The US and Vietnam: Both Governments Shaped the Refugee Crisis, One Through Resettlement and the Other Through Policies That Drove People Out

Operation Frequent Wind and the initial US evacuation

1. On 29-30 April 1975, as North Vietnamese forces closed in on Saigon, the United States launched Operation Frequent Wind.
   1. This was the largest helicopter evacuation in history.
   2. Over 18 hours, US helicopters airlifted roughly 7,000 people from Saigon, including American personnel and at-risk Vietnamese.
2. The helicopter evacuation was only part of the story.
   1. In the weeks before the fall of Saigon, the US had already been evacuating Vietnamese by fixed-wing aircraft and by sea.
   2. By the end of April 1975, approximately 130,000 Vietnamese had been evacuated or had fled to US-controlled areas.

US processing centres and the first wave of resettlement

1. The 130,000 evacuees were taken first to Guam and Wake Island in the Pacific, then transferred to processing centres on the US mainland.
   1. Four main centres operated: Camp Pendleton (California), Fort Chaffee (Arkansas), Eglin Air Force Base (Florida), and Indiantown Gap (Pennsylvania).
2. At these centres, refugees were matched with American sponsors (individuals, families, churches, or organizations) who helped them settle into communities.
   1. The US government passed the Indochina Migration and Refugee Assistance Act (1975) to fund resettlement and provide financial assistance to refugees during their transition.

The Refugee Act of 1980 and the Orderly Departure Program

1. The first wave of 130,000 was just the beginning.
   1. As boat people continued to flee Vietnam through the late 1970s, the US needed a more systematic framework.
   2. The Refugee Act of 1980 standardized US refugee admissions, raising the annual ceiling and creating the Office of Refugee Resettlement.
2. The US also participated in the Orderly Departure Program (ODP), launched in 1979.
   1. The ODP allowed Vietnamese to emigrate directly from Vietnam to resettlement countries without making dangerous sea crossings.
   2. The US was the largest recipient of ODP emigrants.

The Homecoming Act and Amerasian children

1. A specific group affected by the crisis was Amerasian children, born to American fathers (usually military personnel) and Vietnamese mothers.
   1. These children faced severe discrimination in post-1975 Vietnam.
   2. Many were abandoned by their fathers when US forces withdrew.

1. The US passed the Amerasian Homecoming Act (1987), which allowed Amerasian children and their immediate family members to immigrate to the United States.
   1. By the early 1990s, approximately 25,000 Amerasians and 67,000 of their relatives had entered the US under this law.

The Humanitarian Operation program and former political prisoners

1. In 1989, the US and Vietnam reached a bilateral agreement to create the Humanitarian Operation (H.O.) program.
   1. This program allowed former re-education camp detainees who had served at least three years, along with their families, to resettle in the United States.
   2. The H.O. program was distinct from the ODP because it specifically targeted political prisoners rather than general emigrants.
2. By the time the program concluded, it had processed approximately 160,000 people.
   1. For many former detainees, the H.O. program represented the first formal acknowledgment by both governments that re-education camp survivors deserved a specific path to resettlement.
   2. It also reflected the broader normalization of US-Vietnam relations that was underway by the late 1980s.

Vietnamese government policies that drove emigration

1. The Vietnamese government's role in the refugee crisis was complex.
   1. Initially after reunification in 1975, the government restricted emigration.
   2. Leaving the country without permission was illegal and punishable by imprisonment.
2. But by 1978, the government's stance shifted.
   1. Authorities began tolerating and even facilitating departures, particularly of ethnic Chinese (Hoa) residents.
   2. Local officials and security services organized semi-official departure schemes, charging refugees gold or valuables in exchange for passage on boats.
   3. The government profited directly from the exodus.

Targeting the ethnic Chinese population

1. In 1978-1979, the Vietnamese government implemented economic policies that hit the Hoa population hardest.
   1. The government nationalized private businesses, many of which were Chinese-owned.
   2. It also forced urban populations into New Economic Zones, rural resettlement areas where conditions were harsh.
2. The timing was not coincidental.
   1. Relations between Vietnam and China deteriorated sharply in 1978-1979, culminating in the Sino-Vietnamese War of February 1979.
   2. The Vietnamese government viewed the Hoa as a potential security threat and a source of revenue.
   3. An estimated 250,000 ethnic Chinese fled Vietnam by boat between 1978 and 1979 alone.

Normalization and shifting refugee policy

1. US-Vietnam relations remained frozen for nearly two decades after 1975.
   1. The US maintained a trade embargo and refused diplomatic recognition.
   2. This isolation complicated refugee policy because the two governments could not negotiate directly on emigration.
2. The ODP was an exception, operating through UNHCR as an intermediary.
   1. Diplomatic normalization came in 1995 when the US and Vietnam established formal relations.
   2. By then, the refugee crisis had largely wound down, and the focus shifted to repatriation of remaining camp populations.
