Taft's Foreign Policy Approach

1. William Howard Taft entered office in 1909. He inherited a large navy, the Roosevelt Corollary, and an established pattern of Caribbean intervention.
2. Taft emphasized investment and financial expertise. His administration argued that private capital could extend influence more efficiently than repeated military action.
3. The phrase was substituting dollars for bullets. Economic engagement was presented as a peaceful alternative to conquest and occupation.
4. Secretary of State Philander Knox shaped the policy. He had close ties to corporate law and believed diplomacy should support American banking and commercial expansion.
5. The policy pursued strategic as well as economic goals. Investment could exclude European creditors, stabilize governments, and protect approaches to the Panama Canal.
6. State and business remained distinct actors. Private banks sometimes rejected risks that diplomats wanted them to accept.
7. Dollar diplomacy therefore depended on coercive support. Financial influence worked only when local governments, investors, and American officials cooperated.

The Logic of Financial Control

Nicaragua and the Fall of Zelaya

1. President José Santos Zelaya pursued an independent policy. He sought foreign loans and canal options that could reduce American influence.
2. A rebellion challenged Zelaya in 1909. The Taft administration supported opponents and broke diplomatic relations after two Americans were executed.
3. US pressure helped force Zelaya's resignation. His successor José Madriz also failed to secure American recognition.
4. Adolfo Díaz became president in 1911. A former mining company employee, he was considered more cooperative with American interests.
5. American bankers arranged new loans. Financial agreements gave outside representatives influence over customs and the national bank.
6. Domestic opposition continued. Liberals and nationalists rejected the government and the loss of financial sovereignty.

The US Occupation of Nicaragua

Continuity with Roosevelt and Wilson

The Dominican Republic and the Origins of Receivership

6. The Senate ratified a formal convention in 1907. The Dominican-American Convention placed a US-appointed receiver-general over customs collection, dividing revenue between debt repayment and Dominican government expenses.
7. President Ramón Cáceres cooperated with the arrangement. His government used the resulting fiscal stability to reduce internal conflict during his presidency.
8. Cáceres was assassinated in 1911. His death reopened factional competition for power and undermined the stability the receivership was meant to secure.
9. Renewed instability eventually produced full occupation. Continued unrest after Cáceres contributed to the US military occupation of the Dominican Republic that Wilson ordered in 1916.
10. The Dominican case became the template Taft extended. Its combination of customs receivership, an appointed financial official, and the threat of force reappeared in Nicaragua, Honduras, and Liberia.

Domestic Opposition in Congress and Public Life
