Culture and Belief Made Expansion Feel Necessary

Social Change and National Confidence

1. Rapid industrialization changed American society. Cities grew, immigration increased, and new corporations created immense wealth alongside severe inequality.
2. Many Americans believed national power should match economic growth. Overseas expansion was presented as evidence that the United States had become a mature world power.
3. The frontier appeared to be closing. The 1890 census encouraged concern that a traditional outlet for settlement and ambition had disappeared.
4. Expansion offered a new national project. Politicians described overseas activity as a way to restore unity after class conflict and sectional division.
5. Patriotism became closely linked to military readiness. Naval celebrations, veterans' organizations, and public ceremonies praised service and national strength.
6. Youth and masculinity shaped expansionist language. Advocates contrasted vigorous action with fears of national weakness, comfort, and decline.
7. Social confidence did not produce consensus. Labour activists, reformers, Black leaders, and anti imperialists questioned whose interests expansion served.

Yellow Journalism and Public Opinion

1. Mass circulation newspapers reached new audiences. Urban literacy and cheaper printing created intense competition for readers in the 1890s.
2. William Randolph Hearst expanded the New York Journal. He used dramatic headlines, illustrations, and emotional reporting to build circulation.
3. Joseph Pulitzer's New York World used similar methods. Competition encouraged sensational stories about crime, scandal, and foreign conflict.
4. Cuban suffering became a major press theme. Reports described Spanish reconcentration camps, starvation, brutality, and the struggle for independence.
5. Some stories were exaggerated or weakly verified. Their emotional framing still shaped how readers understood Spain and Cuba.
6. The sinking of the USS Maine intensified pressure. Newspapers rapidly blamed Spain despite limited evidence about the February 1898 explosion.
7. The press influenced the climate rather than causing war alone. McKinley, Congress, Cuban rebels, strategic interests, and diplomacy remained essential to the decision.

Missionaries and the Civilising Mission

1. Protestant missionary activity expanded overseas. Churches supported schools, medical work, translation, and conversion across Asia, the Pacific, and Latin America.
2. Missionaries created networks of information. Their letters, lectures, and publications introduced American audiences to distant societies.
3. Religious language justified intervention. Supporters claimed the United States had a duty to spread Christianity, education, and moral reform.
4. President McKinley used providential language about the Philippines. He later described annexation as a responsibility to educate, uplift, civilize, and Christianize Filipinos.
5. The claim ignored existing religious traditions. Most Filipinos were already Catholic, and many rejected American political rule.
6. Missionary opinion was divided. Some supported empire while others condemned violence and government without consent.
7. Religion reinforced but did not replace other motives. Missionary arguments worked alongside strategy, trade, racial ideology, and domestic politics.

Social Darwinism and Racial Hierarchy

1. Social Darwinism applied competition to human societies. Writers claimed that nations and races struggled for survival and dominance.
2. Expansionists described Anglo Saxons as especially fit to rule. This language presented conquest as natural progress rather than a political choice.
3. Josiah Strong linked race, religion, and empire. In Our Country, he argued that Anglo Saxon Protestant civilization would spread across the world.
4. Senator Albert Beveridge used similar claims. He described Americans as a chosen people with a duty to govern supposedly less developed societies.
5. Racial hierarchy shaped colonial administration. Officials restricted political participation and doubted the capacity of subject peoples for immediate self government.
6. The ideology connected overseas and domestic racism. Segregation, Indigenous dispossession, and exclusionary immigration laws formed part of the same political culture.
7. Racial ideas were contested. Black intellectuals, Filipino nationalists, reformers, and anti imperialists exposed the contradiction between empire and equality.

Gender, Masculinity, and the Strenuous Life

1. Expansion was often described in masculine terms. Military action promised courage, discipline, sacrifice, and national regeneration.
2. Theodore Roosevelt promoted the strenuous life. He warned that comfort and isolation would weaken both individual character and the nation.
3. War offered a stage for heroic citizenship. Roosevelt's Rough Riders became a celebrated symbol after the fighting in Cuba.
4. Gendered language discredited opponents. Anti imperialists were sometimes portrayed as timid, weak, or unwilling to accept national responsibility.
5. Women participated on both sides of the debate. Some supported missionary work and patriotic reform while Jane Addams and others opposed colonial violence.
6. Imperial rhetoric linked protection with domination. Cuba and other territories were often feminized as dependent societies requiring American guidance.
7. Gender explains the emotional appeal of expansion. It does not by itself explain strategic targets, economic interests, or the timing of government decisions.

Immigration, Anxiety, and National Identity

1. Mass immigration transformed the United States. Millions arrived from southern and eastern Europe as well as Asia during the late nineteenth century.
2. Nativists feared cultural fragmentation. They questioned whether newcomers could be assimilated into a shared national identity.
3. Expansion offered a language of common purpose. Foreign conflict could temporarily unite citizens around flags, military service, and national prestige.
4. Imperial rule also deepened racial boundaries. Debates over Filipinos, Puerto Ricans, Hawaiians, and Cubans asked who could belong within the American political community.
5. The Chinese Exclusion Act revealed selective inclusion. The 1882 law restricted Chinese immigration while commercial policy demanded access to Chinese markets.
6. Territorial acquisition raised citizenship questions. Courts and Congress developed unequal categories for residents of overseas possessions.
7. National identity was therefore contradictory. The United States promoted liberty abroad while limiting equality at home and in its territories.

Labour Unrest and the Safety Valve Argument

1. The 1890s produced severe labour conflict. The Homestead strike of 1892 and Pullman strike of 1894 revealed tensions between corporations, workers, and government.
2. The depression of 1893 increased unemployment and poverty. Political leaders feared radicalism, strikes, and challenges to the existing social order.
3. Some expansionists proposed an overseas safety valve. New markets and national projects might redirect discontent away from class conflict.
4. Patriotic mobilization could encourage unity. War was presented as an experience that crossed regional, ethnic, and class divisions.
5. The argument had serious limits. Overseas territories did not provide mass settlement opportunities comparable to the continental frontier.
6. Labour organizations were divided. Some workers supported war while others feared militarism, colonial labour competition, and benefits flowing mainly to corporations.
7. Domestic tension contributed to the atmosphere of expansion. It was one influence among several rather than a complete explanation.

Culture, Dissent, and the Limits of Consensus

2. Popular songs and cartoons carried expansionist ideas to a mass audience. Sheet music, editorial cartoons, and dime novels romanticized soldiers and sailors, turning distant wars into consumable entertainment for readers who would never see combat.

Figures in the Anti-Imperialist League, including Mark Twain and Jane Addams, argued that ruling subject peoples betrayed the republic's own founding ideals rather than fulfilling them.

2. They helped legitimize unequal rule. The civilising mission and racial hierarchy converted conquest into a claimed duty.
3. Public opinion was shaped rather than automatic. Editors, politicians, missionaries, veterans, and reform organizations competed to define events.
4. Social arguments varied across cases. Cuba was often framed through humanitarian liberation while the Philippines was defended through tutelage and racial hierarchy.
5. Opposition emerged from the same society. The Anti Imperialist League, Black press, labour activists, and women's reform networks challenged expansion.
6. Kristin Hoganson emphasizes domestic political culture. Her work shows how gender and arguments about national manhood influenced support for war.
7. Social factors were enabling rather than independently decisive. They built consent and supplied justification, while leaders, institutions, strategy, and economics determined policy.
8. Josiah Strong's "Our Country" (1885) argued that Anglo-Saxon Protestant civilization was destined to spread across the globe, blending religious mission with racial hierarchy to justify expansion.
9. The Student Volunteer Movement for Foreign Missions sent thousands of American missionaries abroad in the 1880s-1900s, building domestic support for a US presence overseas even before military intervention followed.
10. Yellow journalism run by William Randolph Hearst's New York Journal and Joseph Pulitzer's New York World sensationalized Spanish atrocities in Cuba, most famously the disputed sinking of the USS Maine in 1898, and pushed public opinion toward war.
