Women's Experiences during the Second World War in the United States

Women's Work before Mobilization

1. Women were already economically active. Before Pearl Harbor, millions worked in domestic service, agriculture, teaching, offices, retail, and manufacturing.
2. Employment followed racial and class divisions. White women had greater access to clerical work, while Black and Mexican American women were concentrated in lower-paid occupations.
3. The Depression had reinforced male breadwinner ideals. Some employers and public programs treated women's paid work as competition with unemployed men.
4. Defence expansion changed labour demand. Orders issued before entry began opening industrial positions in 1940 and 1941.
5. Skill barriers remained gendered. Training programs and unions often reserved higher-paid technical work for men.
6. Marriage shaped employment rules. Some institutions still excluded or dismissed married women from professional and clerical jobs.
7. War accelerated change rather than beginning it. Women's earlier work and activism provided experience that mobilization rapidly expanded.

Rosie the Riveter and Industrial Employment

1. Rosie the Riveter became a national symbol. Government and corporate campaigns presented industrial work as patriotic and feminine.
2. Women entered defence plants in large numbers. They built aircraft, ships, vehicles, weapons, electronics, and other military equipment.
3. Female labour force participation rose. About 6.5 million additional women entered paid employment during the war.
4. Many workers were married and older. Mobilization challenged the assumption that only young single women should work for wages.
5. Industrial jobs often paid more. Women could earn better wages than in domestic service or retail, though usually less than men.
6. Employers divided work into female tasks. Job reclassification allowed women to enter factories while preserving male control of skilled grades and supervision.
7. The symbol concealed diversity. Actual war workers differed by race, age, region, family status, occupation, and motivation.

Women in the Armed Forces

1. The Women's Army Auxiliary Corps began in 1942. It became the Women's Army Corps in 1943 and gave women full military status within defined limits.
2. The Navy created WAVES. Women Accepted for Volunteer Emergency Service served in administration, communications, intelligence, medicine, and technical fields.
3. The Coast Guard formed SPARS. Women performed shore-based duties that released men for sea service.
4. Marine Corps women served from 1943. They worked in clerical, mechanical, communications, and training roles.
5. Army and Navy nurses served worldwide. They treated battlefield casualties, disease, and prisoners in difficult and dangerous settings.
6. Women pilots ferried aircraft. The Women Airforce Service Pilots flew military planes but lacked full military recognition during the war.
7. Military opportunity remained unequal. Women faced lower authority, restricted roles, sexual regulation, and racial segregation.

Family Life, Childcare, and the Double Burden

1. Paid work did not remove domestic responsibility. Women continued cooking, cleaning, shopping, caring, and managing rationing after long shifts.
2. Childcare became a production issue. Factories could not retain mothers without safe and affordable care.
3. The Lanham Act funded centres. Federal money supported wartime childcare in selected defence communities.
4. Coverage remained limited. Many families relied on relatives, neighbours, informal care, or children left without supervision.
5. Housing shortages intensified strain. Migrant families lived in crowded rooms, temporary projects, trailers, and shared homes.
6. Long separation affected households. Military service disrupted relationships, parenting, finances, and emotional security.
7. The double burden revealed policy limits. The state needed mothers as workers but did not provide universal support for care.

Government Campaigns and Workplace Control

1. Recruitment propaganda emphasized temporary service. Campaigns assured the public that women could work without abandoning femininity.
2. Beauty and dress codes disciplined workers. Employers linked appearance to morale while monitoring behaviour and sexuality.
3. Absenteeism was often blamed on women. Official criticism overlooked transport failures, childcare shortages, illness, and exhausting schedules.
4. Training widened technical experience. Women learned welding, riveting, drafting, inspection, electronics, and machine operation.
5. Unions represented women unevenly. Some defended equal rates while others accepted separate classifications or protected male seniority.
6. The Equal Pay principle lacked enforcement. The National War Labor Board endorsed comparable rates in limited cases but wage gaps remained.
7. Workplace authority stayed male dominated. Women performed essential production while management and skilled leadership remained largely closed.

Race and Unequal Wartime Opportunity

1. Black women joined the Second Great Migration. They moved to defence centres seeking wages and escape from southern racial oppression.
2. Defence employers often excluded them. Executive Order 8802 and Fair Employment Practice Committee pressure opened some positions.
3. Black women remained concentrated in low-paid work. Domestic service and the least desirable industrial shifts persisted despite labour shortages.
4. The National Council of Negro Women mobilized. Mary McLeod Bethune connected war service to demands for employment and political rights.
5. Mexican American women expanded industrial work. They entered aircraft, shipbuilding, food processing, agriculture, and service occupations.
6. Japanese American women endured incarceration. Forced removal destroyed jobs, education, property, family stability, and community networks.
7. Native American women migrated for war work. Some entered cities and military service while maintaining obligations to reservation communities.

Demobilization and Post-war Life

1. Employers dismissed many women after 1945. Returning veterans and seniority rules restored men to jobs women had performed during the war.
2. Propaganda changed direction. Messages that had celebrated working women increasingly emphasized homemaking and family consumption.
3. Millions remained in paid employment. Female labour force participation fell from its wartime peak but stayed above pre-war levels.
4. Occupational segregation continued. Clerical, service, teaching, nursing, and lower-paid factory work remained heavily female.
5. Veterans benefits favoured men indirectly. Education and housing programs strengthened male access to professional work and suburban homeownership.
6. Wartime skills shaped expectations. Women remembered higher wages, technical competence, military service, and collective workplace experience.
7. Change appeared across generations. The war did not create immediate equality but widened the social foundation for later employment and feminist movements.

Institutions Built Around Wartime Women

1. The Lanham Act funded some of the first federal childcare centres. Passed in 1940 partly to support war production, it helped establish daycare facilities so mothers could work in defence industries, though funding never met full demand.
2. The WASP flew military aircraft without combat status. Women Airforce Service Pilots ferried planes and tested aircraft within the United States, but were classified as civilians and denied military honours and veteran benefits until 1977.
3. The Army and Navy Nurse Corps expanded dramatically. Thousands of women served as military nurses in combat zones, some captured as prisoners of war, gaining official military rank for the first time.
4. Advertising campaigns actively recruited women into war work. Government and industry posters, including the Rosie the Riveter image, framed factory labour as patriotic duty rather than a permanent career change.
5. Historians disagree on how much wartime work changed gender expectations. Some see it as a turning point that laid groundwork for later feminism, while others emphasize that most women were pushed out of industrial jobs immediately after 1945 to make way for returning veterans.

Historical Assessment

1. The war produced real economic change. Millions entered new jobs, gained wages, and demonstrated competence in industrial and military institutions.
2. Much change was presented as temporary. Employers and government campaigns treated women as substitutes rather than permanent equal workers.
3. Race determined access. White women benefited most from industrial openings, while Black, Mexican American, Japanese American, and Native women faced additional barriers.

10. The All-American Girls Professional Baseball League, founded in 1943, was created partly to sustain public interest in baseball while male players served, and briefly gave women professional athletic opportunities.
11. Historian Susan Hartmann argued in The Home Front and Beyond (1982) that despite wartime gains, most employers and unions treated women's industrial employment as strictly temporary, and many women lost these jobs to returning veterans after 1945.
