The Role of Ideas: Three Currents, No Unity

Ideas in Egypt Before 1952

1. By the Second World War, Egypt was formally independent but still dominated by Britain, which kept troops in the Suez Canal Zone and intervened in Egyptian politics whenever its interests were threatened.
2. Egypt's defeat in the 1948 Arab-Israeli War humiliated the army and discredited the monarchy, which was blamed for sending soldiers into battle with faulty weapons.
3. Public anger also targeted King Farouk, widely seen as corrupt, and the political elite, who were accused of enriching themselves while ordinary Egyptians remained poor.
4. Opposition to this old order took three main ideological forms, alongside the wider force of Arab nationalism.
5. None of these currents could rally enough support alone to overthrow the monarchy, which is why the coup that finally did so came from outside all three.

Arab Nationalism: The Dominant but Diffuse Force

1. Arab nationalism was the most widely shared idea in postwar Egypt, but it was a mood more than an organised movement with its own party or leader.
2. It combined resentment of continued British military presence with a sense that Arab states, weakened and divided, had been humiliated by Israel's creation in 1948.
3. Newspapers, radio, and student groups spread the idea that Egypt should lead a wider Arab awakening rather than remain a junior partner of Britain.
4. Because it had no single organisation, Arab nationalism could not seize power on its own, but it gave whoever did seize power a ready-made source of popular legitimacy.

Islamism: The Muslim Brotherhood

1. The Muslim Brotherhood was founded in 1928 in Ismailia by Hassan al-Banna, a schoolteacher who argued that Islam offered a complete framework for politics, law, and society.
2. The movement grew rapidly by building schools, clinics, and welfare programmes in areas the state neglected, which won it a mass following among the poor and lower middle class.
3. By the late 1940s it claimed around 500,000 members and had become the largest organised political force in Egypt outside the Wafd.
4. Brotherhood volunteers fought in the 1948 war against Israel, which boosted its prestige as a defender of the nation when the regular army had failed.
5. In December 1948, a Brotherhood member assassinated Prime Minister Mahmoud al-Nuqrashi, who had just ordered the movement dissolved.
6. Al-Banna was assassinated in February 1949, widely believed to be in state-organised retaliation.

Communism: The Democratic Movement for National Liberation

1. The Democratic Movement for National Liberation (DMNL) was founded in 1947 and led by Henri Curiel, an Egyptian Jew from a wealthy family who had converted to Marxism.
2. It drew support from industrial workers, university students, and some younger army officers, who were attracted by its calls for land reform and an end to foreign economic control.
3. The DMNL was small compared to the Brotherhood and the Wafd, but it was well organised and influential among intellectuals and the emerging trade union movement.
4. Egyptian communism was also weakened by its association with foreigners and Jews, which nationalist opponents used to paint it as un-Egyptian.
   1. Nasser tolerated some communists in the early years of his rule but moved against them decisively in 1959, jailing hundreds without trial.

Parliamentary Reform: The Wafd Party

1. The Wafd Party had dominated Egyptian nationalist politics since the 1919 Revolution, when Saad Zaghlul led the delegation (wafd) demanding independence at the Paris Peace Conference.
2. For three decades the Wafd was the closest thing Egypt had to a mass political party, winning every free election it contested.
3. In February 1942, Britain forced King Farouk to appoint a Wafd government by surrounding Abdeen Palace with tanks, an episode that damaged the party's nationalist credibility by tying it to British power.
4. By the early 1950s the Wafd was widely seen as corrupt and compromised, more interested in patronage than in reform.
5. The burning of central Cairo in January 1952, known as the Cairo Fire, targeted symbols of foreign and elite privilege and showed how far public trust in parliamentary politics had collapsed.

Why the Free Officers Succeeded Where Ideologies Failed

1. None of the three currents, Islamism, communism, or parliamentary reform, commanded majority support on its own.
2. The fall of the monarchy was not an ideological victory for any single movement.
3. It was carried out by the Free Officers, a secret conspiratorial group of junior and mid-ranking army officers.
4. The Free Officers seized power in the coup of 23 July 1952, with General Muhammad Naguib installed as the public figurehead while Gamal Abdel Nasser held the real power behind the scenes.
5. Because the officers were not committed to any single ideology, they could borrow language and support from all three currents without being bound by any of them.
6. This flexibility let them present the coup as a national movement above party politics, even though it was a small military conspiracy.

What Happened to Each Current After 1952

1. The new regime dissolved all political parties in January 1953, ending the Wafd's legal existence along with every other party.
2. The Muslim Brotherhood initially cooperated with the Free Officers, but the relationship collapsed and the movement was banned after the Manshiya incident in 1954.
3. Communists were tolerated longer, but hundreds were arrested and jailed without trial in a major crackdown in 1959.
4. By 1962, Nasser had replaced all independent political organisations with a single state party, the Arab Socialist Union, absorbing whatever remained of Egypt's ideological pluralism into one movement under his own control.

Nasser's Own Ideology After 1952: The Philosophy of the Revolution

1. In 1954 Nasser set out his own political philosophy in a book titled Philosophy of the Revolution, describing Egypt as standing at the meeting point of three overlapping circles, the Arab world, Africa, and the Islamic world.
2. This Three Circles framework let Nasser draw legitimacy from Arab nationalist, African anti-colonial, and Islamic solidarity movements at once, rather than committing to any single prewar ideological current.
3. On 12 January 1953 the regime issued the Six Principles of the Revolution, formally committing to end imperialism, end feudalism, end monopoly capital's control of political life, establish social justice, build a strong national army, and establish a sound democratic life.
4. The Six Principles were deliberately broad, avoiding detailed ideological commitments so that later policies, from the 1952 Agrarian Reform Law to the 1961 nationalisations, could all be presented as fulfilling the same founding promises.
5. Historian PJ Vatikiotis described the early Free Officers as pragmatists who developed ideology only after seizing power, a reading supported by how vague the Six Principles were compared with the detailed Arab socialism Nasser articulated a decade later.
6. This gradual ideological development meant that Nasser's own beliefs, rather than any single prewar current, ultimately shaped how authoritarian rule would be justified and organised after 1952.

Ideological Rivals After the Coup: The 1954 Muslim Brotherhood Crisis

1. Relations between the Free Officers and the Muslim Brotherhood collapsed within two years of the coup, as both sides claimed to represent the revolution's true direction.
2. On 26 October 1954 a Brotherhood member named Mahmoud Abdel Latif fired eight shots at Nasser during a public speech in Manshiya Square, Alexandria, narrowly missing him.
3. Nasser continued speaking through the gunfire, and radio broadcasts of his composure turned the assassination attempt into a propaganda triumph that let him frame the Brotherhood as an enemy of the nation.
4. The regime used the incident to justify banning the Muslim Brotherhood outright, arresting thousands of members, and executing six of its leaders after summary trials.
5. The Manshiya incident marked the definitive end of Islamism as an ideological partner in the new order, closing off one of the three prewar currents entirely within just over two years of the coup.

Historiography: How Central Was Ideology to 1952?

Comparing Ideological Currents Across Case Studies

1. Egypt's pattern, in which no single ideology commanded majority support and a small conspiratorial group ultimately seized power, recurs elsewhere in this unit.
2. In Cuba, Castro's 26th of July Movement likewise avoided explicit Marxist-Leninist language before 1959, publicly emphasising nationalism and anti-corruption reform through the Moncada Programme rather than a fixed doctrine.
3. In China, by contrast, Mao's Chinese Communist Party had a far more developed and explicit ideology, a sinicized Marxism-Leninism, well before it took power in 1949, giving it a stronger doctrinal foundation than Nasser's Free Officers.
4. For a Section B(b) essay on the role of ideas, pairing Egypt's initially non-doctrinaire officers with either Cuba's similar pattern or China's opposite sequence satisfies the two-region requirement while showing genuinely different relationships between ideology and power.

What the Free Officers' Manifesto Left Out

1. The Six Principles said nothing about the future of the monarchy itself, and the Free Officers initially retained King Farouk's infant son Fuad II as a nominal ruler under a regency council before abolishing the monarchy entirely in June 1953.
2. The Principles also said nothing about political parties, leaving open whether Egypt would eventually return to a multi-party system, and in practice all parties were dissolved by January 1953 and never restored under Nasser.
3. This silence on constitutional structure gave the regime maximum flexibility to improvise institutions, from the Liberation Rally in 1953 to the National Union in 1957 and finally the Arab Socialist Union in 1962, without ever being bound by an original blueprint.

Legacy Debate: Did the Free Officers Betray Their Own Ideas?

1. Some contemporaries who had supported the coup, including elements of the Wafd and independent liberals, later argued that the promised sound democratic life was never delivered, since Nasser ruled through a one-party state rather than competitive elections.
2. Others countered that land reform, expanded education, and free healthcare represented a different but equally valid form of the promised social justice, even without multi-party democracy.
3. This tension between the promised political principle and the delivered social principle remains a central debate in how historians assess Nasser's fulfilment of his own 1953 manifesto.
