Survivors of the Camps: Who They Were

1. When Allied forces liberated the Nazi concentration and extermination camps in 1944 and 1945, they found survivors in catastrophic physical and psychological condition. These people had endured forced labour, starvation, disease, and mass killing.
2. Soviet forces liberated Majdanek in July 1944, exposing evidence of mass murder, and reached Auschwitz in January 1945, after death marches had already removed most of the prisoners.
3. The survivors fell into several overlapping categories: Jewish victims of the Holocaust, Roma and Sinti victims of the Porajmos, political prisoners, prisoners of war (POWs), and forced labourers.
4. Each group faced distinct challenges after liberation. Their experiences of displacement depended on their nationality, ethnicity, physical condition, and whether they had a country willing to take them back.

Jewish Survivors: No Home to Return To

1. Of the approximately six million Jewish people murdered during the Holocaust, only a fraction of Europe's pre-war Jewish population survived. Many survivors emerged from the camps with no surviving family members, no homes, and no possessions. The communities they had lived in before the war had been destroyed or taken over.
2. Jewish survivors faced a unique problem among displaced persons: most had nowhere to go. In Eastern Europe, their homes had been confiscated or occupied by other families.
3. Returning often meant facing continued antisemitism and violence, as the Kielce pogrom of 1946 demonstrated.

Conditions in the DP Camps

1. Initially, the Allied occupation forces housed Jewish DPs alongside other displaced groups, including former Nazi collaborators. Jewish survivors were not recognized as a separate category.
2. They were classified by their pre-war nationality, which meant a Polish Jewish survivor was grouped with Polish non-Jewish DPs, some of whom were hostile to them.
3. The Harrison Report (August 1945) exposed these conditions. Earl Harrison, sent by President Truman, reported that Jewish DPs were living behind barbed wire, wearing concentration camp uniforms, and eating inadequate rations.
   1. Harrison wrote that "we appear to be treating the Jews as the Nazis treated them except that we do not exterminate them."
4. The report recommended that Jewish DPs be recognized as a distinct group and moved to separate, unguarded facilities.
5. After the Harrison Report, conditions improved. The US Army created separate Jewish DP camps with better provisions.
6. Organizations like the American Jewish Joint Distribution Committee (known as the Joint) provided food, clothing, medical care, and education.
   1. By late 1946, there were approximately 250,000 Jewish DPs in the Western occupation zones, mostly in Germany and Austria.

Emigration and the Question of Palestine

1. Most Jewish DPs wanted to leave Europe entirely.
2. The main destinations were British Mandatory Palestine and the United States, but both had strict immigration limits.
   1. Britain limited Jewish immigration to Palestine to maintain relations with Arab populations, while the US had restrictive national-origins quotas that had been in place since the 1920s.
3. Zionist organizations in the DP camps organized illegal immigration (Aliyah Bet) to Palestine, running ships past the British naval blockade.
   1. Many of these ships were intercepted.
4. The most famous case was the Exodus in July 1947, carrying over 4,500 Jewish DPs.
   1. The British forced the passengers back to Germany, generating international outrage and increasing pressure to establish a Jewish state.
5. After the establishment of the State of Israel in May 1948, large-scale Jewish emigration from the DP camps began.
   1. By 1951, most Jewish DP camps had closed.
6. Roughly two-thirds of Jewish DPs went to Israel, with the remainder emigrating to the United States, Canada, Australia, and Latin America.

Roma and Sinti Survivors: The Forgotten Victims

1. The Nazi regime targeted Roma and Sinti people for extermination alongside Jewish people.
2. An estimated 220,000 to 500,000 Roma and Sinti were killed during the Porajmos (the Romani term for the genocide).
   1. Survivors faced a post-war situation that was, in many ways, worse than that of Jewish DPs.
3. Roma and Sinti survivors were rarely recognized as victims of Nazi persecution.
   1. Allied authorities often classified them as "asocials" or criminals, using the same categories the Nazis had applied.
4. Because many Roma and Sinti had been nomadic or semi-nomadic before the war, they lacked the documentation needed to claim citizenship or property.
5. Post-war governments continued discriminatory policies.
   1. In Germany, laws used to persecute Roma during the Nazi era remained on the books until the 1960s.
   2. Roma survivors received little to no compensation for their suffering.
6. The German Federal Court ruled in 1956 that Roma deportations before 1943 were legitimate "crime prevention" measures, not racial persecution.
   1. This ruling denied compensation to thousands of survivors.
7. No international organization or aid agency focused specifically on Roma and Sinti DPs the way the Joint and Zionist organizations supported Jewish DPs.
   1. Roma survivors were largely invisible in post-war relief efforts.
8. The Porajmos was not widely acknowledged as a genocide until the 1980s and 1990s.

Prisoners of War: Between Liberation and Repatriation

1. Millions of prisoners of war were held across Europe at the end of the conflict.
   1. Their post-war experiences varied dramatically depending on which side had captured them and which country they came from.

Allied POWs in German Camps

1. Western Allied POWs (British, American, French, and others) were generally repatriated quickly after liberation.
   1. Their home countries claimed them, and they were transported back within weeks or months.
2. Their treatment in captivity had varied.
   1. Officers held under the Geneva Convention received better treatment than enlisted soldiers, and Western POWs were generally treated better than Soviet or Polish prisoners.

Soviet POWs: Persecution on Both Sides

1. Soviet POWs had the worst experience of any group.
   1. The Nazi regime considered Slavic people racially inferior, and Soviet POWs were deliberately starved, worked to death, or executed.
2. Of the approximately 5.7 million Soviet soldiers captured by Germany, around 3.3 million died in captivity, a death rate of nearly 60%.
3. Surviving Soviet POWs faced a second ordeal upon repatriation.
4. Stalin's Order No. 270 (1941) had declared that any soldier who surrendered was a traitor.
   1. Returning Soviet POWs were interrogated by the NKVD (Soviet secret police).
   2. Many were sent to the Gulag labour camps, denied veterans' benefits, or subjected to social stigma.
   3. Soviet authorities viewed surrender as cowardice regardless of the circumstances.
5. At the Yalta Conference (February 1945), the Western Allies agreed to repatriate all Soviet citizens.
   1. This agreement led to the forced repatriation of Soviet POWs, including many who did not want to return.
   2. Some committed suicide rather than be sent back.
6. The forced repatriation of Soviet citizens remains one of the most controversial Allied decisions of the post-war period.

Forced Labourers: Exploitation and Its Aftermath

1. Nazi Germany relied heavily on forced labour to sustain its war economy.
2. By 1944, approximately 7.6 million foreign civilian workers and POWs were working in Germany.
   1. They came from every occupied country, but the largest numbers were from the Soviet Union, Poland, and France.
3. Conditions varied depending on nationality and the type of work.
   1. Western European workers (French, Belgian, Dutch) generally received better treatment than Eastern European workers.
4. Soviet and Polish forced labourers were classified as Ostarbeiter (Eastern workers) and forced to wear identifying badges, given lower rations, and subjected to harsher discipline.
5. After liberation, most Western European forced labourers were repatriated quickly.
6. Eastern European workers faced more complicated situations.
   1. Many did not want to return to countries now under Soviet control.
   2. Like Soviet POWs, returning Ostarbeiter often faced suspicion from Soviet authorities for having lived and worked in the West.
7. Compensation for forced labourers was slow and inadequate.
   1. West Germany made limited payments to some Western European governments in the 1950s and 1960s, but individual forced labourers received little or nothing.
8. A comprehensive compensation programme was not established until 2000, when the German government and German industry created the Foundation "Remembrance, Responsibility and Future."
   1. By that time, many survivors had already died.

Comparing Post-War Experiences Across Groups

1. Several factors shaped how different groups experienced displacement after liberation.
   1. Recognition as victims. Jewish DPs were eventually recognized as a distinct category after the Harrison Report. Roma and Sinti were not. This difference directly affected access to aid, housing, and emigration opportunities.
   2. Organizational support. Jewish survivors had the Joint, the Jewish Agency, and Zionist organizations. Roma had no equivalent advocacy network. Western Allied POWs had their national governments. Soviet POWs and Ostarbeiter had a government that viewed them with suspicion.
   3. Destination options. Jewish DPs eventually gained access to Palestine/Israel and other countries. Roma generally returned to their pre-war countries, where discrimination continued. Soviet citizens were forcibly repatriated under the Yalta Agreement.
   4. Long-term recognition. The Holocaust was increasingly acknowledged in the decades after the war. The Porajmos was not widely recognized until the 1980s. Forced labourers did not receive meaningful compensation until 2000.
