographic one.

1. A dependency ratio sorts people by year of birth, so it counts a 22-year-old graduate as a worker and a 66-year-old carer as a dependent.
2. A measure that builds that assumption in is then quoted to justify the policy, so choosing the measure is itself an exercise of power.

A Skew at Birth Reaches the Marriage Market Twenty Years Later

1. Across the 12 countries with a measured skew in the sex ratio at birth, 23.1 million expected female births did not occur between 1970 and 2017, 11.9 million of them in China and 10.6 million in India (Chao and colleagues, PNAS, 2019).
2. Each one is a decision taken about a person who never had standing in it.
3. The sex ratio of China's marriageable population reached 110 in 2020, the highest level recorded (Yang and colleagues, China Population and Development Studies, 2023).
4. That study counted 8.82 million never-married men aged 35 or over in rural China in 2020.
   1. Some 5.7% of rural men aged 35 and over had never married, against 3.62% in urban areas.
   2. Among never-married rural men aged 35 and over, 13.80% had no formal education, 4.32 times the share among married rural men.
5. The shortage therefore settles on men with the least schooling in the poorest rural districts rather than spreading evenly across the country.
   1. Where marriage is the route to old-age support, those men lose a claim on care as well as a partner.
   2. Among never-married rural men aged 60 and over, 60.04% live alone (Yang and colleagues, 2023).
6. The cohort carrying the imbalance is not the cohort whose births produced it, because a ratio measured in the 1990s reaches the marriage market two decades later.

Who Is Counted Out of a National Decision

1. The right to decide the number, spacing and timing of children was affirmed by 179 governments at the 1994 International Conference on Population and Development in Cairo, which placed that decision with couples and individuals rather than with states (UNFPA).
2. That text also bars demographic targets and quotas from being imposed on family planning providers, which removes the instrument a state would use to override a household.
3. India's Emergency shows what that instrument does when it is used, since the Shah Commission recorded over 1.07 crore sterilizations nationwide between 1975 and 1977, which is more than 10.7 million.
   1. The Emergency predates the Cairo text by two decades, so the standard applied here was written after the event.
   2. Rations, housing, jobs, healthcare and loans were withheld in several states from people with more than two or three children who refused the procedure, which made a household's income depend on its fertility.
   3. Rebecca Jane Williams argues that the campaign was aimed at poor households, because the government treated population control as a technical fix for poverty (Journal of Asian Studies, 2014).
4. Congress lost the 1977 general election, with losses concentrated in the northern states where the campaign had been pushed hardest.
5. The Emergency also brought censorship and mass detentions, so the sterilization campaign is one of several explanations offered for that result.

International Power: Numbers Alone Do Not Buy a Seat at the Table

1. A large population gives a state a labour force, a domestic market and a tax base.
2. None of those converts automatically into a vote in the institutions that write international rules.
3. African states hold 6.5% of the voting share at the International Monetary Fund, while the continent holds almost 18% of the world's population and 2.7% of the global economy (Atlantic Council, March 2024).
4. Fifty-four of the United Nations' 193 member states are African, none of them holding a permanent seat on the Security Council.
5. The Council's five permanent seats were fixed by the Charter in 1945, so who holds them reflects the map of that year.
   1. Only four African states signed that Charter, namely Egypt, Ethiopia, Liberia and South Africa (UN Africa Renewal).
6. The African Union's position, set out in the Ezulwini Consensus of 2005, is that Africa should hold at least two permanent seats with full prerogatives including the right of veto, and five non-permanent seats in total against the three it holds now.
   1. Its stated ground is the historical injustice of Africa's exclusion from the Council's design rather than the size of the continent's population.
7. The General Assembly gives each of the 193 member states one vote whatever its population, so the same organization distributes power by state in one chamber and by the settlement of 1945 in the other.
8. Africa had 40% of its people under 15 and 3% aged over 65 in 2022, against 16% and 19% in Europe (Population Reference Bureau).
9. The world's youngest and oldest age structures therefore sit on two continents whose representation on the Council was settled before that gap opened.

Labour Migration Moves Workers Without Moving Votes

1. Qatar's population was 71% male in 2024, the highest share of any country, a shape produced by recruitment rather than by births (World Bank).
2. Five neighbouring Gulf states follow it on that measure, drawing construction and service labour largely from South and South-East Asia.
3. In each case a group forming a large share of the resident population holds no vote where it lives.
4. The destination state writes the visa rules and the recruitment agreements, so it decides who enters and on what terms.
5. Recorded remittances to low- and middle-income countries reached an estimated 685 billion US dollars in 2024 (World Bank, 18 December 2024).
   1. India received 129 billion, Mexico 68 billion, China 48 billion, the Philippines 40 billion and Pakistan 33 billion.
   2. An origin state that depends on that inflow has an interest in the movement continuing.
   3. That interest weakens its hand when it wants to press a destination state on wages or conditions.
6. Ageing high-income economies recruit from countries whose populations are still growing, so each side holds something the other needs.

Migration Splits a Group's Power Between Two Places

1. A person who moves is counted in one place and represented in neither, because leaving removes them from one electorate before the other admits them.
2. The group that stays keeps the vote and loses the tax base, since a district losing working-age adults loses the earnings that paid for its services.
   1. The decision to close its school or its clinic is then taken by an authority covering the wider area.
3. The group that leaves gains earnings and sends part of them home, which buys the household goods without buying the sender a say in how they are spent.
4. The employer at the destination gains a worker it did not have to train.
   1. Where a worker's residence depends on keeping that job, the employer also gains the power to end both at once.
5. One movement therefore raises one group's bargaining position, lowers another's, and leaves a third holding a vote over a shrinking budget.
6. The same split runs between scales, because the Cairo text limits at international level what a national government may require of a household.

Which Group Gains Most Depends on the Scale You Ask At

1. At The Local Scale
   1. The shift lands inside the household within a decade of fertility falling, because a household reorganizes faster than an institution does.
   2. The decisive actor is whoever controls the money that a smaller family frees.
   3. It reverses quickly too, since a housing cost or a lost job pulls the same decision back the other way.
2. At The National Scale
   1. The shift takes twenty to forty years, because an electorate and a labour market turn over one cohort at a time.
   2. The decisive actors are a parliament and an employer, since one writes the rule and the other sets the wage.
   3. It is hard to reverse, as a pension age passed in 2025 for 2040 shows.
3. At The International Scale
   1. The shift is slowest, because the institutions were designed before most of the demographic change happened.
   2. The decisive actor is a rule, so a state's population can double without its voting share moving at all.
   3. Reversal needs the agreement of the states already holding the seats, which is what the Ezulwini position runs into.

Where the Three Rankings Disagree

1. One trend therefore produces three different winners, depending on the scale the question is set at.
2. Falling fertility strengthens a woman's position at home, weakens a young worker's position in a crowded labour market, and leaves a state's voting share untouched.
