Liberation, Empire, and the War of 1898

Cuban Rebellion and Spanish Rule

1. Cuba remained Spain's most important Caribbean colony. Sugar wealth, strategic location, and national prestige made Madrid reluctant to grant independence.
2. The Ten Years' War began in 1868. Cuban rebels challenged colonial rule, slavery, and economic restrictions but failed to secure independence.
3. José Martí rebuilt the independence movement. From exile, he organized the Cuban Revolutionary Party and connected national liberation with social reform.
4. A new rebellion began in 1895. Martí died early in the conflict, but Máximo Gómez and Antonio Maceo continued military resistance.
5. Spanish forces adopted reconcentration. General Valeriano Weyler moved rural civilians into controlled areas to separate them from insurgents.
6. Disease and hunger caused mass suffering. Reports of civilian deaths intensified humanitarian concern in the United States.
7. The rebellion threatened American interests. Conflict disrupted sugar production, trade, investment, and political stability close to US shores.

Pressure for American Intervention

1. President Grover Cleveland resisted intervention. He maintained neutrality despite sympathy for Cuban independence.
2. William McKinley also began cautiously. Elected in 1896, he preferred Spanish reform and negotiation to immediate war.
3. Congress became more interventionist. Expansionists and supporters of Cuban independence pressed the administration to act.
4. Yellow journalism amplified the crisis. Hearst and Pulitzer published dramatic reports of Spanish brutality and Cuban suffering.
5. The de Lôme letter damaged diplomacy. A private letter by the Spanish minister mocked McKinley and was published in February 1898.
6. The USS Maine exploded in Havana harbour. The ship sank on 15 February 1898 and killed 266 American sailors.
7. Responsibility for the explosion remained uncertain. Public accusations against Spain nevertheless made compromise more difficult.

The Decision for War

1. McKinley sent an ultimatum to Spain. He demanded an end to fighting and meaningful steps toward Cuban peace.
2. Spain offered concessions but not a complete settlement. Political distrust and congressional pressure narrowed the space for negotiation.
3. McKinley requested authority to intervene. His message of 11 April 1898 emphasized humanitarian suffering, instability, and American interests.
4. Congress recognized Cuban independence. The resolution of 20 April authorized force to remove Spanish authority.
5. The Teller Amendment rejected formal annexation. It promised that the United States would leave control of Cuba to its people after pacification.
6. Economic motives were present but contested. Some investors supported intervention while many business leaders feared war and disruption.
7. The decision reflected several pressures. Humanitarianism, public opinion, strategic calculation, Cuban resistance, domestic politics, and national prestige interacted.

War in the Caribbean and Pacific

1. The first major victory came in the Philippines. Commodore George Dewey destroyed the Spanish fleet in Manila Bay on 1 May 1898.
2. Filipino forces supported the campaign. Emilio Aguinaldo returned from exile and his movement controlled much of the countryside.
3. American forces landed in Cuba in June. Fighting centred on Santiago and nearby positions.
4. The Rough Riders gained public fame. Theodore Roosevelt and the volunteer regiment became symbols of patriotic action.
5. Disease killed more Americans than combat. Yellow fever, malaria, poor sanitation, and inadequate supply exposed military weaknesses.
6. Spain's Caribbean fleet was destroyed. Its defeat at Santiago made continued resistance unsustainable.
7. The war was brief but geographically extensive. Fighting involved Cuba, Puerto Rico, Guam, and the Philippines within a few months.

The Treaty of Paris and Territorial Settlement

1. An armistice ended fighting in August 1898. Peace negotiations then determined the status of Spain's colonies.
2. Spain relinquished sovereignty over Cuba. The island was occupied by the United States rather than annexed.
3. Puerto Rico and Guam were ceded to the United States. Both became important to Caribbean and Pacific strategy.
4. The Philippines became the central controversy. The United States paid Spain 20 million dollars and assumed sovereignty over the islands.
5. The Senate ratified the treaty narrowly. The vote of 6 February 1899 exceeded the required two thirds majority by only one vote.
6. Supporters cited strategy and obligation. They warned that withdrawal could produce disorder or rival imperial occupation.
7. Opponents condemned colonial rule. The Anti Imperialist League argued that annexation violated consent and republican government.

Cuba and Restricted Independence

1. US military occupation reorganized Cuba. Authorities addressed sanitation, public administration, education, and infrastructure while retaining ultimate control.
2. The Teller Amendment prevented annexation. It did not guarantee complete sovereignty free from American conditions.
3. The Platt Amendment was imposed in 1901. Cuba had to include its terms in the constitution before occupation would end.
4. The amendment permitted US intervention. Washington could act to preserve Cuban independence and maintain a government considered adequate.
5. Cuba accepted limits on foreign treaties and debt. These provisions reduced diplomatic freedom.
6. Guantanamo Bay became a permanent naval base. The lease strengthened American strategic reach in the Caribbean.
7. Cuban independence in 1902 was therefore constrained. Formal sovereignty coexisted with extensive US influence and later intervention.

The Philippine American War

1. Filipino nationalists expected independence. Aguinaldo's movement had fought Spanish rule and declared a Philippine republic.
2. American annexation produced armed resistance. Fighting began near Manila in February 1899.
3. The conflict became a guerrilla war. US forces used village concentration, searches, destruction, and harsh counterinsurgency methods.
4. Civilian suffering was extensive. Combat, famine, disease, and displacement caused severe losses.
5. Aguinaldo was captured in 1901. Organized resistance declined, although fighting continued in some areas.
6. The United States established colonial government. The Spooner Amendment authorized civilian administration under American control.
7. The war exposed the cost of empire. A conflict presented as liberation from Spain produced a new struggle against US rule.

Overlooked Participants and Consequences

1. African American regiments fought at San Juan Hill. The Buffalo Soldiers of the 9th and 10th Cavalry helped secure the ridge, yet returned home to segregation and continued disenfranchisement.
2. Clara Barton and the American Red Cross organized wartime relief. Their work in Cuba shaped the Red Cross's later role in American overseas humanitarian missions.
3. The war exposed serious logistical failures. The "embalmed beef" scandal over spoiled army rations triggered a public investigation and pushed reforms in military supply and medical services.
4. European powers watched the war closely. Germany and Britain reassessed US naval capability after Manila Bay, accelerating a wider naval buildup among Pacific powers.
5. The war professionalized US military intelligence and logistics. The Root reforms of 1899 to 1903, led by Secretary of War Elihu Root, created the Army War College and a modern general staff system partly in response to the war's mobilization failures.

Historical Significance and Debate

1. The war marked a transition in US foreign policy. The United States emerged with overseas territories and a stronger role in Caribbean and Pacific affairs.
2. It accelerated naval and strategic expansion. Puerto Rico, Guam, the Philippines, Hawaii, and Cuba formed a network linked to trade and military power.
3. It expanded presidential and federal authority. War, occupation, and colonial administration required sustained overseas governance.
4. It created constitutional inequality. The Insular Cases allowed territories to remain under US sovereignty without full constitutional incorporation.
5. It intensified debate over national identity. Americans confronted whether a republic could govern subject peoples without consent.
6. Louis Pérez emphasizes Cuba's own revolution. His work challenges narratives that make American intervention the sole cause of Spanish defeat.
