Combat Operations and Communist Victory: Military Defeat Triggered the First Mass Displacement

1. Between 1973 and 1975, Communist forces won decisive victories in Vietnam, Cambodia, and Laos.
   1. These victories ended decades of war but created the conditions for mass flight.
   2. The final military campaigns and their immediate aftermath both explain why millions of people fled.

The Paris Peace Accords and US withdrawal from Vietnam

1. The Paris Peace Accords of January 1973 officially ended direct US military involvement in Vietnam.
   1. The agreement required a ceasefire, the withdrawal of remaining US troops, and the return of prisoners of war.
   2. But it left North Vietnamese forces in place in the south, and both sides violated the ceasefire almost immediately.
2. The US completed its troop withdrawal by March 1973.
   1. Congress then cut military aid to South Vietnam.
   2. Without American air support or funding, the South Vietnamese military (ARVN) could not hold territory against the well-supplied North Vietnamese army.

The Fall of Saigon (April 30, 1975)

1. In early 1975, North Vietnam launched a major offensive.
   1. South Vietnamese forces collapsed faster than anyone expected.
   2. By April, North Vietnamese troops surrounded Saigon.
2. The Fall of Saigon on April 30, 1975 marked the end of the Vietnam War.
   1. The last US personnel evacuated by helicopter from the embassy rooftop as North Vietnamese tanks entered the city.
   2. South Vietnamese President Duong Van Minh surrendered unconditionally.
   3. Vietnam was reunified under Communist rule.
3. In the final weeks, around 130,000 Vietnamese fled the country.
   1. Many were airlifted out by the US during Operation Frequent Wind.
   2. But millions more remained, uncertain about what Communist rule would bring.

The Khmer Rouge takeover of Cambodia

1. The Khmer Rouge captured Phnom Penh on April 17, 1975, two weeks before Saigon fell.
   1. The Cambodian civil war had already displaced roughly two million people into the capital.
   2. Within hours of taking the city, the Khmer Rouge began forcibly evacuating the entire urban population into the countryside.
2. Cambodia had suffered massive US bombing campaigns between 1969 and 1973.
   1. The US dropped an estimated 2.7 million tons of bombs on the country, destroying infrastructure and driving rural populations into cities.
   2. This destruction helped the Khmer Rouge recruit support and weakened the Cambodian government.

The Pathet Lao victory in Laos

1. In Laos, the Pathet Lao gradually took control throughout 1975.
   1. The king abdicated in December 1975, and the Lao People's Democratic Republic was proclaimed.
   2. Unlike in Vietnam and Cambodia, the transition was relatively gradual.
   3. But it still prompted tens of thousands to flee, particularly among the Hmong minority.
2. Laos had been heavily bombed during the Vietnam War as part of the US effort to cut the Ho Chi Minh Trail.
   1. The US dropped over two million tons of bombs on Laos between 1964 and 1973, making it the most heavily bombed country per capita in history.
   2. This devastated rural communities and displaced large parts of the population before the Communist takeover even began.

Wartime destruction as a foundation for displacement

1. Years of combat had already displaced millions before the Communist victories.
   1. Bombing campaigns, ground fighting, and the use of chemical defoliants like Agent Orange destroyed farmland, villages, and infrastructure across all three countries.
   2. By 1975, large portions of the population were already internally displaced.
2. The wars also destroyed the economic foundations of daily life.
   1. Roads, bridges, irrigation systems, and markets were damaged or obliterated.
   2. So when Communist governments took power, they inherited shattered economies and uprooted populations.
   3. These conditions made further displacement almost inevitable.

Immediate chaos and fear after the Communist takeovers

1. The Communist victories created immediate panic among people connected to the former regimes.
   1. In Vietnam, anyone who had worked for the South Vietnamese government, served in the military, or collaborated with Americans feared arrest.
   2. In Cambodia, the Khmer Rouge's forced evacuation of Phnom Penh signalled that the new regime would be extreme.
   3. In Laos, the Hmong who had fought alongside the CIA during the Secret War faced particular danger.
2. All three regimes moved quickly to consolidate power through repression.
   1. The military victories of 1975 were the beginning of new systems of control that would push millions of people to risk their lives to escape.
3. The 1975 takeovers did not end the region's wars. Between December 1978 and January 1979, Vietnam invaded Cambodia and captured Phnom Penh, producing new civilian displacement; in February 1979, China invaded northern Vietnam, adding a border war that deepened the regional refugee crisis.
