IB Geography D.4.2 Geophysical Hazard Adaptation Notes

Adaptation Changes Exposure and Vulnerability

1. Avoidance lowers exposure by keeping new development away from high-risk land.
2. Resistance lowers physical vulnerability through stronger buildings, protected infrastructure and slope stabilisation.
3. Readiness lowers human vulnerability through warning, drills, supplies and plans that shorten the time between alert and action.
4. Financial resilience supports recovery through insurance, savings and public funds, but it does not prevent injury or physical damage.
5. Geophysical hazards cannot usually be stopped; adaptation reduces the chance that a physical event becomes a disaster.
6. Government action can reduce exposure; planning rules decide where development is permitted and what standards it must meet.
7. Personal resilience can reduce vulnerability; prepared households know how to act, protect essential records and maintain supplies or insurance.
8. No single measure is sufficient; effective adaptation combines regulation, enforcement, public trust, finance and technology.

Government Planning Uses Land-Use Zoning

1. Evidence chain moves from hazard mapping to planning designation, development control, inspection and periodic review.
2. Development pressure can weaken zoning where scarce land, housing demand or valuable infrastructure encourages exceptions in hazardous areas.
3. Compensation and alternatives improve compliance because households and businesses are less likely to accept restrictions that remove land value or livelihoods without support.
4. Critical-facility siting must consider both direct hazard and access, since an undamaged hospital is ineffective if every route and utility serving it fails.
5. Risk maps identify areas with different expected intensities; the evidence may include fault rupture, shaking, liquefaction, slope failure, lava, pyroclastic-flow or tsunami zones.
6. Planning rules translate maps into decisions; governments may prohibit settlement, limit occupancy, require setbacks or permit only low-density and easily evacuated uses.
7. Building controls can vary by zone; critical facilities need stricter standards and should remain accessible after an event.
8. Zoning must be updated; new monitoring, land-use change and past events can alter the estimated risk.
9. Enforcement determines whether zoning works; informal settlement, political pressure and weak inspection can leave mapped restrictions ineffective.

1. Montserrat shows adaptive zoning; the Soufrière Hills Volcano hazard-level system regulates access to unsafe areas and links monitoring advice to evacuation and access decisions.
2. Its main benefit is separation; keeping settlement out of the most dangerous zones reduces exposure to hazards that buildings cannot reliably resist.
3. Its cost is social and economic; restricted land, relocation and lost livelihoods can make compliance difficult unless support and alternatives are provided.

Preparedness Builds Personal Resilience

1. Protective action must be hazard-specific because drop-cover-hold, vertical tsunami evacuation and ash sheltering require different behaviours.
2. Warning comprehension depends on clear thresholds and trusted messages that tell people what to do, where to go and how urgently to act.
3. Household limits mean preparedness cannot substitute for safe buildings, functioning infrastructure or government support where people lack money, mobility or secure housing.
4. Practice and revision keep plans usable as family members, routes, medicines and communication systems change.
5. A household plan assigns actions; people identify safe places, meeting points, evacuation routes and contacts before communications fail.
6. Supplies bridge service disruption; water, food, medication, lighting, radios and copies of documents reduce immediate dependence on outside assistance.
7. Drills turn information into behaviour; repeated practice makes protective action faster during shaking, evacuation or ashfall.
8. Small retrofits prevent avoidable injury; securing furniture, water heaters and heavy objects reduces damage even when structural work is unaffordable.
9. Preparedness must be inclusive; warnings, routes and shelters need to account for language, disability, age, pets and access to transport.

Insurance Transfers Financial Risk

1. Risk pooling spreads the cost of rare losses across many policyholders and can provide capital before households or governments rebuild.
2. Moral hazard may arise if insured owners take fewer precautions, although deductibles, building requirements and risk-based pricing can reduce this effect.
3. Adverse selection threatens affordability when mainly high-risk households buy cover and premiums no longer reflect a broad pool.
4. Public backstop may be needed for catastrophic losses that private insurers cannot absorb, but this shifts part of the burden to taxpayers.
5. Insurance does not reduce the physical hazard; it transfers part of the financial loss to a wider risk pool and can accelerate repair.
6. Premiums signal risk imperfectly; risk-based prices may discourage development in dangerous places but can make cover unaffordable for low-income households.
7. Coverage gaps weaken recovery; exclusions, deductibles, underinsurance and slow claims can leave households unable to rebuild.
8. New Zealand combines public and private cover; EQCover is automatically attached when a qualifying private home policy includes fire insurance, rather than being universally mandatory for every homeowner.
9. Public insurance can spread catastrophic loss; however, it still needs adequate reserves, reinsurance and clear limits to remain financially sustainable.

Technology Extends Warning and Preparedness

1. Detection network converts sensor observations into an alert only after automated checks or expert interpretation identify a credible event.
2. Last-mile delivery determines whether a scientifically accurate warning reaches people through channels they can access and understand.
3. Action threshold must be agreed before crisis conditions so agencies know when to stop transport, evacuate zones or close infrastructure.
4. Digital divide leaves gaps where devices, electricity, connectivity, language access or trust are limited.
5. Earthquake early warning detects rupture after it begins; faster communications may provide seconds to stop trains, close valves or take protective action before stronger waves arrive.
6. The warning is uneven; people close to the epicentre may receive little or no notice because detection and transmission take time.
7. Volcano monitoring combines signals; seismicity, deformation, gas and heat are interpreted together because no single indicator guarantees an eruption.
8. Digital hazard maps improve targeting; governments can link exposure data to shelters, evacuation routes and vulnerable populations.
9. Redundancy matters; sirens, radio, cell broadcast, satellite links and community messengers prevent one network failure from silencing a warning.

Evaluate Adaptation as a System

1. Layering reduces dependence on one measure by combining avoidance, resistance, warning, evacuation and recovery finance.
2. Failure pathway should be traced explicitly because a sensor, message, road, shelter or institution can each break the protective chain.
3. Distribution matters because an adaptation can lower average risk while leaving informal settlers, renters or remote communities less protected.
4. Adaptive management revises measures after drills, new monitoring and real events reveal unexpected weaknesses.
5. Effectiveness depends on fit, a measure must address the dominant hazard mechanism rather than merely look protective.
6. Timing matters, zoning prevents new exposure, retrofitting treats existing exposure, and insurance mainly supports recovery after loss.
7. Equity matters; rules that remove people from risk without housing or livelihood alternatives can shift vulnerability rather than reduce it.
8. Maintenance matters; maps, sensors, drills, funds and buildings deteriorate when budgets and institutional memory decline.
9. Residual risk remains; uncertain event magnitude, cascading failures and non-compliance mean adaptation reduces risk rather than eliminating it.
