Political Impact of the First World War on the United States

War Powers and Federal Authority

1. War expanded presidential authority. Woodrow Wilson directed mobilization through executive orders, emergency agencies, and broad delegations from Congress.
2. Congress passed major enabling laws. Measures on conscription, finance, production, food, transport, and speech enlarged federal responsibilities.
3. The Selective Service Act created a national draft. Local boards administered registration while federal rules determined eligibility and exemptions.
4. The government took control of railways. The Railroad Administration coordinated a fragmented system for military movement and essential freight.
5. Administrative agencies multiplied. Officials and business leaders managed resources through the War Industries Board and related bodies.
6. Federalism changed temporarily. Washington shaped policies previously left largely to states, municipalities, or private firms.
7. Emergency power outlasted the armistice in memory. Later administrations could point to 1917 and 1918 as precedents for national crisis management.

Wilson, Congress, and Partisan Politics

1. Wilson framed entry as a moral choice. He claimed the United States would defend democracy and create a more stable international order.
2. The declaration of war was not unanimous. Six senators and 50 representatives voted against it in April 1917.
3. Jeannette Rankin opposed entry. The first woman in Congress argued that war would not protect democracy at home.
4. Republicans supported mobilization but challenged Wilson. They criticized administrative inefficiency and demanded greater influence over war policy.
5. The 1918 midterm elections changed control. Republicans won both houses of Congress as the war ended.
6. Partisanship shaped the peace settlement. Wilson excluded leading Republican senators from the delegation to Paris.
7. Domestic division weakened ratification. The struggle over the Treaty of Versailles became a contest over presidential leadership, Senate power, and national commitments.

Propaganda and the Politics of Loyalty

1. The Committee on Public Information organized persuasion. George Creel coordinated posters, films, pamphlets, news releases, and public speakers.
2. Four Minute Men delivered short speeches. Thousands of volunteers promoted enlistment, bonds, conservation, and loyalty in local venues.
3. Propaganda personalized the enemy. Images portrayed German militarism as a threat to civilization and American homes.
4. The government relied on voluntary partners. Newspapers, advertisers, schools, churches, and civic groups repeated official messages.
5. Loyalty became a political test. Critics of war could be labelled disloyal even when their objections were constitutional or religious.
6. Americanization intensified. Immigrants faced pressure to use English, purchase bonds, and display visible patriotism.
7. The campaign blurred information and coercion. Public persuasion operated alongside surveillance, prosecution, and vigilante violence.

The Espionage and Sedition Acts

1. The Espionage Act was passed in June 1917. It criminalized interference with military recruitment and allowed restrictions on mailed material.
2. The Sedition Act followed in May 1918. It punished disloyal or abusive language about the government, Constitution, flag, or armed forces.
3. Socialists became major targets. Eugene V. Debs received a ten-year sentence after an anti-war speech in Canton, Ohio.
4. The postal system enforced censorship. Postmaster General Albert Burleson denied mailing privileges to radical and anti-war publications.
5. Schenck v. United States upheld conviction. In 1919 the Supreme Court accepted restrictions where speech created a clear and present danger.
6. Abrams v. United States widened controversy. The Court upheld convictions for leaflets opposing intervention in Russia, while Justice Holmes dissented.
7. Repression narrowed democratic debate. The government punished speech at the moment it claimed to fight abroad for democratic principles.

Dissent, Surveillance, and Vigilantism

1. The Justice Department monitored opposition. Federal agents investigated pacifists, labour radicals, immigrants, and socialist organizations.
2. The American Protective League assisted surveillance. Its volunteers conducted raids, checked draft cards, and reported suspected disloyalty.
3. Conscientious objectors faced pressure. Religious and moral opponents of war could receive noncombatant service, imprisonment, or abuse.
4. The IWW was prosecuted nationally. Federal raids and mass trials weakened its ability to organize miners, lumber workers, and migrant labour.
5. Vigilantes attacked dissenters. Local mobs forced bond purchases, applied tar and feathers, and committed deadly violence.
6. Robert Prager was lynched in 1918. The German-born miner's killing in Illinois showed how patriotic suspicion could become mob violence.
7. Government language legitimized intolerance. Official campaigns did not cause every attack, but they helped define disagreement as dangerous disloyalty.

War, Reform, and Constitutional Change

1. Progressive reform did not simply stop. Mobilization adopted ideas about expertise, regulation, public health, and coordinated administration.
2. The Eighteenth Amendment was ratified in 1919. Wartime grain conservation and anti-German sentiment strengthened the prohibition movement.
3. The Nineteenth Amendment passed Congress in 1919. It was ratified in 1920 and prohibited voting restrictions based on sex.
4. Women's wartime service supported suffrage arguments. Activists linked citizenship to nursing, industry, conservation, and voluntary work.
5. The amendment did not ensure equal access. Black women, Native women, Asian American women, and others still faced legal and practical barriers.
6. Federal policy recognized organized labour selectively. The National War Labor Board encouraged bargaining while radical unions faced repression.
7. Wartime reform was contradictory. The state widened participation for some groups while expanding surveillance and exclusion.

The First Red Scare

1. The Bolshevik Revolution intensified fear. Politicians and newspapers linked strikes, immigration, socialism, and revolution into a single threat.
2. Bombings in 1919 increased panic. Explosive packages and attacks on officials were used to justify a broad campaign against radicals.
3. Attorney General A. Mitchell Palmer led raids. Federal agents arrested thousands in late 1919 and early 1920.
4. J. Edgar Hoover directed intelligence work. The young official built files on radical organizations and expanded federal political surveillance.
5. Due process was often ignored. Raids used weak warrants, mass detention, coercive interrogation, and limited access to lawyers.
6. Immigrants faced deportation. The Buford transported 249 foreign-born radicals to Russia in December 1919.
7. The scare declined after May 1920. Palmer's predicted uprising failed to occur, and criticism of abuses weakened his credibility.

Testing Dissent Through the Courts

1. Eugene Debs was imprisoned for an antiwar speech. The socialist leader received a ten-year sentence under the Espionage Act in 1918 after urging resistance to the draft, and ran for president from prison in 1920.
2. Schenck v. United States upheld wartime speech restrictions. The 1919 Supreme Court decision introduced the 'clear and present danger' test, ruling that speech creating a serious risk during wartime was not protected by the First Amendment.
3. The Industrial Workers of the World faced coordinated prosecution. Federal raids in 1917 targeted the radical labour union, arresting leaders under the Espionage Act partly because of its opposition to the war and its association with strikes in war industries.
4. A. Mitchell Palmer directed the postwar Red Scare raids. As attorney general, he authorized the 1919-1920 Palmer Raids, arresting and deporting thousands of suspected radicals, many without formal charges.
5. Historians disagree on how much genuine threat justified wartime repression. Some argue real sabotage fears explain the crackdown, while others see it as a disproportionate assault on labour organizing and political dissent that had little to do with the war itself.

Historical Assessment

1. The war enlarged the modern state. Federal institutions showed an unprecedented ability to mobilize people, information, transport, and industry.
2. Political change was not wholly permanent. Many agencies closed after 1918, and the 1920 election favoured a return to normalcy.
3. Civil liberties suffered lasting damage. Legal precedents and surveillance practices made political dissent more vulnerable during later crises.
4. The peace fight exposed constitutional rivalry. Senate rejection of the Treaty showed that wartime presidential power did not erase legislative authority.
5. David Kennedy emphasizes coercive mobilization. He presents the government's weakness before 1917 as a reason it relied heavily on propaganda and compulsion.
6. Geoffrey Stone stresses free-speech failure. His interpretation highlights the breadth and injustice of wartime prosecution.
