The Use of Force: Purges, Prisons, and the Suppression of Rivals

Crushing the Kafr el Dawwar Strike, August 1952

1. The first major test of the Free Officers' willingness to use force against civilians came within weeks of the coup, at the textile town of Kafr el Dawwar in the Nile Delta.
2. In August 1952, textile workers at Kafr el Dawwar went on strike, having initially welcomed the July coup and expected the new regime to favour their demands.
3. Instead of negotiating, the army was sent in to crush the strike by force, and four workers were killed with hundreds more injured in the confrontation.
4. A special military court was convened to try the arrested strikers rather than referring the case to Egypt's ordinary civilian judiciary.
5. Two strike leaders were convicted of high treason by this military court and executed within days, an extraordinarily severe response to an industrial dispute.
6. A further 30 people were arrested afterward on suspicion of belonging to the Communist Party, extending the crackdown beyond the strikers themselves.
7. The speed and severity of the Kafr el Dawwar response sent an unmistakable signal to organised labour that the new regime would not tolerate independent worker action.
8. This episode came only weeks after the coup, showing that the Free Officers were prepared to use lethal force against their own early supporters almost immediately.
9. Historians frequently cite Kafr el Dawwar as the moment the true character of the new regime's relationship with organised opposition, including from the political left, became clear.
10. The strike's timing, only a month after the coup that workers had supported, made the regime's willingness to kill and execute its own early supporters especially striking to contemporary observers.

The Fall of General Naguib

1. General Mohamed Naguib, the most senior officer involved in the coup, served as the revolution's public face and its first president.
2. Foreign press nicknamed Naguib the reluctant dictator because he criticised Nasser's increasingly authoritarian measures and publicly called for reopening parliament.
3. On 23 February 1954, Nasser forced Naguib to resign and placed him under house arrest, removing the regime's most senior internal critic.
4. Public demonstrations and pressure from within the army forced Nasser to briefly restore Naguib to office, but this reversal was purely tactical.
5. Nasser used the resulting political crisis to call for new elections, then cancelled them on 29 March 1954 after arresting hundreds of people accused of counter-revolutionary activities.
6. On 17 April 1954, Naguib resigned as prime minister but formally remained president until November of that year.
7. In November 1954, Naguib was dismissed from the presidency, accused of treason, and placed under permanent house arrest that lasted until 1971.
8. Naguib himself later admitted in his memoirs that he had been outmanoeuvred by Nasser and his junior colleagues within the Revolutionary Command Council.
9. The Naguib affair showed that force, applied through arrest and permanent confinement rather than open violence, was sufficient to remove even the regime's most senior founding figure.
10. Naguib's popularity with ordinary Egyptians, who saw him as a moderating figure, made his removal politically delicate and explains why Nasser used gradual pressure rather than an immediate purge.
11. The RCC justified Naguib's final dismissal by accusing him of secret contact with the Muslim Brotherhood and the Wafd, charges Naguib always denied.
12. Naguib's decades of house arrest only ended in 1971, the year after Nasser's death, showing that the regime preferred prolonged confinement over public trial for its most senior rivals.

Suppressing the Left and the Press

1. The Democratic Movement for National Liberation, the DMNL, openly criticised the new government as a military dictatorship in the months after the coup.
2. When the newspaper Al Misri published this criticism, the army surrounded its offices with armoured vehicles and threatened to shut the paper down entirely.
3. Individuals suspected of communist sympathies faced severe repression throughout 1952 and 1953, including arrest, interrogation, and imprisonment without formal charge.
4. This pattern of intimidating the press through a direct show of military force, rather than through ordinary legal censorship alone, set a precedent used repeatedly against media outlets in later years.
5. Left-wing organisations that had supported the 1952 coup as a step toward broader social revolution found themselves treated as security threats once the Free Officers consolidated their own position.
6. Communist Party members arrested in this period were often held in the same military detention system used against strikers and, later, the Muslim Brotherhood.
7. The suppression of the left demonstrated that the regime's use of force was not limited to Islamist or royalist opponents but extended to any organised political current outside its own control.
8. Editors and journalists who avoided direct criticism of the regime but published sympathetic coverage of banned parties still faced harassment and occasional arrest.
9. The Ministry of the Interior maintained surveillance files on suspected leftist sympathisers well into the 1960s, extending well beyond the initial 1952 to 1953 crackdown.

The Muslim Brotherhood Crackdown, 1954

1. The Muslim Brotherhood was the most difficult of Nasser's early rivals to confront, since it had a large, loyal, nationwide following and many Free Officers had been close to it before the coup.
2. As the regime moved toward political uniformity through the Liberation Rally and the banning of all parties, the Brotherhood's independent popularity increasingly appeared as a threat rather than an ally.
3. In January 1954, ceremonies commemorating those killed in the Canal Zone guerrilla war of 1952 turned violent between Brotherhood supporters and the regime's own Liberation Rally organisers.
4. The government responded by arresting around 450 Brotherhood members and formally banning the organisation entirely.
5. On 26 October 1954, a Brotherhood member named Mahmoud Abdel Latif fired eight shots at Nasser while he was addressing a rally in Alexandria, but the gunman missed.
6. Nasser reportedly remained calm during the shooting and told the crowd that even if he were killed the revolution would continue regardless of his own survival.
7. The assassination attempt was followed immediately by mass arrests of thousands of Brotherhood members and sympathisers across the country.
8. Three senior Brotherhood leaders were subsequently tried by military court and executed for their alleged role in the assassination plot.
9. Rather than weakening Nasser, the failed assassination gave the regime a clear pretext to use overwhelming force against its last major organised rival without significant domestic or international objection.
10. Brotherhood members who escaped arrest in 1954 fled into exile across the Arab world, spreading both the organisation's ideology and its opposition to Nasser internationally.
11. The 1954 crackdown effectively ended the Muslim Brotherhood as a legal organisation in Egypt for the remainder of Nasser's rule.
12. A second, larger wave of arrests followed in 1965 after the regime uncovered an alleged Brotherhood plot, showing that the organisation was never fully eliminated despite the 1954 repression.

1. Brotherhood publications and its network of social welfare institutions, including clinics and schools, were shut down or confiscated alongside the political ban.

Military Courts and the Machinery of Repression

1. Special military courts, first used against the Kafr el Dawwar strikers in 1952, became a permanent feature of Nasser's system for handling political opposition.
2. These courts operated outside the ordinary civilian judiciary, offered defendants far fewer procedural protections, and could impose the death penalty for offences classified as threats to state security.
3. Political prisoners, including thousands of Muslim Brotherhood members arrested after 1954, were commonly held at detention camps such as Tura and Abu Zaabal on the outskirts of Cairo.
4. Conditions in these camps were harsh, and former prisoners and human rights researchers have documented the routine use of forced labour and physical mistreatment.
5. The Brotherhood's leading ideologue, Sayyid Qutb, was arrested, tried by military tribunal, and executed in August 1966 after being convicted of conspiring against the state.
6. Qutb's imprisonment and execution became one of the most significant single uses of force against an ideological opponent during the Nasser period, radicalising later generations of Islamist activists.
7. The existence of a permanent parallel system of military courts and detention camps meant that force against political opponents did not require new emergency legislation each time it was used.
8. This institutionalisation of repression, rather than isolated acts of violence, is what distinguishes the use of force in Nasser's Egypt as a sustained method of authoritarian maintenance rather than a series of one-off crises.
9. Female relatives of detained Brotherhood members also faced harassment and surveillance, extending the reach of repression beyond the men directly arrested.
10. International human rights reporting on Egyptian prison conditions during this period was limited, since foreign journalists had little independent access to detention facilities.
11. The scale of the camp system, holding thousands of prisoners at its peak in the mid-1950s and again after 1965, made force a continuous background feature of Nasser's rule rather than an occasional emergency measure.

The Purge of the Officer Corps Itself

1. Force was not directed only at civilian opponents; the Free Officers also purged the wider military of officers judged insufficiently loyal to the new regime.
2. Senior officers who had served the monarchy, including many trained under the old military academy system, were retired, demoted, or transferred to marginal posts after 1952.
3. Loyalty to Nasser personally, rather than seniority or professional competence alone, increasingly determined promotion within the officer corps through the 1950s and 1960s.
4. Abdel Hakim Amer, Nasser's close ally from the Falluja siege, was placed in command of the armed forces and used this position to build a personal network of loyal officers.
5. This politicisation of military promotion weakened the professional independence of the armed forces, a weakness later exposed by Egypt's defeat in the 1967 war.
6. Officers suspected of plotting against Nasser, including some linked to Naguib, faced court martial and imprisonment rather than the informal retirement given to less threatening rivals.
7. The security services built after 1952, including military intelligence under Amer's control, monitored the loyalty of officers as closely as they monitored civilian opposition.
8. This internal purge meant that the very institution that had brought Nasser to power, the army, was itself kept under continuous coercive supervision throughout his rule.
9. For Paper 2 purposes, the purge of the officer corps shows that force in Nasser's Egypt was used not only against external opponents but also to secure the regime from within its own founding institution.
