Displacement After 1975: Over 3 Million People Fled Indochina, and Camps Across Southeast Asia Became Their Uncertain Home

The scale of the crisis

1. Between 1975 and 1995, over 3 million people fled Vietnam, Cambodia, and Laos.
   1. They left by sea, by land, and through official channels.
   2. The sheer volume of departures created one of the largest refugee crises of the late twentieth century.
2. Most refugees from Vietnam left by boat, earning them the label “boat people.” Cambodians and Laotians typically crossed land borders into Thailand.
   1. These movements were not one sudden wave but a sustained flow that peaked in 1979 and continued through the late 1980s.

Major refugee camps across Southeast Asia

1. First asylum countries across the region set up camps to house incoming refugees.
   1. Each country handled the crisis differently, but all faced the same core problem: too many arrivals and too few resources.
2. Thailand hosted the largest number of camps.
   1. Khao-I-Dang, near the Cambodian border, opened in 1979 and at its peak held over 130,000 Cambodian refugees.
   2. Ban Vinai in northeastern Thailand housed mainly Hmong refugees from Laos, with a population that exceeded 40,000.
3. Malaysia’s main camp was Pulau Bidong, a small island off the east coast.
   1. By mid-1979, roughly 40,000 Vietnamese refugees were packed onto an island designed for far fewer.
   2. Indonesia operated the Galang camp on Galang Island, which served as both a holding and processing centre.
4. The Philippines hosted the Philippine Refugee Processing Centre (PRPC) in Bataan.
   1. This camp was distinctive because it focused on preparing refugees for resettlement, offering language and cultural orientation classes.
   2. Hong Kong operated a system of closed camps where refugees were confined while awaiting screening and processing.

Conditions inside the camps

1. Camp conditions ranged from poor to dangerous.
   1. Overcrowding was the most common problem.
   2. Shelters were often makeshift structures of bamboo, tarpaulin, or corrugated metal, packed tightly together.
2. Food, clean water, and medical care were limited.
   1. Disease spread quickly in cramped quarters.
   2. Violence was also a serious concern, including theft, assault, and in some camps, attacks by local populations or military personnel.
3. The psychological toll was severe.
   1. Many refugees had survived traumatic sea journeys or border crossings, only to face years of uncertainty in camps.
   2. Some residents waited five years or more without knowing whether they would be resettled or sent back.

First asylum policies and pushbacks

1. First asylum countries were not always willing hosts.
   1. As arrivals increased, several countries adopted increasingly restrictive policies.
2. Malaysia and Thailand both turned boats away at various points.
   1. The Malaysian government threatened in mid-1979 to shoot refugees on sight if the international community did not increase resettlement quotas.
   2. Thailand pushed Cambodian refugees back across mined border areas in 1979.
   3. International pressure over these pushbacks led to a Geneva conference in July 1979, which secured wider resettlement commitments and temporary assurances against forced rejection at sea.
3. Hong Kong introduced a screening policy in 1988.
   1. New arrivals were assessed to determine whether they were genuine refugees fleeing persecution or economic migrants seeking better opportunities.
   2. Those classified as economic migrants were not eligible for resettlement and faced repatriation.

Resettlement to third countries

1. The United States accepted the largest share of Indochinese refugees, taking in over 1.3 million between 1975 and 1997.
   1. Australia resettled roughly 185,000, Canada took approximately 200,000, and France accepted around 130,000.
   2. The US Refugee Act of 1980 put this large-scale admission onto a permanent legal footing rather than relying on one-off emergency measures.
2. Resettlement was not automatic.
   1. Refugees needed a sponsoring country to accept them, and the process could take months or years.
   2. Priority often went to those with family connections in resettlement countries, former employees of Western governments, or people with skills deemed useful.

Repatriation and the Comprehensive Plan of Action

1. By the late 1980s, the international community shifted toward repatriation as a solution.
   1. The Comprehensive Plan of Action (CPA), agreed in 1989, formalized this shift.
2. Under the CPA, all new arrivals in first asylum countries were screened individually.
   1. Those found to be refugees were eligible for resettlement.
   2. Those classified as non-refugees were to be returned to their country of origin.
3. Repatriation was supposed to be voluntary, but in practice, many returns were pressured or forced.
   1. Hong Kong conducted involuntary repatriations of Vietnamese non-refugees, generating international criticism.
   2. By the mid-1990s, most camps across the region had closed.
