Neutrality in 1914

1. Wilson declared neutrality in August 1914. He urged Americans to remain impartial in thought as well as action.
2. Neutrality reflected long standing political caution. Many citizens feared European alliances and wars that seemed remote from American security.
3. The population contained divided loyalties. German Americans, Irish Americans, British sympathizers, immigrants, and pacifists interpreted the conflict differently.
4. Progressives disagreed over war. Some believed mediation could create reform while others argued that militarism threatened democracy.
5. The administration preserved legal trade with belligerents. Neutral rights allowed commerce as long as American ships followed international law.
6. Geography favoured the Allies. British naval control limited trade with Germany while commerce with Britain and France expanded.
7. Neutrality became economically uneven. American markets and finance increasingly supported the Allied war effort before formal entry.

Trade, Loans, and Preparedness

1. Allied purchases stimulated American production. Food, steel, chemicals, machinery, munitions, and other exports rose sharply.
2. Private loans strengthened financial ties. By 1917, Allied governments owed American banks far more than the Central Powers.
3. J. P. Morgan acted as a major Allied purchasing agent. Its role connected finance, procurement, shipping, and industrial output.
4. Economic ties did not make entry automatic. Many business leaders still preferred profitable neutrality to the risks of war.
5. The preparedness movement demanded stronger defence. Theodore Roosevelt, Leonard Wood, and eastern elites promoted military training and naval growth.
6. Wilson gradually expanded armed forces. The National Defense Act and Naval Act of 1916 increased the army, National Guard, and fleet.
7. Preparedness remained politically contested. Pacifists, socialists, and rural reformers warned that military expansion served financiers and arms manufacturers.

Submarine Warfare and the Lusitania

1. Germany used submarines against the British blockade. U boats threatened merchant shipping carrying supplies to the Allies.
2. The Lusitania was sunk on 7 May 1915. Nearly 1,200 people died, including 128 Americans.
3. Wilson demanded accountability and neutral rights. He rejected unrestricted attacks on passenger and merchant vessels.
4. Secretary of State William Jennings Bryan resigned. He believed Wilson's protests were too favourable to the Allies and risked war.
5. Germany temporarily moderated submarine policy. The Arabic and Sussex pledges limited attacks under American pressure.
6. Public opinion hardened against Germany. Reports of invasion, submarine warfare, and alleged atrocities influenced perceptions.
7. The crisis showed the limits of neutrality. American rights at sea depended on belligerents accepting rules they considered militarily costly.

The Election of 1916 and the Road to War

1. Wilson campaigned on keeping the country out of war. The slogan appealed to voters who valued peace, although the administration also supported preparedness.
2. He narrowly defeated Charles Evans Hughes. Western states and progressive voters proved crucial to reelection.
3. Wilson attempted mediation after the election. His peace without victory speech sought a settlement that avoided punitive triumph.
4. Germany resumed unrestricted submarine warfare. The decision took effect on 1 February 1917 and assumed Britain could be defeated before US forces mattered.
5. The Zimmermann Telegram intensified alarm. Germany proposed an alliance with Mexico if the United States entered the war.
6. American merchant ships were sunk. Submarine attacks turned a general threat into a direct challenge to citizens, commerce, and national authority.
7. Wilson requested war on 2 April 1917. Congress declared war on Germany four days later.

Reasons for Entry

1. Submarine warfare was the immediate cause. It directly challenged American shipping and the principle of neutral freedom of the seas.
2. Security concerns broadened the decision. A German victory threatened the European balance and American influence in the Atlantic world.
3. Economic interests supported the Allied connection. Trade, loans, and financial exposure made Allied defeat potentially costly.
4. The Zimmermann Telegram shaped public interpretation. It suggested that Germany might exploit conflict along the American border.
5. Wilson framed entry as a defence of democracy. The Russian Revolution removed the embarrassment of fighting alongside the tsarist autocracy.
6. Domestic political credibility mattered. Continued attacks after repeated warnings could make the administration appear powerless.
7. No single factor fully explains entry. Immediate crisis, long term alignment, ideology, economics, and strategic calculation interacted.

Mobilization at Home

1. The Selective Service Act created mass conscription. About 24 million men registered and nearly 3 million were drafted.
2. Federal agencies coordinated the economy. The War Industries Board, Food Administration, and Railroad Administration directed production and transport.
3. Liberty Bonds financed much of the war. Public campaigns tied saving and investment to patriotic citizenship.
4. The Committee on Public Information promoted support. George Creel's agency used posters, films, speeches, and news material.
5. Civil liberties were restricted. The Espionage Act of 1917 and Sedition Act of 1918 criminalized forms of antiwar speech and obstruction.
6. Women and minorities entered new jobs. Wartime labour demand expanded opportunities while discrimination and inequality persisted.
7. The Great Migration accelerated. Hundreds of thousands of African Americans moved from the South to northern and midwestern industrial cities.

The American Expeditionary Forces

1. General John J. Pershing commanded the AEF. He resisted fully dispersing American troops into British and French units.
2. US forces arrived gradually in 1917. Training, shipping, equipment, and organization delayed large scale combat.
3. The German spring offensives created urgency in 1918. American units helped reinforce exhausted Allied armies.
4. Major operations included Saint Mihiel and Meuse Argonne. The latter became the largest American offensive of the war.
5. More than 2 million Americans served in Europe. Their presence added manpower and strengthened Allied confidence.
6. Disease caused enormous losses. The influenza pandemic spread through camps, ships, and military communities.
7. American material power mattered beyond battlefield numbers. Food, credit, shipping, and industrial supply sustained the Allied coalition.

African American Soldiers and the Harlem Hellfighters

1. Roughly 380,000 African Americans served in the war. Most worked in segregated labour and service units rather than combat roles.
2. The 369th Infantry Regiment became known as the Harlem Hellfighters. Formed largely from New York National Guard volunteers, it saw extensive combat under French command.
3. French forces integrated the unit more readily than American commanders. Racial segregation in the US Army led officials to attach Black regiments to the French, who used them in frontline combat.
4. The regiment spent more time under fire than most American units. It earned the Croix de Guerre for sustained combat performance.
5. Henry Johnson became one of the war's most decorated soldiers. He fought off a German raiding party in hand to hand combat and later received the Medal of Honor, awarded posthumously in 2015.
6. Segregation and discrimination continued despite service records. Returning Black veterans faced violence and exclusion, feeding the tensions that contributed to the Red Summer of 1919.

Women's War Work and the Path to Suffrage

1. Women entered war industries and support roles in large numbers. They worked in munitions plants, as nurses, telephone operators, and clerical staff for the military.
2. Around 25,000 American women served overseas in support roles. Nurses and the Army Signal Corps 'Hello Girls' operated close to combat zones.
3. Suffragists argued that wartime service earned political recognition. Leaders including Carrie Chapman Catt linked women's contribution to the war effort with the case for the vote.
4. Wilson endorsed suffrage as a war measure in 1918. He told the Senate that woman suffrage was vital to winning the war and securing a just peace.
5. Congress passed the Nineteenth Amendment in 1919. States ratified it in 1920, extending the vote to women nationwide.
6. The war did not resolve all suffrage divisions. The National Woman's Party had used more confrontational tactics, including picketing the White House, during the war itself.

Impact and Historical Assessment

1. Entry helped ensure Allied victory. American manpower and resources made a prolonged German war increasingly impossible.
2. The war expanded federal power. Mobilization established precedents for economic management, propaganda, taxation, and conscription.
3. Society changed unevenly. Labour demand, migration, women's work, repression, racial violence, and public health crisis occurred together.
4. The United States gained diplomatic influence. Wilson entered the peace conference with financial leverage and a programme for international reform.
5. Disillusionment followed quickly. Casualties, repression, the peace settlement, and partisan conflict encouraged demands for reduced commitment.
6. Michael Kazin emphasizes contested mobilization. His work highlights the strength of antiwar movements and coercion required to secure consent.
7. Participation marked a major but incomplete global turn. The United States shaped victory and peace yet refused permanent membership in the League of Nations.
