Women's Experiences during the First World War in the United States

Women before United States Entry

1. Women already formed a major workforce. They were concentrated in domestic service, textiles, teaching, clerical work, agriculture, and family businesses.
2. Employment was divided by race and class. White middle-class women had greater access to teaching and office work, while Black women were concentrated in domestic and agricultural labour.
3. The suffrage movement was nationally organized. The National American Woman Suffrage Association pursued state campaigns and a federal amendment.
4. Alice Paul promoted more confrontational tactics. The National Woman's Party picketed the White House and directly blamed Wilson for delay.
5. Progressive women built reform networks. Settlement houses, labour leagues, temperance organizations, and professional associations connected social policy to citizenship.
6. Pacifism had influential female leaders. Jane Addams and the Woman's Peace Party opposed militarism and promoted mediation.
7. War divided women's activism. Some embraced patriotic service, while others warned that repression and violence contradicted democracy.

Military Service and Nursing

1. Women served as military nurses. More than 20,000 Army nurses and over 1,400 Navy nurses served during the war.
2. Nurses worked near severe danger. They treated battle wounds, gas injuries, infection, and influenza in crowded hospitals.
3. The Navy enlisted women in uniform. About 11,000 yeomen served in clerical, communications, translation, and administrative roles.
4. The Marine Corps accepted women reservists. Several hundred performed office duties that released men for other service.
5. Women lacked equal military status. Most did not receive the same rank, authority, benefits, or recognition as male personnel.
6. Black nurses faced exclusion. The Army admitted only a small number late in the war and assigned them to segregated facilities.
7. Service challenged gender boundaries. Women demonstrated competence in military institutions while remaining restricted to roles defined as supportive.

Industrial and Clerical Work

1. War production increased demand for women workers. Factories hired women in munitions, metalwork, electrical goods, transport equipment, and food processing.
2. Clerical employment grew rapidly. Federal agencies, railways, banks, and corporations needed typists, telephone operators, and record keepers.
3. Women worked in transport. They became streetcar conductors, ticket agents, elevator operators, and delivery workers in some cities.
4. Employers described women as temporary substitutes. This language protected male claims to jobs and reduced pressure for equal wages.
5. Pay inequality remained widespread. Women often earned less than men for comparable work and had fewer opportunities for promotion.
6. Dangerous conditions continued. Long hours, toxic materials, industrial accidents, and weak protection shaped factory experience.
7. Wartime work widened expectations. Earning wages and learning new skills strengthened demands for economic independence and recognition.

Agriculture, Conservation, and Voluntary Work

1. Women sustained farms and rural households. They managed production, accounts, food preservation, and family labour during male absence.
2. The Woman's Land Army recruited farm workers. Thousands of women performed seasonal agricultural labour and challenged assumptions about physical work.
3. The Food Administration mobilized households. Women were asked to conserve wheat, meat, sugar, and fuel as a patriotic responsibility.
4. The Red Cross organized mass participation. Women prepared bandages, knitted clothing, raised funds, and staffed local relief programs.
5. Community work could be compulsory in tone. Local organizations monitored bond buying, food conservation, and visible patriotic behaviour.
6. Unpaid labour supported the state. Government campaigns depended on women to translate national policy into household practice.
7. Voluntary service carried political meaning. Supporters argued that contribution to national survival proved women's fitness for full citizenship.

Suffrage and the Nineteenth Amendment

1. War strengthened the suffrage case. Activists used women's service to argue that citizenship duties required citizenship rights.
2. Carrie Chapman Catt linked suffrage to patriotism. NAWSA supported the war while lobbying Wilson and Congress for a federal amendment.
3. The National Woman's Party maintained pressure. Silent Sentinels picketed the White House and endured arrest and force-feeding.
4. Wilson endorsed the amendment in 1918. He presented women's enfranchisement as a necessary war measure and democratic reform.
5. Congress passed the amendment in 1919. The required two-thirds majorities followed earlier failed votes.
6. Ratification came in August 1920. Tennessee became the decisive thirty-sixth state.
7. The amendment had major limits. Poll taxes, literacy tests, violence, citizenship rules, and local discrimination continued to exclude many women.

Race, Migration, and Unequal Opportunity

1. Black women joined the Great Migration. They moved to northern cities for wages, family networks, education, and escape from Jim Crow violence.
2. Employment remained restricted. Many were confined to domestic service, laundry, food work, or the lowest-paid industrial positions.
3. Community organizations expanded. Black women's clubs, churches, and mutual-aid networks supported migrants and soldiers' families.
4. The National Association of Colored Women mobilized. Its members combined war service with campaigns against lynching and racial discrimination.
5. Ida B. Wells challenged racial violence. She documented lynching and criticized a democracy that failed to protect Black citizens.
6. Mexican American women supported wartime labour. They worked in agriculture, food processing, domestic service, and urban industry while facing racialized pay and housing.
7. Native American women experienced conflicting pressures. Community service and military support existed alongside assimilation policies and unequal citizenship.

Demobilization and Lasting Change

1. Many women were pushed out of wartime jobs. Employers and unions often restored positions to returning male veterans.
2. Some occupational changes endured. Clerical, retail, telephone, and professional employment continued to expand for women in the 1920s.
3. The war altered public visibility. Uniformed service, factory work, and political organizing made women's national contribution harder to dismiss.
4. Marriage bars and wage inequality remained. Economic independence was limited by workplace rules and assumptions about male breadwinners.
5. Consumer culture created new roles. Advertising and mass production targeted women as household purchasers while also offering jobs in sales and media.
6. Suffrage changed formal politics. Parties developed women's divisions and courted female voters, though women did not vote as a single bloc.
7. Change was significant but uneven. Race, class, region, family status, and occupation shaped who gained lasting opportunity.

Organized Suffrage Militancy

1. Alice Paul led a more confrontational suffrage strategy. Her National Woman's Party organized the Silent Sentinels, who picketed the White House daily from 1917, some enduring arrest and forced feeding during hunger strikes in prison.
2. The Doughnut Girls served troops close to the front. Salvation Army and YMCA volunteers ran canteens near the front lines in France, becoming a widely publicized symbol of women's wartime service.
3. The Woman's Land Army placed urban women on farms. Coordinated nationally, it trained thousands of women in agricultural work to offset the loss of male farm labour to the draft.
4. President Wilson linked suffrage to the war effort. In a 1918 speech to Congress, he argued that women's wartime contributions made the vote a matter of justice, helping build momentum for the Nineteenth Amendment.
5. Historians differ on whether the war caused suffrage success. Some credit wartime service with tipping the political balance, while others point to decades of prior organizing and note suffrage had already passed in many states before 1917.

Historical Assessment

1. The war accelerated existing trends. Women's employment and suffrage activism predated 1917, but mobilization increased their scale and visibility.
2. Service did not automatically create equality. Patriotic contribution could reinforce maternal and supportive roles as well as challenge them.
3. The Nineteenth Amendment was a major achievement. It altered constitutional citizenship while leaving racial voter suppression intact.
4. Economic change was partly temporary. Industrial entry widened experience, but demobilization restored many gender barriers.
5. Maurine Greenwald emphasizes women's labour. Her work shows how wartime employment both challenged and preserved occupational segregation.

8. The Canadian Women's Army Corps (CWAC), founded in 1941, along with the Women's Division of the RCAF and the Women's Royal Canadian Naval Service, formally enrolled women in non-combat military roles for the first time.
9. Veronica Foster, nicknamed "Ronnie the Bren Gun Girl," became a widely circulated propaganda image after being photographed assembling Bren guns at the John Inglis Company plant in Toronto, symbolising women's wartime industrial labour.
10. Historian Ruth Roach Pierson argued in They're Still Women After All (1986) that wartime propaganda carefully framed women's new roles as temporary and feminine, limiting how far gender norms actually shifted.
11. The postwar "baby boom" and a renewed emphasis on domesticity pushed many Canadian women out of the industrial jobs they had held during the war, as returning veterans were prioritised for employment.
12. Approximately 50,000 women served in the three Canadian women's services during the war, working as clerks, drivers, mechanics, and wireless operators, freeing men for combat roles.
13. Women in Quebec gained the provincial vote only in 1940, a reform partly credited to wartime recognition of women's civic contributions, though full equality remained far off.
14. Married women's employment was actively encouraged through government-funded daycare centres under the 1942 Dominion-Provincial Wartime Day Nurseries Agreement, reversed once the war ended.
