Economic Factors: Cotton Dependency and Foreign Control

Debt, Dual Control, and the Origins of Foreign Control, 1863-1922

1. Egypt's economic subordination to foreign powers began long before the twentieth century, rooted in the debts run up by the ambitious modernisation projects of Khedive Ismail in the 1860s and 1870s.
2. Ismail borrowed heavily from European banks to fund railways, the Suez Canal, and a lavish court, and by 1876 Egypt's foreign debt had reached roughly 100 million pounds sterling.
3. Unable to service this debt, Egypt was forced to accept the Dual Control of 1876, under which British and French officials directly supervised Egyptian state finances.
4. Ismail sold Egypt's remaining shares in the Suez Canal Company to the British government in 1875 to raise cash, permanently ending any prospect of Egyptian ownership of the waterway.
5. Nationalist army officers under Ahmed Urabi rebelled against foreign financial control in 1881 and 1882, briefly threatening to expel European advisers from the government.
6. Britain invaded and occupied Egypt in 1882 to crush the Urabi revolt and protect European financial interests, beginning an occupation that lasted, in various legal forms, for seventy years.
7. Egypt remained formally part of the Ottoman Empire until 1914, then became a British protectorate, and only gained nominal independence in 1922 under a settlement that left the economy, the Canal, and defence in British hands.
8. This history meant that by the time Nasser's generation reached adulthood, Egyptian sovereignty over its own economy had never actually existed within living memory.
9. The 1936 Anglo-Egyptian Treaty formally ended the protectorate but preserved Britain's economic privileges alongside its military presence in the Canal Zone.
10. Capitulations, the system of legal privileges that exempted foreign residents and companies from Egyptian courts and taxation, were only phased out gradually after the 1937 Montreux Convention.
11. Even after Montreux, foreign owned banks, insurance companies, and utilities continued to dominate Egypt's modern economic sector well into the 1950s.
12. This decades long pattern of foreign financial control over Egyptian decision making set the template that cotton dependency and Suez Canal ownership would continue after 1922.

A Cotton Monoculture Controlled by Outsiders

1. Egypt's economic problems in the twentieth century were tied directly to its continuing relationship with Britain and other European economic interests.
2. Foreign investment, encouraged since the 1860s cotton boom created by the American Civil War's disruption of United States cotton exports, concentrated the Egyptian economy on a single export crop.
3. This concentration kept Egypt a mostly rural, single crop economy, vulnerable to swings in world cotton prices that Egyptian producers had no power to influence.
4. Alexandria's Cotton Exchange, which opened in 1865, was where merchants met to set cotton prices that determined the incomes of millions of Egyptian farmers.
5. Of the 35 registered cotton brokers in 1950, only two were Egyptian, with the rest almost entirely British, Greek, or other foreign nationals.
6. Because cotton and agriculture were Egypt's biggest source of employment, swings in the world price directly determined whether millions of rural families could feed themselves.
7. Foreign owned banks such as the National Bank of Egypt, founded in 1898 with British capital, controlled most of the credit that cotton farmers and merchants depended on.
8. Egyptian entrepreneur Talaat Harb founded Bank Misr in 1920 specifically to challenge this foreign financial dominance, but it remained a minority player within a foreign controlled system.
9. Cotton export earnings rose and fell sharply with global demand, and Egypt had almost no strategic reserves or diversified exports to cushion the shocks.
10. Attempts by Egyptian governments to diversify into other crops or industries were repeatedly limited by treaties and trade arrangements favouring British commercial interests.
11. By the 1940s, cotton still accounted for the large majority of Egypt's export earnings, leaving the whole economy exposed to a single, foreign dominated market.

Extreme Inequality in Land Ownership

1. Cotton wealth was not spread evenly across Egyptian society but was concentrated in the hands of a tiny landowning elite closely tied to the royal court.
2. By 1952, roughly 0.4 percent of landowning families, around 2,000 families, owned about a fifth of Egypt's cultivable land.
3. At the other end of the scale, more than 2 million fellahin families owned less than one feddan each, far too little to support a household without additional labour.
4. Large landowners rented out small plots at high rates or employed fellahin as day labourers on short term, insecure contracts with no legal protection.
5. Egypt's population grew rapidly, from around 10 million in 1900 to about 20 million by 1952, while the amount of cultivable land increased only marginally.
6. This meant less land per person every decade, pushing land prices and rents higher and deepening rural poverty across the Nile Delta and Nile Valley.
7. Rural debt was widespread, with many fellahin families borrowing from landlords or moneylenders at high interest rates simply to survive between harvests.
8. Health and education spending in rural areas lagged far behind Cairo and Alexandria, leaving most fellahin illiterate and without access to basic medical care.
9. Endemic diseases such as bilharzia, spread through irrigation canals, weakened the rural workforce and were rarely treated due to the scarcity of rural clinics.
10. Egyptian reformist writers and politicians had proposed land reform since the 1930s, but proposals were consistently blocked in parliament by the large landowners who dominated it.
11. The royal family itself, including King Farouk, was among Egypt's largest landowners, giving the monarchy a direct personal stake in preserving the unequal system.
12. This concentration of land in a small elite gave Nasser's later Free Officers a ready made grievance to invoke once they seized power.

The Suez Canal: Profit Without Egyptian Control

1. The Suez Canal, opened in 1869, ran entirely through Egyptian territory but was owned and operated by the Suez Canal Company, a private firm registered in France.
2. Most of the canal's profits went to British and French shareholders rather than to the Egyptian state, even though the canal had been built substantially with Egyptian forced labour.
3. Tens of thousands of Egyptian peasants were conscripted under the corvee labour system to dig the canal in the 1860s, and thousands are estimated to have died during construction.
4. Britain also stationed troops in the Canal Zone under the terms of the 1936 Anglo-Egyptian Treaty, justified explicitly as protecting this vital shipping route.
5. The canal became a powerful symbol for nationalists of how Egypt's most valuable economic asset generated wealth that flowed almost entirely abroad.
6. Canal revenues rose steadily through the 1940s as global shipping recovered after the Second World War, yet the Egyptian government received only a small concession fee.
7. The Suez Canal Company's concession was not due to expire until 1968, meaning Egyptians expected foreign control of their most important asset to continue for another generation.
8. Egyptian workers employed by the Canal Company in Port Said and Ismailia were paid at lower rates than foreign employees doing comparable work, reinforcing a sense of economic inequality.
9. Nationalist newspapers throughout the late 1940s regularly published calculations contrasting the Company's profits with the poverty of Canal Zone Egyptian workers.
10. The continued British military and economic presence around the Canal Zone was the direct backdrop to the guerrilla war of 1951 to 1952.
11. For the Free Officers, nationalising the canal was already a long term goal well before the 1952 coup, and it would be realised under Nasser in 1956.

Wartime Economy and Inflation, 1939-1945

1. The Second World War brought a short term economic boom to Egypt as Allied forces spent heavily on local supplies, labour, and services.
2. This wartime spending, however, was concentrated in Cairo and Alexandria and around British military installations, doing little to help the rural poor.
3. Rationing, requisitioning, and disrupted trade routes drove consumer prices up by more than three times their prewar level by 1945.
4. Wages for ordinary workers and fellahin rose far more slowly than prices, so real living standards for most Egyptians fell sharply during the war.
5. War profiteering by merchants and landowners connected to the wartime supply trade widened the gap between a small enriched elite and an impoverished majority.
6. Trade unions and strike activity grew rapidly during and after the war as urban workers organised against falling real wages.
7. The postwar cotton price boom of 1948 to 1952 briefly enriched large landowners and cotton merchants but barely touched the rural poor who did not own land.
8. This combination of wartime inflation and an unequally shared postwar boom left both urban workers and rural fellahin convinced the existing system could not deliver a fair economy.

A Thin Industrial Base

1. Egypt had little heavy industry of its own, and manufactured goods were mostly imported rather than produced domestically, which limited urban employment.
2. This left the economy dependent on volatile cotton exports to pay for imports, rather than on a diversified, more stable industrial base.
3. Rapid population growth combined with limited industrial jobs pushed many rural poor toward Cairo and other cities in search of work that often did not exist.
4. Talaat Harb's Bank Misr group did establish some textile, insurance, and transport companies from the 1920s onward, but these remained small relative to the whole economy.
5. Tariff protections negotiated with Britain in the 1930s allowed limited growth in light industries such as textiles, but heavy industry, chemicals, and machinery remained almost entirely absent.
6. Skilled technical and engineering roles in the few modern industrial firms that did exist were frequently held by foreign nationals rather than Egyptians.
7. Egyptian graduates of the country's growing university system increasingly found too few professional and industrial jobs to absorb them, creating an educated but underemployed urban class.
8. This educated underemployed class, including many future Free Officers and Muslim Brotherhood members, provided the movement with organisers who understood both rural poverty and urban frustration.
9. Government development plans drawn up in the late 1940s to expand industry were repeatedly delayed by political instability and disagreement between the palace and parliament.
10. By 1952, industry contributed only a small share of Egypt's national income compared with agriculture, a ratio far behind industrialising states elsewhere in the world.
11. This structural weakness meant that even a full recovery in cotton prices could not have solved Egypt's deeper economic problems of unemployment and inequality.

Economic Grievance and the Free Officers' Land Reform

1. Economic grievance was not only a cause of the 1952 coup but also shaped what the Free Officers did immediately after seizing power.
2. Within weeks of the coup, the new Revolutionary Command Council announced the Agrarian Reform Law of September 1952.
3. The law capped individual land ownership at 200 feddans, later reduced further, and redistributed excess land to landless and small holding fellahin.
4. This reform directly targeted the roughly 2,000 families who had dominated Egyptian land ownership before 1952, breaking the economic base of the old landowning elite.
5. The speed and scale of the reform showed how central economic inequality had been to the officers' understanding of why the old regime had to fall.
6. Land reform also served a political purpose, giving the new regime an immediate, visible achievement that distinguished it from decades of blocked reform proposals under the monarchy.
7. Later Nasser era policies, including the 1956 nationalisation of the Suez Canal Company, followed the same logic of reversing the economic patterns described throughout this article.
