Social Effects: Remaking Everyday Life

Art and Culture in Service of the Revolution

1. At the 1942 Yan'an Forum on Literature and Art, Mao declared that all art must serve the workers, peasants, and soldiers, leaving no room for art that existed for its own sake.
2. Once the People's Republic was established, censorship and propaganda became central to reshaping Chinese society, and thousands of books were burned for being politically incorrect.
3. The campaign against foreign culture was relentless: Western films and music were banned outright, and jazz in particular was prohibited.
4. English was treated as the language of foreign exploitation, and in the former French sector of Shanghai, streets with foreign names were renamed to erase the colonial past.
5. Writers and artists who conformed to Party expectations were rewarded with state salaries and housing, while those who did not were labelled rightists during the Anti-Rightist Campaign of 1957.
6. Reflecting on this era in 1996, Deng Pufang, the son of Deng Xiaoping, said that the Cultural Revolution was a disaster not just for the Party but for the whole people, with around one hundred million people its victims.

Jiang Qing and Revolutionary Culture

1. During the Cultural Revolution, Jiang Qing, Mao's fourth wife, became what Mao called the cultural purifier of the nation, controlling virtually all cultural production in China as a leading member of the Central Cultural Revolution Group and later the Gang of Four.
2. Jiang reduced China's entire theatrical output to eight model operas, revolutionary opera-ballets telling stories of the proletariat's triumph over class enemies.
3. These eight works celebrated heroic workers and peasants defeating landlords, capitalists, and foreign imperialists on stage.
4. For a population of 800 million people, only these eight works were deemed acceptable, and no other performances were permitted.
5. This near-total narrowing of permitted culture shows how completely social and creative life could be subordinated to a single ideological message under authoritarian rule.

Destroy the Four Olds

1. Red Guards were ordered to destroy the Four Olds: old customs, old culture, old habits, and old ideas.
2. Temples were demolished, Buddhist and Confucian texts were burned, family genealogies were destroyed, and antiques were smashed across the country.
3. In Beijing alone, 4,922 of the city's 6,843 designated cultural heritage sites were damaged or destroyed.
4. Monks and nuns were forced to publicly renounce their faith, and gravestones commemorating ancestors were overturned.
5. Traditional Chinese painting, calligraphy, and music were condemned as feudal remnants of the old society.
6. In some cases children were urged to knock the heads off flowers to demonstrate their contempt for bourgeois concepts of beauty.

Literacy and Language Reform

1. In 1949 roughly 80 percent of China's population was illiterate, and most peasants had never attended school.
2. Mao made mass education a priority from the start, and by 1976 literacy had risen to around 70 percent, one of the most significant achievements of his rule.
3. One of the biggest obstacles to mass literacy was the Chinese writing system itself, which relied on thousands of ideograms that a literate person needed to memorise individually.
4. In 1958 the PRC introduced Pinyin, a system representing Mandarin sounds using the Latin alphabet, allowing spoken Mandarin to be written in a standardised form for the first time.
5. The government also simplified thousands of traditional characters, reducing the number of strokes needed to write them and making basic literacy achievable within a few years.
6. The number of primary school students rose from 24 million in 1949 to 150 million by 1965, a scale of expansion that transformed rural childhood for tens of millions of families.

Education as an Ideological Instrument

1. The school curriculum was built around Marxism-Leninism and Mao Zedong Thought rather than around a politically neutral body of knowledge.
2. Students spent significant time on political study sessions, manual labour, and self-criticism meetings alongside conventional academic subjects.
3. Textbooks were rewritten to reflect the Party line, and history was taught as a continuous story of class struggle.
4. Science education was subordinated to ideological correctness, particularly during the Great Leap Forward, when Lysenkoist agricultural theories replaced genuine biology in the curriculum.
5. Secondary and university enrolment also expanded during this period, though access remained heavily skewed toward urban areas and the children of Party cadres.

The Cultural Revolution and the Lost Generation

1. Schools and universities closed in 1966 as students were mobilised as Red Guards, and about 130 million young people stopped attending school.
2. Teachers were a primary target of Red Guard violence, publicly humiliated in struggle sessions, beaten, and in some cases killed simply for being educated.
3. Being educated at all was frequently treated as evidence of bourgeois thinking during this period.
4. Around 12 million urban youth were sent to the countryside under the Down to the Countryside Movement, supposedly to learn from the peasants.
5. Many of these young people spent years doing manual labour on remote farms with no access to further education.
6. Universities did not fully reopen until the early 1970s, and when they did, admission was based on political loyalty and class background rather than academic ability, leaving this cohort known ever after as the lost generation.

Health Reforms and the Patriotic Health Movements

1. One of the biggest challenges facing the new government in 1949 was the lack of any universal access to healthcare, especially in the countryside.
2. From 1949 onward, the Party ran patriotic health movements, communal campaigns to eradicate insects and drain swamps to prevent the spread of diseases such as dysentery and malaria.
3. Many more doctors and nurses were trained throughout the 1950s, allowing large numbers of people to receive professional medical care for the first time.
4. The Cultural Revolution badly damaged this progress, as doctors were targeted for their supposedly bourgeois lifestyles, and in some cases patients, including women in childbirth, were denied anaesthetics and painkillers because showing pain was condemned as a bourgeois reaction.
5. By the late 1960s a crash programme trained over a million barefoot doctors by 1973, young paramedics who lived with rural communities and provided basic medical treatment, often free of charge.

Weighing Gains Against Costs

1. The rise in literacy from around 20 percent to around 70 percent under Mao represents a genuine, measurable social achievement.
2. Set against this is the Cultural Revolution's decade-long destruction of formal education and much of China's cultural heritage.
3. The same state that trained over a million barefoot doctors to bring free healthcare to the countryside also, during the Cultural Revolution, denied basic pain relief to patients as a matter of revolutionary principle.
4. Holding these contradictory outcomes together, rather than resolving them into a single simple verdict, is central to a well-supported assessment of Mao's social record.

Historiography: Progress or Destruction?

Comparing Social Engineering Across Case Studies

1. Mao's remaking of culture, education, and everyday social life through direct state control recurs, in different forms, across every case study in this unit.
2. Castro's Cuba ran its own mass literacy campaign in 1961, cutting illiteracy from around 23.6 percent to around 3.9 percent in a single year, a pace of change comparable to Mao's education drive.
3. Hitler's Germany pursued a similarly totalising cultural control through the Reich Chamber of Culture, though its purpose was racial and eliminationist rather than class-based as in Mao's China.

Family Life and the Danwei System

1. The 1950 Marriage Law banned arranged and child marriage, abolished concubinage, and gave women equal rights to divorce, directly reshaping family relationships across China.
2. From 1958, people's communes reorganised daily life around collective work, communal dining halls, and shared childcare, extending state control deep into family routines.
3. The hukou household registration system, introduced the same year, tied families to their home area and made it very difficult to move for reasons such as reuniting with relatives elsewhere.
4. Beyond the workplace, the danwei work unit structured much of everyday social life, organising housing, childcare, and even permission to marry or have children.
5. Because a person's danwei controlled so many aspects of daily life, relationships with supervisors and colleagues took on unusually high stakes, since a poor relationship could affect housing or promotion.
6. Extended family networks, traditionally central to Chinese social life, were weakened as the state increasingly took over functions such as welfare, childcare, and eldercare that families had previously provided.
7. Public self-criticism and small-group political study sessions, common within the danwei, meant that even private opinions were expected to be shared and corrected collectively rather than kept to oneself.
8. This blurring of public and private life, extending state authority into spaces that had once been family or personal, was one of the more pervasive if less dramatic social effects of authoritarian rule.

Propaganda in Daily Life

1. Beyond formal art and theatre, propaganda saturated everyday life through loudspeakers, wall posters, and compulsory political study sessions in workplaces and schools.
2. Portraits of Mao became near-ubiquitous in homes and public spaces, and the Little Red Book of Mao's quotations was distributed in hundreds of millions of copies, especially during the Cultural Revolution.
3. Public loyalty rituals, including morning readings from the Little Red Book and dances performed before Mao's portrait, became part of ordinary daily routine for many citizens during the Cultural Revolution's most intense years.
4. This constant, everyday presence of propaganda meant that political loyalty was not confined to formal events but was woven into the rhythm of daily life itself.

Youth Organisations and the Shaping of a New Generation

1. Beyond the Red Guards of the Cultural Revolution, the Communist Youth League and the Young Pioneers organised children and teenagers from an early age into structured, ideologically guided activities.
2. Membership in these youth organisations became an important marker of political reliability, shaping a young person's later access to education, Party membership, and career opportunities.
3. Through these organisations the state aimed to raise a generation whose first loyalty was to the Party and to Mao rather than to family, religion, or older Chinese traditions.
