Economic Factors: Post-War Economic Policies Destroyed Livelihoods and Compounded the Pressure to Flee

1. Political persecution was not the only force pushing people out of Indochina.
   1. The new Communist governments imposed radical economic restructuring that destroyed businesses, wiped out savings, and created severe shortages.
   2. Economic hardship worked alongside political repression as a push factor for displacement.

Nationalization of businesses in Vietnam

1. After reunification, the Vietnamese government launched campaigns to nationalize private businesses in the south.
   1. In March 1978, the government seized private enterprises in a single coordinated operation, closing roughly 30,000 businesses in Ho Chi Minh City (formerly Saigon) alone.
   2. Business owners lost their property, inventory, and savings overnight.
2. The ethnic Chinese Hoa community was hit hardest.
   1. The Hoa dominated commerce in southern Vietnam, running many of the shops, factories, and trading networks.
   2. The government viewed them with suspicion both as capitalists and because of rising tensions with China.
   3. Nationalization campaigns specifically targeted Hoa businesses, and the government pressured Hoa communities to relocate to New Economic Zones or leave the country.
3. By 1979, an estimated 250,000 Hoa had fled Vietnam, many by boat.
   1. The targeting of the Hoa shows how economic policy and ethnic discrimination reinforced each other as push factors.

Collectivization of agriculture in southern Vietnam

1. The government also imposed collectivization on agriculture in the south.
   1. Private farms were merged into collective farms controlled by the state.
   2. Farmers lost their land and were required to meet production quotas set by central planners.
   3. This system had already been implemented in the north, but southern farmers were accustomed to private ownership and market-based agriculture.
2. Collectivization disrupted food production.
   1. Farmers who had been productive under the old system had little incentive to produce under the new one.
   2. Agricultural output fell, contributing to food shortages across the country.
   3. The failure of collectivization was one reason the government later reversed course with the Doi Moi reforms in 1986.

Hyperinflation and food shortages in Vietnam

1. The combination of nationalization, collectivization, and international isolation caused severe economic decline in Vietnam.
   1. The government printed money to cover its deficits, leading to hyperinflation.
   2. By the mid-1980s, inflation in Vietnam exceeded 700% per year.
   3. The value of savings collapsed, and basic goods became difficult to obtain.
2. Food shortages were widespread.
   1. The government imposed a rationing system, but rations were often insufficient.
   2. Black markets emerged, and corruption became a daily reality.
   3. For many Vietnamese, the economic situation made normal life unsustainable.
3. In 1986, Vietnam launched the Đổi Mới reforms, beginning a gradual move away from the strict central planning that had driven so much of the economic displacement described above.
   1. Even people who faced no direct political persecution had strong economic reasons to leave.

War damage and the cost of reconstruction

1. The economic crisis did not happen in a vacuum.
   1. Vietnam inherited massive war damage.
   2. The US had dropped more bombs on Vietnam than all sides combined dropped during World War II.
   3. Infrastructure, industry, and farmland across the south were devastated.
   4. The costs of reconstruction were enormous, and the government lacked the resources to rebuild quickly.
2. International isolation made things worse.
   1. The US imposed a trade embargo on unified Vietnam.
   2. China, previously an ally, cut off aid after Vietnam's invasion of Cambodia in 1978.
   3. The 1979 border war between China and Vietnam further disrupted trade at exactly the moment Vietnam needed it most.
   4. The Soviet Union provided some support, but it was not enough to offset the combined effects of war damage, failed economic policies, and trade restrictions.

The destruction of Cambodia's economy under the Khmer Rouge

1. In Cambodia, the Khmer Rouge did not merely restructure the economy.
   1. They attempted to destroy it entirely and start from scratch.
   2. The regime abolished money, closed markets and shops, and eliminated private property.
   3. The entire population was forced into agricultural labour on collective farms.
2. The Khmer Rouge aimed to turn Cambodia into a self-sufficient agrarian state.
   1. Workers laboured in rice paddies for 12 to 16 hours a day with minimal food.
   2. The regime set unrealistic production targets and punished failure with death.
   3. Malnutrition and starvation were widespread.
   4. The complete economic destruction under the Khmer Rouge meant that when the regime fell in 1979 (after the Vietnamese invasion), Cambodia had virtually no functioning economy, no currency, and no professional workforce.

Economic collapse in Laos

1. Laos experienced a less extreme but still damaging economic transformation.
   1. The Pathet Lao government nationalized major industries and attempted to collectivize agriculture.
   2. These policies disrupted trade networks and reduced agricultural output.
   3. Between 1978 and 1979, Laos retreated from agricultural collectivisation after resistance and falling production exposed its costs.
   4. Laos, already one of the poorest countries in Southeast Asia, saw its economy contract further.
2. The merchant class, many of whom were ethnic Chinese or Vietnamese, lost their businesses and faced discrimination.
   1. Cross-border trade, which had sustained many communities, was restricted.
   2. The economic decline pushed people who might otherwise have stayed to join the flow of refugees crossing into Thailand.

Economic hardship and political persecution as combined push factors

1. In practice, economic and political factors were difficult to separate.
   1. A Vietnamese family might face political suspicion because of a relative's military service, lose their business through nationalization, and then be sent to a New Economic Zone.
   2. Each factor reinforced the others.
2. The economic dimension also shaped who could flee and when.
   1. Escaping by boat required money to pay smugglers or buy a vessel.
   2. Wealthier families, particularly those with business backgrounds, often fled earlier.
   3. Poorer families who lacked resources were trapped longer, even when their situation was desperate.
   4. Economic factors were both a cause of displacement and a constraint on it.
