Canada and the First World War

Canada Enters the War in 1914

1. Canada entered automatically. Britain's declaration of war on 4 August 1914 placed the Dominion at war because London still controlled Canadian foreign policy.
2. Prime Minister Robert Borden supported participation. He presented the war as a defence of Britain, international law, and Canada's honour within the Empire.
3. The federal cabinet controlled Canada's contribution. Ottawa could decide the scale and form of support even though it could not decide whether Canada was formally at war.
4. A force of 25,000 was promised. Recruitment quickly exceeded this first commitment and the Canadian Expeditionary Force grew into a major field army.
5. English Canadian enthusiasm was strongest. Imperial loyalty, family links to Britain, and expectations of a short war encouraged early enlistment.
6. French Canadian support was more cautious. Many accepted defence of Canada but felt less obligation to fight for the British Empire in Europe.
7. Participation exposed a constitutional contradiction. Canada bore the human and financial costs of war without possessing full authority over the decision to enter it.

Building the Canadian Expeditionary Force

1. The Canadian Expeditionary Force was raised separately. Its units served together within the British command system and developed a distinct Canadian identity.
2. Valcartier became the first major training camp. More than 30,000 recruits gathered in Quebec before the First Contingent sailed in October 1914.
3. Minister of Militia Sam Hughes shaped mobilization. His patronage, administrative disorder, and insistence on the Ross rifle created serious early problems.
4. Voluntary enlistment initially supplied manpower. By 1916, declining recruitment and mounting casualties made the system increasingly difficult to sustain.
5. Indigenous volunteers served in significant numbers. At least 4,000 First Nations men enlisted despite unequal citizenship rights and discriminatory state policies.
6. Black Canadians faced recruiting barriers. The No. 2 Construction Battalion was formed in 1916 after many volunteers were rejected by white units.
7. The force became more nationally representative. Overseas service brought together regional, ethnic, and class experiences while retaining deep inequalities.

Combat and the Canadian Corps

1. The Second Battle of Ypres was Canada's first major battle. In April 1915 Canadian troops held their position during the first large chlorine gas attack on the Western Front.
2. The Somme imposed severe losses. On 1 July 1916 the Newfoundland Regiment was nearly destroyed at Beaumont-Hamel.
3. Vimy Ridge became a national symbol. On 9 April 1917 all four Canadian divisions attacked together under a detailed plan using artillery and small-unit initiative.
4. Vimy was not a solitary Canadian victory. British artillery, logistics, and the wider Arras offensive were essential to the operation.
5. Passchendaele showed the cost of attrition. Canadian forces captured ruined ground in November 1917 after roughly 16,000 Canadian casualties.
6. The Hundred Days established military influence. From Amiens in August 1918 to Mons in November, the Canadian Corps helped break German resistance.
7. Combat strengthened demands for autonomy. The scale of sacrifice made it harder for Britain to treat Canada as only a subordinate colony.

War Economy and the Home Front

1. The war transformed Canadian industry. Factories expanded production of shells, uniforms, ships, and other military supplies.
2. The Imperial Munitions Board coordinated production. Led by Joseph Flavelle, it placed major contracts and connected Canadian firms to Allied demand.
3. Federal spending and debt rose sharply. Ottawa introduced war bonds, new taxes, and eventually a temporary income tax in 1917.
4. Women entered new forms of paid work. They became more visible in munitions, clerical work, agriculture, and voluntary relief organizations.
5. Inflation reduced living standards. Food, fuel, and rent costs rose faster than many wages, producing labour unrest and criticism of profiteering.
6. The state expanded regulation. Ottawa controlled food, transport, enemy property, and public information more directly than before 1914.
7. Wartime mobilization increased federal capacity. Measures created for emergency use changed expectations about the national government's economic role.

The Conscription Crisis of 1917

1. Casualties created a manpower crisis. Borden concluded that voluntary recruitment could not maintain the Canadian Corps at full strength.
2. The Military Service Act introduced conscription. Passed in August 1917, it made military service compulsory for most unmarried men aged 20 to 45.
3. French Canada resisted strongly. Henri Bourassa argued that conscription sacrificed Canadian unity for an imperial war.
4. Quebec enlistment had structural obstacles. Few French-speaking units existed and English dominated military training and command.
5. Borden formed a Union government. Pro-conscription Liberals joined Conservatives for the December 1917 election while Wilfrid Laurier opposed the measure.
6. Election rules favoured the government. The Wartime Elections Act enfranchised female relatives of soldiers and removed the vote from selected immigrant citizens.
7. The crisis left lasting divisions. Rioting in Quebec City in 1918 and military repression showed how overseas war could destabilize Canadian politics.

Civil Liberties and Social Conflict

1. The War Measures Act widened executive power. The government could censor publications, arrest suspects, and govern through emergency regulations.
2. Enemy aliens were registered and interned. About 8,500 people were held in camps, many of them Ukrainians and other residents from enemy empires.
3. The term enemy alien concealed diversity. Some internees had fled imperial rule but were classified through citizenship rather than personal loyalty.
4. Labour conflict intensified near the war's end. Workers protested inflation, long hours, and unequal sacrifice between employees and wealthy owners.
5. The 1918 prohibition of organizations targeted dissent. Socialist, labour, and immigrant groups faced surveillance and restrictions.
6. Women gained unequal political rights. Some women received the federal vote in 1917 and most received it in 1918, while racial exclusions remained.
7. Participation expanded democracy and coercion together. The war widened citizenship for some Canadians while reducing rights for others.

From Imperial War to International Status

1. Canada signed the Treaty of Versailles separately. Borden insisted that the Dominion's contribution justified its own signature in 1919.
2. Canada received separate League membership. This recognition did not create complete independence but established an important international precedent.
3. The wartime cabinet gained diplomatic experience. Canadian ministers joined imperial discussions and challenged decisions made without Dominion consultation.
4. The Imperial War Cabinet acknowledged Dominion claims. Its 1917 resolution described the Dominions as autonomous nations within an imperial commonwealth.
5. Sacrifice became a political argument. More than 620,000 Canadians served and over 60,000 died during the war.
6. Newfoundland followed a separate path. It was not yet part of Canada and its wartime experience shaped its own political and financial crisis.
7. The war accelerated constitutional change. Canada moved from automatic imperial participation toward a stronger expectation of national consent.

Individuals, Institutions, and Costs Behind the Numbers

1. The Ross rifle became a symbol of mismanagement. It was accurate for target shooting but unreliable in the mud and cold of the Western Front, and troops often discarded it for the British Lee-Enfield.
2. Arthur Currie's promotion marked a shift in command. Appointed the first Canadian commander of the Corps in 1917, he insisted on detailed planning, artillery coordination, and preserving soldiers' lives over rapid gains.
3. The Imperial Munitions Board reorganized production. Under Joseph Flavelle, it replaced an earlier scandal-ridden contracting system and made Canada a major supplier of shells and ships to Britain.
4. The Military Voters Act extended the franchise selectively. It let military personnel, including some who were not otherwise citizens, vote in the 1917 election, while the linked Wartime Elections Act removed the vote from many recent immigrants from enemy countries.
5. The Halifax Explosion revealed wartime vulnerability. In December 1917, a collision between a munitions ship and another vessel devastated Halifax, killing about 2,000 people and showing how the war reached beyond the battlefield.
6. Nursing Sisters served close to the front. Canadian military nurses worked in casualty clearing stations and hospitals in France and Belgium, some killed by enemy action, expanding the range of women's wartime roles beyond the home front.
7. The Canadian War Records Office shaped public memory. Established by Max Aitken (Lord Beaverbrook), it commissioned official photographs, films, and war art that framed Canadian participation for audiences at home and abroad.
8. Bonne Entente sought English-French reconciliation. A 1916 civic movement of businessmen and politicians tried to ease wartime tensions between English and French Canada, with limited lasting success.
9. Historians disagree on how much the war changed Canada. Desmond Morton and Jack Granatstein emphasize the war as a turning point toward autonomy, while other historians stress how deeply the conscription crisis and internal divisions limited any simple story of national unification.

Historical Assessment

1. Participation was both imperial and national. Many Canadians fought from loyalty to Britain while the war also strengthened a distinct Canadian state.
2. The idea of national birth at Vimy is contested. It captures later memory but can obscure earlier nation-building and the multinational nature of the battle.
3. Military success carried unequal costs. Casualties, disability, inflation, internment, and political division complicated celebratory narratives.
4. Conscription revealed limits to national unity. The 1917 crisis reflected language, religion, region, and different interpretations of Canada's obligations.
5. Robert Borden expanded Canada's international standing. His diplomacy linked battlefield contribution to representation at Versailles and the League.
