Great Powers in Vietnam: How the US, USSR, and China Shaped the War

1. US containment: American policy treated Vietnam as part of the global effort to contain communism. The domino theory linked South Vietnam to the security of Southeast Asia. This framework often reduced Vietnamese political conflict to a test of US credibility.
2. Support for France: By 1954 the USA financed most of the French war effort in Indochina. Officials rejected direct intervention at Dien Bien Phu without allied backing. After Geneva, Washington shifted support to Ngo Dinh Diem and the southern state.
3. Advisory escalation: US advisers expanded under Eisenhower and Kennedy. Assistance included training, intelligence, aircraft and support for counterinsurgency. The advisory mission blurred into direct participation before conventional ground troops arrived.
4. Gulf of Tonkin: Reported naval incidents in August 1964 produced the Gulf of Tonkin Resolution. Congress granted President Johnson broad authority to use force. The resolution enabled escalation without a formal declaration of war.
5. Americanisation: US combat troops arrived in large numbers from 1965. Operation Rolling Thunder and search and destroy operations aimed to pressure the north and weaken the insurgency. Firepower inflicted severe damage but did not create a stable political solution.
6. China and the DRV: China recognised the DRV in January 1950 and supplied weapons, advisers and training. Chinese support was especially important during the First Indochina War. Beijing also encouraged compromise at Geneva to reduce the risk of US intervention.
7. Chinese wartime aid: China sent engineering and anti aircraft units to North Vietnam during the US war. This support released Vietnamese forces for combat and protected transport routes. Beijing avoided openly deploying major combat formations against US ground forces.
8. Soviet support: The USSR supplied advanced air defence systems, aircraft, artillery and economic aid. Soviet assistance became more prominent after the mid 1960s. Moscow used support for Hanoi to demonstrate leadership within the communist world.
9. Sino Soviet rivalry: China and the USSR competed for influence in Hanoi. North Vietnamese leaders accepted aid from both while resisting complete dependence on either. Rivalry increased Vietnamese room for manoeuvre but also complicated logistics and diplomacy.
10. Tet and US politics: The Tet Offensive of 1968 was a military setback for communist forces but a political shock in the USA. Television coverage and official credibility gaps intensified domestic opposition. The offensive helped shift Washington toward negotiation and Vietnamisation.
11. Détente: Nixon's opening to China and détente with the USSR altered triangular diplomacy. Hanoi feared that great powers might sacrifice Vietnamese goals for wider agreements. North Vietnam therefore combined negotiation with continued military pressure.
12. End of war: The Paris Peace Accords were signed in January 1973 and US forces withdrew. Soviet and Chinese aid continued while American military support for Saigon declined. North Vietnamese victory in 1975 showed both the importance and limits of external power.
