Political Change: From Exclusion to Representation

1. Mexican Americans were systematically excluded from political power before the Chicano movement. Despite making up significant percentages of the population in California, Texas, New Mexico, and Arizona, they held few elected offices.
2. Poll taxes, literacy tests, gerrymandering, and Anglo-controlled Democratic party machines all suppressed Mexican American political participation.

The Chicano movement challenged political exclusion through multiple strategies simultaneously: voter registration drives, formation of La Raza Unida Party, litigation against discriminatory election practices, and ultimately integration into mainstream Democratic party politics. Each strategy reached different constituencies and operated at different levels of government.

Further evidence: representation expanded through organization, law, and independent pressure

2. The Community Service Organization built practical skills. Its campaigns taught registration, naturalization, precinct work, turnout, and negotiation with local officials.
3. Edward Roybal demonstrated urban electoral possibility. His 1949 election to the Los Angeles City Council broke a long absence of Mexican American representation.

5. The American GI Forum mobilized veteran legitimacy. Chapters connected equal benefits and treatment with voting and candidate support.
6. Viva Kennedy created national partisan networks. The 1960 campaign recruited Latino volunteers and voters, increasing visibility inside the Democratic Party.
