IB Geography 6.1.3 Globalization and Renewed Nationalism Notes

Globalization Can Strengthen the Politics of National Control

1. Globalization increases cross-border flows of goods, capital, people, data and ideas.
2. These flows can raise incomes and widen choice, but they also expose communities to decisions made by distant firms, markets and institutions.
3. When people believe that change is rapid, uneven or outside democratic control, political support may shift toward leaders promising stronger borders and national preference.
4. The relationship is a correlation rather than a universal law because economic change is filtered through institutions, media, history and political choices.

Four Mechanisms Connect Globalization to Renewed Nationalism

1. Uneven gains matter because skilled workers, globally connected cities and asset owners may benefit while import-competing industries and peripheral regions face job loss or insecurity.
2. A control gap develops when national governments are blamed for outcomes influenced by mobile capital, global prices or rules negotiated beyond the state.
3. Cultural reaction can occur when migration and global media are presented as threats to language, religion or established social norms.
4. Security shocks can turn interdependence into a vulnerability when dependence on foreign energy, technology or transport is portrayed as a national weakness.
5. Political framing is decisive because leaders choose whether to explain disruption through domestic policy, global structures or an external rival.
6. Nationalism may therefore be a response to globalization, but it can also be produced by long-standing territorial disputes and strategic competition.

Tribalization Narrows Belonging Below the National Scale

1. Tribalization may strengthen ethnic, religious, linguistic or regional identities when groups believe that the wider state does not protect their interests.
2. Digital platforms can intensify the process by rewarding emotionally charged content and connecting dispersed members of an identity group.
3. Economic inequality between regions may acquire an identity dimension when prosperous areas resist redistribution or marginalized areas view the state as extractive.
4. Diaspora networks can support culture and political participation across borders, but they can also transmit polarized narratives from one setting to another.
5. Tribalization does not mean that old identities simply replace national identity; people can hold local, national and global attachments at the same time.

Detailed Example: Strategic Rivalry Between the USA and China

How the tension developed

1. The USA and China became deeply connected through trade, investment and manufacturing supply chains after China's integration into the world economy.
2. At the same time, the two states competed over technology, intellectual property, strategic industries and influence in the international system.
3. In 2018, the USA imposed an additional 25 percent tariff on Chinese products covering about US$34 billion of trade under Section 301.
4. China retaliated, and the dispute expanded across a much wider range of goods.
5. The conflict was economic and geopolitical because tariff policy was tied to technology transfer, industrial policy and national security.

How interdependence became a source of risk

1. US firms and consumers faced higher input costs or had to find alternative suppliers, while Chinese exporters lost some access to their largest overseas market.
2. Tariffs encouraged trade diversion toward countries able to assemble or supply affected goods.
3. Controls on advanced semiconductors and related equipment made technology supply chains an instrument of strategic competition.
4. Firms diversified some production, but complete separation remained costly because the two economies were linked through suppliers, markets, finance and research.
5. A 2024 United States review concluded that tariffs reduced some exposure and supported alternative sourcing, while retaliatory tariffs created negative effects for US exporters.

Evaluation of the USA-China example

1. Globalization enabled rapid growth and lower-cost production, but concentration created leverage that both governments later tried to reduce.
2. Nationalist policies promised resilience and control, yet they also raised costs and shifted trade to third countries rather than ending interdependence.
3. The case supports a two-way relationship: globalization contributed to political pressure, and renewed nationalism then reshaped global flows.

Detailed Example: Russia's War Against Ukraine

How conflict disrupted global flows

1. Russia's full-scale invasion of Ukraine in February 2022 was a military and territorial conflict with causes that cannot be reduced to globalization.
2. Global interdependence nevertheless transmitted its effects through energy, grain, fertilizer, finance, transport and insurance markets.
3. The European Union and other partners imposed sanctions targeting Russian finance, trade, energy, transport, technology and defence.
4. Russia redirected some trade, while European states accelerated efforts to reduce dependence on Russian fossil fuels.
5. Damage and insecurity around Black Sea routes constrained Ukrainian exports and increased concern about food security in import-dependent countries.

How sovereignty and interdependence interacted

1. Ukraine's claim to territorial sovereignty was central to the conflict.
2. Sanctions used access to global finance, technology and markets as geopolitical leverage.
3. Dependence on Russian energy limited how quickly some importing states could act, showing that interdependence creates both influence and vulnerability.
4. The WTO warned in 2022 that destruction, sanctions, higher trade costs and lower confidence would weaken global trade growth.
5. The largest human costs remained concentrated in Ukraine, while price and supply effects spread far beyond the conflict zone.

Evaluation of the Russia-Ukraine example

1. The conflict demonstrates that global networks do not prevent war; they change the channels through which war affects other places.
2. Diversifying energy and food supplies can increase resilience, but replacing infrastructure and long-term contracts requires time and investment.
3. Sanctions can signal collective opposition and restrict access to strategic inputs, yet their effects are uneven and may encourage alternative trade networks.
4. Unlike the USA-China dispute, this case began with military invasion and territorial sovereignty, so economic measures are responses to conflict rather than its sole cause.

Comparison Reveals Different Forms of Geopolitical Risk

1. The USA-China case centres on strategic competition within a continuing trade relationship, while Russia-Ukraine centres on invasion, territorial sovereignty and sanctions.
2. Both cases show states using economic networks to pursue geopolitical goals.
3. Both also show that firms and consumers bear adjustment costs even when policy is justified through national security.
4. Substitution is easier for standardized goods than for pipelines, advanced chips or infrastructure built around one source.
5. The scale of impact depends on market share, network centrality, available alternatives and the time allowed for adjustment.

Synthesis: Advantages Must Be Weighed Against Concentrated Vulnerability

1. Globalization can spread technology, enlarge markets, lower production costs and allow places to specialize.
2. It can also concentrate critical production, expose states to external coercion and distribute gains unevenly.
3. Renewed nationalism may correct genuine vulnerabilities by diversifying supply, screening strategic investment and rebuilding capacity.
4. Nationalist measures can also become self-defeating when broad tariffs raise prices, retaliation closes export markets or exclusion intensifies conflict.
5. The strongest judgment is conditional: globalization creates the greatest net advantage when flows are governed by transparent rules, dependence is not excessively concentrated and institutions compensate groups that bear adjustment costs.
6. Resilience does not require isolation; it requires enough diversity, spare capacity and cooperation to prevent one disrupted relationship from disabling the whole system.

Build an Evaluative Answer

1. Start with a mechanism rather than a claim that globalization automatically causes nationalism.
2. Use both detailed examples to show how the mechanism changes with the type of conflict.
3. Compare benefits and risks at more than one scale, because national resilience may impose costs on households, firms or third countries.
4. End with a qualified judgment that identifies the conditions under which globalization or national control is more effective.
