Persecution and Fear of Reprisals: Communist Governments Targeted Millions, Making Flight a Matter of Survival

1. After 1975, the new Communist governments in Vietnam, Cambodia, and Laos systematically persecuted people associated with the former regimes.
   1. The scale and brutality of this persecution varied across the three countries, but the result was the same: millions of people fled or attempted to flee.

Re-education camps in Vietnam

1. After reunification, the Vietnamese government sent former South Vietnamese military officers, government officials, teachers, and intellectuals to re-education camps.
   1. The government initially told detainees they would attend short courses lasting a few days or weeks.
   2. In reality, many were held for years.
   3. Some remained imprisoned for over a decade.
2. Estimates of how many people passed through re-education camps range from 1 million to 2.5 million.
   1. Conditions were harsh.
   2. Detainees performed forced labour, clearing land, building infrastructure, and farming.
   3. They attended political indoctrination sessions and were required to write detailed confessions about their past activities.
   4. Food was scarce, medical care was minimal, and punishment for resistance was severe.
3. The camps created a ripple effect.
   1. Families of detainees faced discrimination in employment, education, and housing.
   2. Children of former South Vietnamese officials were often denied university admission.
   3. This extended persecution pushed entire families to seek escape, not just the individuals directly targeted.

New Economic Zones and forced relocation

1. The Vietnamese government also relocated urban populations to New Economic Zones (NEZs) in rural and undeveloped areas.
   1. The government presented these moves as voluntary resettlement programmes.
   2. In practice, many people were forced to go.
   3. Targeted groups included unemployed urban residents, former regime associates, and ethnic Chinese communities.
2. Conditions in the NEZs were poor.
   1. The land was often uncultivated jungle or former war zones still contaminated with unexploded ordnance.
   2. Settlers lacked tools, housing, and clean water.
   3. Many abandoned the zones and returned to the cities, where they lived as illegal residents.
   4. For these people, fleeing the country became the only viable option.

Khmer Rouge persecution in Cambodia

1. The Khmer Rouge's persecution was the most extreme in the region.
   1. On April 17, 1975, the day they took Phnom Penh, the Khmer Rouge ordered the entire city evacuated.
   2. Around two million residents were forced to march into the countryside with little or no preparation.
   3. The sick, elderly, and very young died in large numbers during these forced marches.
2. The regime divided the population into “base people” (rural peasants) and “new people” (urban evacuees).
   1. New people were treated as class enemies.
   2. The Khmer Rouge specifically targeted educated professionals, including doctors, lawyers, teachers, and anyone who spoke a foreign language or wore glasses.
   3. Ethnic minorities, particularly the Vietnamese, Chinese, and Cham Muslim communities, also faced systematic persecution.
3. The regime established a network of prisons and execution sites.
   1. The most notorious was S-21 (Tuol Sleng) in Phnom Penh, where an estimated 17,000 people were tortured and killed.
   2. Of the roughly 7 to 8 million people in Cambodia in 1975, an estimated 1.5 to 2 million died under the Khmer Rouge through execution, starvation, disease, and forced labour.

Destruction of Buddhism in Cambodia and Laos

1. The Khmer Rouge banned Buddhism entirely.
   1. The regime defrocked approximately 60,000 monks and destroyed most of Cambodia's 3,000 pagodas.
   2. Monasteries were converted into prisons, warehouses, or execution sites.
   3. Monks who refused to renounce their vows were killed.
2. In Laos, the Pathet Lao also restricted Buddhist practice.
   1. The government forced monks to work in fields, closed monasteries, and redirected religious education toward political indoctrination.
   2. Buddhist institutions had been central to community life in both countries, serving as schools, social centres, and sources of local identity.
   3. Their destruction deepened the social collapse that drove displacement.

The Cham: religious persecution as a driver of flight

1. The Chams were a Muslim minority in Cambodia who faced targeted persecution under the Khmer Rouge.
   1. The regime banned Islam, destroyed mosques, and forced Chams to eat pork or face execution.
   2. An estimated 100,000 of the roughly 250,000 Chams in Cambodia died during the Khmer Rouge period.
2. Survivors who fled to Vietnam or Thailand faced the additional challenge of being a religious minority in predominantly Buddhist refugee populations.
   1. The Cham case shows how persecution could be layered: they were targeted for their religion, their ethnicity, and their refusal to assimilate into the Khmer Rouge’s vision of a uniform society.

Persecution of the Hmong in Laos

1. In Laos, the Pathet Lao government targeted the Hmong ethnic minority, many of whom had fought alongside the CIA during the Secret War (1964-1973).
   1. The CIA had recruited and armed roughly 30,000 Hmong soldiers under General Vang Pao to fight Communist forces in Laos.
   2. After the Pathet Lao victory, these Hmong fighters and their families became primary targets for reprisals.
2. The Pathet Lao sent Hmong leaders to re-education camps (known locally as “seminar camps”) where conditions were brutal.
   1. The government also conducted military operations against Hmong communities that resisted.
   2. Reports of chemical weapon attacks against Hmong villages (sometimes called “yellow rain”) emerged in the late 1970s, though these claims remain debated by historians.
3. By 1980, an estimated 100,000 Hmong had fled Laos, mostly crossing the Mekong River into Thailand.
   1. Many more remained trapped in remote mountain areas, unable to escape.

Fear as a driver of flight

1. Not everyone who fled had been directly persecuted.
   1. Many left because they anticipated persecution based on their background.
   2. A former South Vietnamese soldier might flee before receiving a summons to report for re-education.
   3. An ethnic Chinese business owner in Vietnam might leave after hearing about the nationalization of businesses in other neighbourhoods.
   4. A Cambodian teacher might flee after learning what the Khmer Rouge did to educated people.
2. This anticipatory fear was rational.
   1. The regimes made examples of specific groups, and word spread quickly.
   2. People did not need to be personally targeted to understand the pattern.
   3. The combination of actual persecution and well-founded fear created a self-reinforcing cycle: each act of repression convinced more people to flee, which in turn made the regimes more suspicious of those who remained.
3. Persecution did not happen in isolation. Khmer Rouge attacks on Vietnamese border areas intensified in 1977, Vietnam invaded Cambodia in December 1978, and China invaded northern Vietnam in 1979. These wars layered fresh waves of conflict-driven displacement onto the ongoing political persecution, and reprisals against Hmong resistance networks continued into the 1980s.

Comparing persecution across the three countries
