Wilson's Moral and Democratic Claims

1. Woodrow Wilson entered office in 1913. He criticized the close relationship between Taft's diplomacy and private banking interests.
2. Wilson promised a more principled policy. He claimed the United States should support constitutional government, democracy, and national self determination.
3. Recognition became a moral instrument. Washington could refuse diplomatic relations with governments that gained power through violence.
4. Wilson distrusted some established elites. He believed reform and lawful institutions could create more stable societies.
5. The policy retained paternal assumptions. American leaders still claimed authority to judge which governments were legitimate and civilized.
6. Economic and strategic concerns did not disappear. Trade, property, the Panama Canal, debt, and regional security continued to shape decisions.
7. Moral diplomacy therefore contained an unresolved tension. Democratic language could justify intervention against governments that resisted American expectations.

The Mexican Revolution and Nonrecognition

1. Mexico entered revolution in 1910. The overthrow of Porfirio Díaz produced political conflict, social demands, and competing armed movements.
2. Victoriano Huerta seized power in February 1913. President Francisco Madero was murdered after the coup.
3. Wilson refused to recognize Huerta. He declared that the United States would not support a government of butchers.
4. Nonrecognition aimed to force political change. Wilson supported constitutionalist opponents led by Venustiano Carranza.
5. The policy interfered in Mexican sovereignty. Washington treated recognition and arms access as tools for shaping the revolution's outcome.
6. American business interests complicated decisions. Oil, mining, railways, land, and the safety of US citizens remained important.
7. Mexican factions rejected outside control. Even leaders who benefited from American pressure defended national independence.

The Veracruz Intervention

1. The Tampico incident escalated tensions in April 1914. Mexican authorities briefly detained American sailors and then released them.
2. Admiral Henry Mayo demanded a formal salute. Huerta's government apologized but refused the ceremonial demand.
3. Wilson used a German arms shipment as the immediate trigger. He ordered the occupation of Veracruz to prevent weapons reaching Huerta.
4. American forces seized the port on 21 April 1914. Fighting killed both Mexican defenders and American personnel.
5. The intervention weakened Huerta. It also generated nationalist anger across Mexican political factions.
6. Latin American mediation helped end the crisis. Argentina, Brazil, and Chile organized the ABC conference at Niagara Falls.
7. US forces withdrew in November 1914. The episode showed how a moral claim against dictatorship produced direct military occupation.

Pancho Villa and the Punitive Expedition

1. Wilson later recognized Carranza's government. The decision angered rival revolutionary leader Pancho Villa.
2. Villa's forces raided Columbus, New Mexico. The attack of 9 March 1916 killed American soldiers and civilians.
3. Wilson ordered a punitive expedition. General John J. Pershing led thousands of troops into northern Mexico.
4. The expedition failed to capture Villa. It did disperse some forces and gather experience for the US Army.
5. Mexican opposition grew quickly. Carranza demanded withdrawal and Mexican troops clashed with American soldiers at Carrizal.
6. War was narrowly avoided. Diplomatic negotiation limited escalation while the European conflict demanded greater attention.
7. The troops withdrew in early 1917. The operation again placed military force behind Wilson's claim to defend law and order.

Haiti and Long Term Occupation

1. Haiti faced repeated political and financial crises. European and American creditors competed for influence while governments changed rapidly.
2. President Vilbrun Guillaume Sam was killed in 1915. Wilson responded by sending US Marines to occupy the country.
3. American officials took control of customs and finance. A treaty established extensive supervision over revenue, security, and administration.
4. The occupation rewrote Haiti's constitution. Changes permitted foreign land ownership and expanded executive authority.
5. Forced labour provoked resistance. The corvée system and military rule contributed to the Caco rebellions.
6. Occupation contradicted self determination. Policies claimed reform and stability while denying Haitians control over major institutions.
7. US forces remained until 1934. The length of occupation revealed the durable consequences of Wilsonian intervention.

The Dominican Republic and Nicaragua

1. Wilson maintained intervention in Nicaragua. Marines and financial supervision continued despite criticism of dollar diplomacy.
2. The Bryan Chamorro Treaty expanded strategic rights. Signed in 1914, it granted canal options and naval privileges to the United States.
3. The Dominican Republic entered crisis in 1916. Conflict over fiscal control and presidential succession led to military occupation.
4. A US military government ruled until 1924. It reorganized finance, infrastructure, and security forces without Dominican consent.
5. Occupation created both reforms and resistance. Roads and administration improved while censorship, coercion, and foreign control produced anger.
6. Wilson used old instruments under new language. Customs control, Marines, compliant governments, and treaty pressure remained central.
7. The pattern showed continuity across administrations. Moral diplomacy changed justification more clearly than methods or regional hierarchy.

Moral Diplomacy and the First World War

1. Wilson initially emphasized neutrality in Europe. He argued that the United States should remain impartial in thought as well as action.
2. Neutrality protected trade but became difficult. Submarine warfare, financial ties, and attacks on shipping increasingly favoured the Allied side.
3. Wilson framed entry in moral terms in 1917. He claimed the world must be made safe for democracy.
4. The Fourteen Points extended moral diplomacy globally. They promoted open diplomacy, reduced barriers, national claims, and a League of Nations.
5. Self determination was applied unevenly. Colonial peoples and many groups within empires did not receive the independence they expected.
6. Domestic wartime policy restricted dissent. The Espionage and Sedition Acts challenged the democratic language used abroad.
7. The global programme shared the regional contradiction. Universal ideals accompanied selective power and unequal implementation.

Puerto Rico and the Jones-Shafroth Act

1. The United States annexed Puerto Rico after the Spanish-American War in 1898.
2. The Foraker Act of 1900 created a civilian government. It withheld full American citizenship and left Puerto Ricans without voting representation in Congress.
3. Congress passed the Jones-Shafroth Act in 1917. It granted Puerto Ricans US citizenship and created an elected legislature, though Congress retained final authority over the island.
4. Citizenship arrived alongside wartime obligation. Puerto Rican men became eligible for the draft the same year the United States entered the First World War.
5. The measure fit Wilson's broader language of consent. Granting citizenship could be presented as extending self-government even though ultimate control remained in Washington.
6. Puerto Rican opinion was divided. Some welcomed citizenship as a step toward equality, while nationalists argued it preserved colonial subordination without full statehood or independence.
7. Puerto Rico shows the limit of moral diplomacy's reach. Unlike Mexico, Haiti, or Nicaragua, it received no armed intervention because it was already under direct American sovereignty.

Charlemagne Péralte and Armed Resistance in Haiti

1. Charlemagne Péralte organized the principal resistance to occupation. A local official punished under the corvée system, he escaped custody and led the Cacos rebellion from 1918.
2. The Cacos drew on peasant grievances. Forced labour, loss of land, and resentment of foreign military rule fed recruitment across rural Haiti.
3. Fighting intensified through 1919. Péralte's forces controlled parts of the countryside outside direct Marine control.
4. US Marines killed Péralte in a covert operation. Two Marines disguised as Cacos fighters infiltrated his camp in October 1919.
5. Photographs of his body were circulated as a warning. American officers intended the image to demoralize remaining fighters, but many Haitians treated it as evidence of martyrdom.
6. Benoit Batraville continued the rebellion after Péralte's death. Resistance gradually declined through 1920 as Marine reinforcements suppressed remaining Cacos bands.
7. The rebellion embarrassed the occupation's democratic claims. A US Senate inquiry in the early 1920s investigated allegations of Marine abuse and summary killings during the campaign.
8. Similar resistance appeared elsewhere under occupation. Augusto César Sandino later led guerrilla opposition to US Marines in Nicaragua during the 1920s, showing the pattern was not confined to Haiti.

Assessment and Historical Debate

1. Wilson changed the language of foreign policy. Democracy, constitutionalism, and moral purpose became explicit tests of legitimacy.
2. His administration intervened repeatedly. Mexico, Haiti, the Dominican Republic, and Nicaragua experienced coercion or occupation.
3. Intervention sometimes removed hostile rulers. It rarely created the stable democratic order Wilson promised.
4. Strategic and economic interests remained influential. Canal security, debt, investment, and regional dominance shaped choices.
5. Alan McPherson emphasizes Latin American resistance. His work shows how local actors contested occupation and forced policy adjustments.
6. Lloyd Ambrosius examines Wilsonian internationalism. He highlights both the ambition of Wilson's ideals and the limits of their application.
