The Cycle of Political Decline

1. Books VIII and IX of the Republic extend the city-soul analogy established in 10.8.1 to explain how political regimes degenerate. Just as the ideal state is governed by philosopher-kings who know the Form of the Good (10.8.2, 10.8.3), each corrupt regime corresponds to a disordered soul in which the wrong part dominates.
   1. Political decay and psychological corruption are inseparable in Plato's analysis.
2. The ideal state (aristocracy or kallipolis, Plato's Greek term for the beautiful city governed by reason) begins to decline when the rulers fail to maintain the educational system described in 10.8.4. Plato attributes this to a mysterious mathematical error in the breeding programme (the "nuptial number"), which leads to children of inferior quality being admitted to the guardian class.
   1. Once rulers lack genuine philosophical knowledge, the state begins its descent.
3. The 'nuptial number' (546b–d) is Plato's attempt to give the decline a quasi-mathematical basis: the rulers fail to calculate the correct intervals for controlled breeding, and children of inferior quality are admitted to the guardian class.
   1. Plato's point is not that the number is literally magical but that even the best regime contains a structural vulnerability: the difficulty of reproducing philosophical natures reliably across generations. Once rulers lack genuine philosophical knowledge, the state begins to prioritise honour over wisdom, and timocracy takes hold.

The Sequence of Political Degeneration

1. The first stage of decline is timocracy, rule by the spirited class who value honour and military glory over wisdom. The timocratic soul is dominated by thumos (spirit) rather than reason.
   1. Plato models timocracy on Sparta, a regime admired for its discipline but lacking the philosophical vision needed to govern justly. The timocratic ruler seeks recognition and honour rather than truth.
2. Timocracy degenerates into oligarchy when the love of honour gives way to the love of wealth. In an oligarchy, political power is restricted to the property-owning class, and citizenship is determined by material wealth rather than virtue or knowledge.
   1. The oligarchic soul is governed by necessary appetites (basic drives for food, wealth, and security) for accumulation, and it suppresses other desires through a rigid self-discipline motivated by greed rather than wisdom.
3. Oligarchy produces a growing class of dispossessed poor who eventually revolt, establishing democracy. Plato describes democracy as a regime characterized by maximum freedom and equality, where every person pursues whatever desires they wish.
   1. The democratic soul treats all desires as equally valid, refusing to rank them or submit to any ordering principle. This produces a colourful but disordered character.

Mill's Defence of Democracy

1. John Stuart Mill's defence of democracy in On Liberty directly challenges Plato's critique. Mill argues that democratic freedom of opinion is epistemically necessary (necessary for producing knowledge): because no authority can reliably identify which views are correct in advance, suppressing minority opinion risks suppressing truth.
   1. The history of knowledge is the history of initially suppressed minority views later proved correct: heliocentrism (the theory that the Earth orbits the sun) survived because open societies eventually allowed Copernican arguments to compete with geocentric orthodoxy. An open democratic forum is more likely to surface correct views over time than an epistocracy (rule by those who claim superior knowledge) that prematurely closes debate.
   2. Beyond the question of knowledge, Mill argues that individual freedom has intrinsic value: a life chosen from among genuine alternatives is more fully human than a life assigned by a wise paternalist, however well-intentioned. On this view, Plato's ideal state fails on both epistemic (knowledge-producing) and ethical grounds: it is neither more reliable at producing truth nor more respectful of human dignity (see 10.12 for Mill's full argument).
2. Plato's critique of democracy (introduced in 10.8.2) reaches its fullest expression here. He argues that democratic freedom without wisdom is self-destructive.
   1. When citizens refuse to acknowledge any authority, they become vulnerable to demagogues who promise to protect their freedom while secretly pursuing personal power. The democratic regime's tolerance of all opinions makes it unable to distinguish genuine knowledge from flattery.
3. The final stage is tyranny, which Plato considers the worst of all regimes. The tyrant emerges from democracy as a champion of the people who gradually eliminates rivals and accumulates absolute power.
   1. Once in control, the tyrant is enslaved by the most lawless desires (eros in its most destructive form) and rules through fear and violence rather than law or reason.
