Political Impact of the Second World War on the United States

Executive Leadership and Emergency Government

1. Franklin D. Roosevelt led through executive power. He used orders, emergency agencies, and direct coordination with military and industrial leaders.
2. Pearl Harbor created broad political unity. Congress declared war on Japan with only one dissenting vote and soon declared war on Germany and Italy.
3. The presidency coordinated total war. Roosevelt balanced commanders, diplomats, scientists, business executives, labour leaders, and legislators.
4. Executive Order 9024 created the War Production Board. The agency directed material priorities and industrial conversion.
