The Taoist Ideal of Governance

1. The Tao Te Ching's political philosophy follows directly from its metaphysics: as established in 10.10.1, the Tao generates and sustains all things without deliberate action.
   1. The ideal ruler mirrors this principle by creating conditions for social harmony without imposing rigid laws, elaborate bureaucracies, or coercive punishments that disrupt the natural self-organisation (the tendency of communities to find their own order) of communities.
2. Chapter 17 presents a famous hierarchy of rulers: "The best rulers are those the people barely know exist; next come those they love and praise; next come those they fear; worst are those they despise." The highest form of governance is so unobtrusive that people believe their prosperity and harmony arose entirely from their own efforts.
3. Chapter 57 articulates the paradox of governance: "The more prohibitions there are, the poorer the people become; the more laws and orders are issued, the more thieves and robbers there are." The lesson is that interventionist governance creates the very problems it claims to solve.
4. The Taoist ruler practises wu wei in statecraft by refraining from imposing personal ambitions, moral programmes, or ideological projects on the population.
   1. As discussed in 10.10.2, wu wei does not mean inaction but effortless action aligned with natural process. In political terms this means governing by creating enabling conditions rather than by directing behaviour.

Wu Wei in Statecraft

1. Lao Tzu's ideal of the small state with few people (Chapter 80) describes a community where boats and carriages exist but no one uses them, and where weapons exist but no one displays them. The people "return to knotting ropes," living simply, without the ambitions of empire, military expansion, or technological complexity.
2. The emphasis on simplicity in governance connects to the ethical ideals discussed in 10.10.3. Just as the individual who embraces pu (the uncarved block: innate simplicity) and zhi zu (knowing when you have enough) achieves personal contentment, the state that avoids regulating every aspect of life produces natural social harmony.
3. The Tao Te Ching's critique of coercive governance rests on a distinctive understanding of human nature. Unlike Hobbes, who argued that without a sovereign, human life would be "solitary, poor, nasty, brutish, and short," Lao Tzu holds that people are naturally inclined toward cooperation and simplicity when not corrupted by excessive government, artificial desires, and competitive social structures.
4. Chapter 58 develops the dialectical relationship between governance and disorder (the way each produces the other): "When the government is dull and sleepy, the people are wholesome; when the government is sharp and exacting, the people are cunning and discontented." Strict, intrusive governance produces the very evasion, deception, and social pathologies it purports to prevent.
5. The Taoist ruler's authority derives not from institutional power or the threat of violence but from the quality of de (natural virtue) discussed in 10.10.2.
   1. The sage-ruler attracts followers and maintains order through the moral influence of personal character rather than through laws, punishments, or bureaucratic mechanisms.
