Canada Between Atlantic Alliance and Continental Defence

Canada and NATO

1. 4 April 1949: Canada became one of the twelve founding members of the North Atlantic Treaty Organization.
2. Collective defence defined the alliance: Article 5 treated an attack on one member as an attack on all.
3. Louis St Laurent supported membership: His government saw NATO as protection against Soviet expansion and US isolationism.

3. Operation Dismantle challenged the decision in court. A coalition of peace groups sued the federal government, arguing that permitting testing increased the risk of nuclear war and violated the Canadian Charter of Rights and Freedoms.
4. The Supreme Court dismissed the challenge in 1985. In Operation Dismantle v. The Queen, the Court ruled that Cabinet decisions on defence policy were not simply immune from judicial review, but rejected the claim on the facts, finding no proven causal link between testing and increased nuclear risk.
5. Mass protests accompanied the testing program. The End the Arms Race coalition organised some of the largest demonstrations in Canadian history, including an October 1983 Vancouver rally that drew tens of thousands of people.
6. Testing proceeded despite continued opposition. Cruise missiles were tested over the Primrose Lake Evaluation Range in Alberta and Saskatchewan from 1984, guided along a route designed to mimic Arctic terrain the missiles would cross en route to Soviet targets.
7. The controversy exposed a split between government and public opinion. Polls through the mid-1980s showed a majority of Canadians opposed cruise missile testing, even as the Mulroney government, elected in 1984, continued the Trudeau-era agreement.
