Dien Bien Phu and Geneva: French defeat produced a divided Vietnam

1. First Indochina War: War between France and the Democratic Republic of Vietnam widened after 1946. The Viet Minh combined guerrilla warfare with political mobilisation in rural areas. France struggled to restore colonial authority without a durable Vietnamese political base.
2. Cold War setting: The Chinese Communist victory in 1949 transformed the regional balance. China supplied training, weapons and sanctuary to the Viet Minh. The USA increased financial support for the French war effort.
3. French strategy: France sought a decisive battle that would destroy Viet Minh main forces. Dien Bien Phu was selected to threaten supply routes into Laos. The remote valley instead left the garrison dependent on vulnerable air supply.
4. Viet Minh preparation: Vo Nguyen Giap moved artillery and supplies through difficult terrain around the valley. Large labour forces constructed roads, trenches and concealed gun positions. Logistics and mobilisation challenged French assumptions about Vietnamese capability.
5. Siege: The battle began on 13 March 1954 and lasted fifty six days. Viet Minh trenches steadily narrowed the French defensive perimeter. French airfields became unusable and resupply increasingly failed.
6. Victory: The French garrison surrendered on 7 May 1954. The defeat destroyed confidence in a military solution and accelerated negotiations. Dien Bien Phu became a symbol of anti colonial victory across Asia and Africa.
7. Geneva conference: The conference brought together France, the DRV, Britain, the USSR, China and other parties. Negotiators sought to end fighting while limiting wider escalation. Vietnamese outcomes were shaped by great power interests as well as battlefield success.
8. Seventeenth parallel: Vietnam was temporarily divided near the seventeenth parallel. Viet Minh forces regrouped in the north while French Union forces regrouped in the south. The line was intended as a military boundary rather than a permanent international frontier.
9. Elections: The settlement anticipated nationwide elections in 1956. The State of Vietnam and the USA did not formally sign the final declaration. The failure to hold elections converted a temporary settlement into prolonged division.
10. Northern state: The DRV consolidated authority in Hanoi and pursued socialist transformation. Land reform aimed to break landlord power but involved coercion and serious abuses. The north combined revolutionary legitimacy with increasingly centralised party rule.
11. Southern state: Ngo Dinh Diem displaced Bao Dai and established the Republic of Vietnam in 1955. American support helped Diem build security forces and administrative institutions. His refusal of nationwide elections was justified through claims that free voting was impossible in the north.
12. Regional consequences: Laos and Cambodia also received recognition of independence at Geneva. Foreign influence and unresolved armed movements continued within both states. The accords ended one war while leaving structures that contributed to later conflicts.
