IB Geography C.3.2 Mineral Extraction in Cold Environments Notes

Why Cold Environments Attract Mineral and Energy Investment

1. Cold environments contain oil, gas, metal ores and other minerals that become attractive when world prices, technology and political priorities make extraction profitable.
2. Sea-ice retreat and improved remote sensing may widen access, but they do not remove the costs of distance, severe weather, fragile ecosystems or contested control.
3. The value chain links a remote mine or oilfield to roads, pipelines, ports, refineries and global consumers. A profitable deposit is therefore not enough: every link must operate reliably.

Permafrost and Remoteness Raise Costs

1. Buildings, roads and pipelines transfer heat into frozen ground. When ground ice melts, the surface may subside unevenly, bending foundations and rupturing pipes.
2. Engineers respond with elevated pipelines, gravel pads, insulation and piles driven into stable frozen material. These adaptations reduce risk but make construction and monitoring more expensive.
3. Long distances from settlements and ports raise transport costs. Equipment, specialist labour, fuel and emergency services must be moved into places with few existing roads.
4. Operating seasons are short. Ice roads may support heavy vehicles in winter, while open-water shipping may be possible only in summer; warming can shorten the first season while extending the second.

Environmental Damage Is Difficult to Contain

1. Tundra vegetation grows slowly and soils recover over long periods. Vehicle tracks, gravel pads and pipelines can fragment habitat and alter drainage well beyond the extraction site.
2. Oil spills are difficult to detect and clean in darkness, snow, sea ice or broken ice. Cold conditions slow biological breakdown, so contamination may persist.
3. Noise, roads and industrial activity can disturb migratory species and subsistence hunting. The impact is therefore cultural and economic as well as ecological.

Resource Nationalism Changes Control and Investment

1. Governments may increase taxes, local-content rules or state ownership so that more resource value remains in the country. This can fund public services and strengthen sovereignty.
2. If rules change unpredictably, firms may postpone investment because cold-environment projects require large upfront spending and long payback periods.
3. Indigenous land claims add another scale of authority. Consultation can improve project design, but consultation without decision-making power may leave communities carrying environmental risk while revenue flows elsewhere.

Case Study: Prudhoe Bay and the Alaskan North Slope

1. Oil was discovered at Prudhoe Bay in 1968. Production required the Trans-Alaska Pipeline System, an approximately 800-mile link from the North Slope to the ice-free port of Valdez.

1. About 420 miles of the pipeline are above ground because of permafrost. Elevated sections reduce heat transfer into frozen soil and allow the pipe to flex as temperatures change.

1. By 2021, more than 18 billion barrels of North Slope crude had passed through the system. This shows how costly infrastructure can unlock a globally significant resource when governments and firms can finance an entire transport corridor.

Evaluating Cold-Environment Extraction

1. Economic success depends on the size and quality of the deposit, commodity prices, transport infrastructure and the cost of adapting to cold conditions.
2. Environmental success depends on preventing spills, limiting the project footprint, monitoring thaw and funding rehabilitation after closure.
3. Social legitimacy depends on who participates in decisions, how revenue is shared and whether customary livelihoods remain viable.
