Neutrality and the Erosion of Isolation

1. The Neutrality Acts reflected fear of another war. Laws passed from 1935 restricted arms sales, loans, and travel involving belligerents.
2. Roosevelt saw growing danger from aggressive states. Japanese expansion, Italian conquest, and Nazi Germany challenged international order.

3. Aid soon extended beyond Britain. The Soviet Union and other Allies received equipment, food, vehicles, and industrial materials.
4. The Atlantic Charter stated shared principles. Roosevelt and Churchill supported self government, economic cooperation, security, and a wider postwar order.
5. American naval escorts expanded. US warships protected shipping across part of the Atlantic and reported submarine positions.
6. Clashes occurred before formal war. The USS Greer, Kearny, and Reuben James incidents revealed an undeclared naval conflict.
7. Economic and military involvement had become extensive. Pearl Harbor determined the moment of entry rather than creating all previous commitment.

Japan, Sanctions, and Pearl Harbor

1. Japan's war in China strained relations. American opinion opposed aggression while strategic and commercial interests favoured an open China.
2. Japan occupied northern French Indochina in 1940. Washington restricted exports of aviation fuel, scrap metal, and other materials.
3. Further expansion brought stronger sanctions. After Japan moved into southern Indochina in July 1941, the United States froze Japanese assets.
4. The oil embargo created acute pressure. Japan imported most of its petroleum and faced a choice between retreat and further expansion.
5. Negotiations continued through 1941. The United States demanded withdrawal from China and Indochina while Japan sought restored trade.
6. Japan attacked Pearl Harbor on 7 December. The strike damaged the Pacific Fleet and killed more than 2,400 Americans.
7. Congress declared war the following day. Germany and Italy then declared war on the United States, creating a fully global conflict.

Mobilizing the American War Economy

1. Federal mobilization transformed production. The War Production Board directed materials, contracts, and conversion from civilian to military goods.
2. Industrial output became decisive. American factories produced aircraft, ships, vehicles, weapons, fuel, and food on an unmatched scale.

7. Japanese Americans faced mass incarceration. Executive Order 9066 enabled the forced removal of about 120,000 people, most of them US citizens.

War in Europe and the Pacific

1. The United States adopted a Germany first strategy. Allied leaders treated Nazi Germany as the greatest overall threat.
2. Operation Torch opened a front in North Africa. American and British forces landed in November 1942.
3. The invasion of Italy followed in 1943. The campaign removed Mussolini but fighting continued against German forces.
4. D Day opened the western front in France. More than 150,000 Allied troops landed in Normandy on 6 June 1944.
5. The Pacific war relied on naval and air power. Midway, Guadalcanal, submarine warfare, and island campaigns weakened Japan's military position.
6. Island fighting caused severe casualties. Iwo Jima and Okinawa shaped expectations about a possible invasion of Japan.
7. Germany surrendered in May 1945. The Pacific war continued while American leaders considered blockade, invasion, diplomacy, and atomic weapons.

The Manhattan Project

1. Nuclear research began from fear of a German bomb. Scientists including Albert Einstein warned Roosevelt about the possibility in 1939.
2. The Manhattan Project became a vast secret programme. General Leslie Groves directed military organization while J. Robert Oppenheimer led scientific work at Los Alamos.
3. Facilities operated across the country. Oak Ridge enriched uranium, Hanford produced plutonium, and Los Alamos designed weapons.
4. The project cost about 2 billion dollars. It employed more than 100,000 people while maintaining strict secrecy.
5. The Trinity test occurred on 16 July 1945. The first nuclear explosion took place in New Mexico.
6. Germany had already surrendered. The remaining decision concerned use against Japan and the postwar consequences of nuclear power.
7. The project demonstrated American capacity. Science, industry, military administration, and enormous resources combined in a single programme.

Hiroshima, Nagasaki, and Japanese Surrender

1. Truman approved use of the atomic bomb. Advisers expected shock, destruction, and rapid pressure on Japan to surrender.
2. Hiroshima was bombed on 6 August 1945. Tens of thousands died immediately and many more later from burns, injuries, and radiation.
3. The Soviet Union entered the war on 8 August. Soviet forces attacked Japanese positions in Manchuria, changing strategic calculations.
4. Nagasaki was bombed on 9 August. The second atomic attack caused further mass civilian death and destruction.
5. Japan announced surrender on 15 August. Emperor Hirohito intervened after division within the leadership.
6. Formal surrender occurred on 2 September. The ceremony aboard the USS Missouri ended the war.
7. The exact causes of surrender remain debated. Atomic attacks, Soviet entry, blockade, conventional bombing, and internal politics all influenced the outcome.

The Double V Campaign and Civil Rights at Home

1. The Pittsburgh Courier launched the Double V campaign in 1942. It called for victory over fascism abroad and victory over racism at home.
2. A. Philip Randolph had already forced government action. His threatened March on Washington Movement pressured Roosevelt into issuing Executive Order 8802 in 1941, banning discrimination in defence industries.
3. The armed forces remained segregated throughout the war. Black soldiers, sailors, and airmen served in separate units, most famously the Tuskegee Airmen.
4. Wartime labour demand did not end wartime racism. Competition for housing and jobs contributed to violent unrest, including the Detroit race riot of 1943.
5. The campaign linked domestic reform to the war's stated purpose. Activists argued that fighting for democracy abroad while denying it at home undermined American moral authority.
6. Double V helped build momentum for the postwar civil rights movement. Veterans who had served in a segregated military returned home more willing to challenge segregation.

The First Peacetime Draft and Early Rearmament

1. Congress passed the Selective Training and Service Act in September 1940. It created the first peacetime military draft in American history, more than a year before Pearl Harbor.
2. The law required registration for men aged 21 to 35. A national lottery determined the order of induction.
3. Isolationist opposition was significant but did not block the law. Supporters argued that rising danger in Europe and Asia made preparedness necessary even without a formal declaration of war.

Debate, Consequences, and Superpower Status

1. The orthodox interpretation stresses military necessity. It argues that atomic use ended the war quickly and avoided invasion casualties.
2. Revisionists emphasize diplomacy and alternatives. Gar Alperovitz argues that leaders also considered the impact on the Soviet Union.
3. Post revisionists combine several explanations. They examine military pressure, bureaucratic momentum, Soviet entry, and uncertainty inside Japan.
4. Civilian consequences transformed ethical debate. Radiation, indiscriminate destruction, and long term illness challenged established ideas of warfare.
5. The bomb began the nuclear age. American monopoly was brief, and the Soviet Union tested a weapon in 1949.
6. The war confirmed global American power. The United States possessed unmatched industry, worldwide forces, financial strength, and central influence in new institutions.
7. Participation produced both victory and contradiction. Democracy and liberation coexisted with incarceration, mass bombing, colonial tensions, and nuclear destruction.
