The Critique of GDP as a Development Measure

1. Gross Domestic Product (GDP) has been the dominant measure of national progress since the Bretton Woods Conference (1944), when it became the standard metric for economic performance. It measures the total monetary value of all goods and services produced within a country in a given year.
2. Yet GDP was never designed to measure wellbeing or development. Its creator, Simon Kuznets, warned the US Congress in 1934 that "the welfare of a nation can scarcely be inferred from a measurement of national income" - a caution that went largely unheeded.
3. GDP fails to account for environmental degradation: an oil spill increases GDP (through cleanup costs) even as it destroys ecosystems. Deforestation boosts GDP when timber is sold, but the loss of carbon sequestration, biodiversity, and watershed protection goes uncounted.
4. GDP ignores unpaid labour - including domestic work, caregiving, and subsistence farming - which the ILO estimates would represent 10-39% of GDP if counted, disproportionately affecting how we measure women's economic contributions.
5. GDP does not measure inequality: a country can have high GDP per capita while most citizens live in poverty. Equatorial Guinea has a GDP per capita above $8,000 yet ranks 145th on the Human Development Index due to extreme wealth concentration.
6. The 2008 Stiglitz-Sen-Fitoussi Commission, established by French President Sarkozy, formally concluded that GDP is an inadequate measure of social progress and recommended supplementing it with indicators of wellbeing, sustainability, and inequality.

Alternative Indicators of Development

Human Development Index (HDI)

1. Developed by Pakistani economist Mahbub ul Haq and Indian economist Amartya Sen in 1990 for the UNDP, the HDI combines three dimensions: life expectancy at birth, education (mean and expected years of schooling), and GNI per capita (PPP).
2. The HDI represented a fundamental shift from measuring what a country produces to measuring what people can do and be - reflecting Sen's capabilities approach. Norway, Switzerland, and Iceland consistently rank highest.
3. Limitations include: it still uses income (GNI) as one-third of the index, it does not account for environmental sustainability or inequality, and it averages national data, masking regional disparities within countries.

Gross National Happiness (GNH)

1. Bhutan's Fourth King, Jigme Singye Wangchuck, declared in 1972 that "Gross National Happiness is more important than Gross National Product," making Bhutan the first country to formally reject GDP as the primary measure of progress.
2. GNH measures development across nine domains: psychological wellbeing, health, education, time use, cultural resilience, good governance, community vitality, ecological diversity, and living standards. Each domain is assessed through detailed household surveys.
3. Critics argue GNH is culturally specific to Bhutan's Buddhist values and difficult to apply universally, while supporters counter that it demonstrates viable alternatives to growth-obsessed metrics and has influenced policy in countries from New Zealand to Scotland.

Other Key Indicators

1. GINI Coefficient: measures income inequality on a scale of 0 (perfect equality) to 1 (perfect inequality). South Africa (0.63) and Namibia (0.59) have the highest GINI scores, while Nordic countries score below 0.28, demonstrating that economic growth alone does not reduce inequality.
2. Multidimensional Poverty Index (MPI): developed by Sabina Alkire and James Foster at the Oxford Poverty and Human Development Initiative, the MPI measures deprivation across health, education, and living standards simultaneously. It reveals that 1.3 billion people are multidimensionally poor - far more than income-only measures suggest.
3. Genuine Progress Indicator (GPI): starts with personal consumption expenditure (like GDP) but subtracts costs of crime, pollution, resource depletion, and inequality while adding the value of household work, volunteering, and leisure. Studies show that while US GDP rose steadily since 1970, GPI has flatlined or declined, suggesting growth no longer translates into genuine progress.

The Degrowth Movement
