The Role of Conflict: Humiliation, Guerrilla War, and the Road to 1952

Egypt's Uneasy Independence, 1936-1942

1. The 1936 Anglo-Egyptian Treaty ended formal British occupation but allowed Britain to keep troops in the Suez Canal Zone and to reoccupy the whole country in wartime.
2. When the Second World War broke out in 1939, Britain invoked this clause and turned Egypt into a forward base for its North African campaign.
3. British and Commonwealth forces requisitioned Egyptian land, food, and transport, and Cairo filled with foreign soldiers, creating severe inflation that hit ordinary Egyptians hardest.
4. King Farouk and elements of the royal court were suspected by the British of sympathising with the Axis powers as a route to full independence from London.
5. Field Marshal Rommel's advance to El Alamein in the summer of 1942 brought German forces to within 100 kilometres of Alexandria, and some Egyptians openly welcomed the prospect of a German victory as a way to remove the British.
6. This wartime resentment gave young officers like Nasser their first sense that Egypt's government served British interests rather than Egyptian ones.
7. Egypt's parliament remained nominally sovereign throughout the war, but British officials routinely pressured ministers and threatened intervention whenever policy diverged from British strategic interests.
8. Censorship and rationing under wartime emergency powers deepened public resentment of a government widely seen as administering British occupation rather than governing independently.
9. Nationalist and Islamist opposition groups, including the Muslim Brotherhood, gained members throughout the war years by presenting themselves as the only political forces genuinely opposed to British influence.
10. Officers who served alongside British forces in the desert campaign also absorbed modern tactical and organisational lessons that later shaped the Free Officers' own conspiratorial methods.

The Abdeen Palace Incident, 4 February 1942

1. Alarmed by rumours of royal sympathy for the Axis, the British ambassador Sir Miles Lampson decided to force King Farouk to appoint a pro-British Wafd government under Mustafa al-Nahhas.
2. On the evening of 4 February 1942, British tanks and armoured cars surrounded Abdeen Palace in Cairo while Lampson delivered an ultimatum demanding Nahhas's appointment or Farouk's abdication.
3. Farouk, humiliated in front of his own courtiers and guards, signed the order appointing Nahhas within the hour.
4. The incident was witnessed by junior army officers on palace guard duty, several of whom later joined the Free Officers, including a young Anwar Sadat.
5. The Wafd's willingness to take office at British bayonet point destroyed its remaining claim to represent Egyptian nationalism, a reputation it never fully recovered.
6. Nasser wrote privately afterwards that 4 February convinced him the Egyptian army existed to guard a throne that took its orders from a foreign embassy.
7. Foreign newspapers reported the Abdeen Palace ultimatum within days, turning Farouk's humiliation into an international embarrassment for the Egyptian monarchy.
8. Ali Maher, the independent minded prime minister removed to make way for Nahhas, was popular with army officers, and his dismissal at British insistence further alienated the officer corps from the palace.
9. The incident set a precedent that would recur in Egyptian politics for the next decade: foreign power, not the ballot box or the constitution, decided who governed.
10. Historians generally treat 4 February 1942 as the moment Egyptian nationalists of every stripe, from the Wafd's own rank and file to the smallest army units, stopped believing in gradual, negotiated independence.
11. It also convinced Farouk himself that his throne depended on British goodwill, a belief that shaped his cautious, ultimately fatal response to the crises of 1951 and 1952.

The First Arab-Israeli War and the Falluja Siege, 1948

1. When Britain's Palestine Mandate ended in May 1948, Egypt joined Syria, Jordan, Iraq, and Lebanon in invading the new state of Israel, partly to prevent Jordan's King Abdullah from claiming all of Arab Palestine alone.
2. Egyptian forces advanced through the Negev but were poorly coordinated with their Arab allies and were soon fought to a standstill by Israeli forces.
3. A parliamentary investigation begun in 1949 revealed that some of the weapons issued to the Egyptian army had been bought through court connected contractors at inflated prices and were defective, a scandal officers called the rotten weapons affair.
4. An Egyptian brigade of roughly 4,000 men, including Lieutenant Colonel Ahmed Abdel Aziz's column with Nasser and Abdel Hakim Amer among its officers, was surrounded by Israeli forces near the village of Falluja from October 1948.
5. The Falluja pocket held out under siege for almost four months until the armistice of February 1949, surviving on short rations while officers concluded that the government in Cairo had abandoned them.
6. Nasser later described the months in the Falluja pocket as the period in which he and his fellow officers first began to organise politically rather than simply complain among themselves.
7. The defeat, formalised in the Rhodes Armistice Agreements of 1949, was experienced across Egypt as a national humiliation and was blamed openly on corruption in the palace and the political parties rather than on the army itself.
8. Some officers, including future Free Officer Salah Salem, later claimed they had fought the 1948 war with ammunition that misfired or artillery shells that failed to explode.
9. The armistice negotiations at Rhodes in 1949 were conducted by military delegations while the surrounded Falluja garrison, including Nasser, negotiated its own local truce terms directly with Israeli commanders.
10. Returning veterans found a domestic press eager to expose the arms scandal, and parliamentary hearings named individuals connected to the palace, though no one was ever convicted.
11. The Egyptian government's official casualty figures for the 1948 war were widely disbelieved at home, further damaging public trust in state institutions already weakened by corruption allegations.
12. For Nasser personally, Falluja provided both the ideological conviction that Egypt needed a revolution and the personal network of loyal comrades, including Amer, who would help him carry it out.

The Suez Canal Guerrilla War, 1951-52

1. In October 1951, facing British refusal to withdraw from the Canal Zone or agree to Sudanese unity with Egypt, Nahhas's Wafd government unilaterally abrogated the 1936 Anglo-Egyptian Treaty and the 1899 Condominium Agreement over Sudan.
2. The government encouraged the formation of irregular liberation battalions to harass British forces and installations along the Suez Canal, and the Free Officers covertly supplied some of these fighters.
3. Auxiliary Egyptian police in Canal Zone towns quietly supported and sometimes joined the guerrilla attacks on British camps, fuel depots, and rail lines through late 1951.
4. British commanders concluded that the Ismailia auxiliary police force was arming and sheltering the guerrillas and, on 25 January 1952, issued an ultimatum demanding they surrender their weapons and barracks.
5. When the police commander refused the ultimatum, British tanks and infantry attacked the Ismailia police barracks, killing around 50 Egyptian policemen and wounding more than 80 after a battle lasting several hours.
6. Egyptian state radio broadcast the death toll within hours, and the government declared three days of national mourning while doing nothing to retaliate militarily.
7. The Ismailia killings convinced many Egyptians, including the Free Officers, that the civilian government could neither defend national sovereignty nor protect Egyptian lives from British forces.
8. Britain reinforced the Canal Zone garrison to around 80,000 troops by early 1952, effectively placing a large foreign army inside Egyptian territory without the government's continued consent.
9. Cairo's press covered the guerrilla campaign as a genuine national resistance movement, giving it far more legitimacy than the palace or established parties enjoyed.
10. The Free Officers used their covert supply role in the guerrilla campaign to build contacts with civilian nationalist and Islamist networks that would later support the July 1952 coup.
11. Some historians estimate that guerrilla and irregular attacks in the Canal Zone killed several dozen British and Egyptian personnel combined in the months before the Ismailia raid.
12. The government's decision to encourage but not officially arm the liberation battalions let ministers claim plausible deniability while still channelling nationalist anger against Britain.

Black Saturday, 26 January 1952

1. On the morning of 26 January 1952, crowds gathered in central Cairo to protest the Ismailia killings, and by midday the demonstrations had turned into organised arson.
2. Rioters systematically burned symbols of foreign and elite privilege, including Shepheard's Hotel, the Turf Club, cinemas, department stores, restaurants, and dozens of foreign owned shops along Cairo's main boulevards.
3. Around 30 people died in the fires and violence, and property damage ran into tens of millions of Egyptian pounds.
4. Police and fire services were slow to respond for several hours, and some witnesses reported police standing by or joining the crowds rather than intervening.
5. King Farouk dismissed Nahhas's Wafd government the following day and appointed Ali Maher as prime minister, then declared martial law across the country.
6. Farouk cycled through four different prime ministers in the six months between Black Saturday and July 1952, none of whom could restore order or credibility to the monarchy.
7. Rumours that the fires had been deliberately organised, whether by the palace to discredit the Wafd, by the Muslim Brotherhood, or by the Free Officers themselves, were never conclusively resolved.
8. For the Free Officers, Black Saturday demonstrated that the state's ordinary institutions, from the police to the party system, had lost the capacity to govern.
9. Foreign residents and businesses in Cairo, feeling unprotected, began withdrawing capital and personnel from Egypt in the weeks after Black Saturday, damaging the economy the Wafd government had promised to defend.
10. The British government used the unrest to justify keeping troops in the Canal Zone rather than withdrawing, arguing that Egypt could not guarantee the safety of foreign lives and property.
11. Farouk's decision to impose martial law rather than restore civilian control confirmed, in the eyes of the Free Officers, that the monarchy would rely on force rather than reform to survive.
12. Contemporary Egyptian and foreign accounts differ sharply on how many rioters were organised in advance versus reacting spontaneously, a disagreement that still shapes historical interpretation of the fires.

From Conflict to Coup: The Free Officers Movement

1. A secret group calling itself the Free Officers had formed in 1949 among veterans of the Falluja siege, organised into small clandestine cells to evade palace surveillance.
2. Nasser, a lieutenant colonel by 1952, chaired the movement's executive committee, while the more senior and publicly popular General Mohammed Naguib was recruited as its nominal figurehead.
3. Membership spread through the officer corps largely along the networks of trust built during the 1948 war, with recruitment concentrated among captains and majors rather than senior generals loyal to the king.
4. In the months after Black Saturday, Farouk's court moved to identify and purge suspected conspirators from the army leadership, planning a reshuffle for late July 1952 that would have broken up the Free Officers' networks.
5. Learning of the planned purge, the Free Officers brought their own timetable forward and seized key installations across Cairo on the night of 22 to 23 July 1952 with almost no bloodshed.
6. Farouk abdicated on 26 July 1952 and left Egypt by royal yacht from Alexandria, ending the monarchy that had ruled since 1805.
7. In this sense, three distinct conflicts, the 1942 humiliation, the 1948 war, and the 1951 to 1952 guerrilla war, formed a direct chain from wartime resentment to the coup that brought Nasser to power within two years.
8. The coup's near bloodlessness owed much to the Free Officers' careful use of conflict tested networks, since many participating units had fought together at Falluja or in the Canal Zone guerrilla campaign.
9. Naguib initially served as public head of state and prime minister, but Nasser and the Revolutionary Command Council held the real decision making power from the outset.
10. Within two years, Nasser had outmanoeuvred Naguib entirely, becoming prime minister in 1954 and president in 1956, completing the transition from a conflict forged officer network to personal authoritarian rule.
11. The chain from Abdeen Palace in 1942 through Falluja in 1948 to Ismailia and Black Saturday in 1952 gave the Free Officers both the motive and the trained, battle tested personnel to carry out a coup rather than merely protest one.
