Ho Chi Minh and Ngo Dinh Diem: Competing Leadership in a Divided Vietnam

1. Ho Chi Minh's nationalism: Ho presented independence as the central purpose of the Vietnamese revolution. He drew on communist organisation while using a broad patriotic vocabulary. This flexibility helped the Viet Minh unite groups with different social aims.
2. Ho's political formation: Ho worked in France, the Soviet Union and China before returning to Vietnam. International communist networks shaped his methods and access to support. His career connected Vietnamese nationalism to wider anti imperial movements.
3. Collective leadership: Ho was the most recognisable figure in the northern regime. Le Duan, Truong Chinh, Vo Nguyen Giap and the Politburo also shaped policy. Personal prestige did not mean that every major decision was made by Ho alone.
4. Northern ideology: The DRV defined itself through national liberation and socialist transformation. Land reform and collectivisation aimed to restructure rural power. Political campaigns also punished perceived enemies and restricted dissent.
5. Cultivation of image: Ho's modest dress and simple public style supported the image of Uncle Ho. Propaganda associated him with sacrifice, unity and moral authority. The image strengthened legitimacy during prolonged war.
6. Diem's nationalism: Ngo Dinh Diem opposed both French colonial rule and Vietnamese communism. He promoted an independent southern state aligned with the West. His nationalism was therefore real even though his government depended heavily on US assistance.
7. Personalism: Diem's regime drew on Personalism as an anti communist political philosophy. The doctrine claimed to balance individual dignity with community and authority. Its abstract language had limited popular reach outside official organisations.
8. Family rule: Ngo Dinh Nhu controlled the Can Lao network and security apparatus. Madame Nhu became a prominent public defender of the regime. Concentration of power within the family encouraged accusations of corruption and exclusion.
9. State building: Diem removed Bao Dai in the 1955 referendum and centralised authority in Saigon. He suppressed armed religious sects and challenged the Binh Xuyen organisation. These actions strengthened the state but narrowed political pluralism.
10. Rural policy: The Strategic Hamlet Programme sought to separate villagers from communist insurgents. Forced relocation, poor implementation and corruption alienated many rural communities. Security policy could therefore undermine the legitimacy it was designed to protect.
11. Religious conflict: Diem's Catholic background did not automatically determine every policy. Preferential networks and the repression of Buddhist protest in 1963 created a major legitimacy crisis. The crisis convinced many US officials that the regime could no longer govern effectively.
12. Overthrow: South Vietnamese generals removed and killed Diem in November 1963. US officials had signalled that they would not prevent a coup. His fall produced repeated military governments and deepened political instability.
