Propaganda: Building the Cult of Personality

The Liberation Rally and a New Political Language

1. The banning of all political parties in January 1953 was immediately accompanied by the launch of the Liberation Rally, a new political movement directly attached to the Free Officers.
2. Nasser became the Liberation Rally's Secretary General, giving him a formal, publicly visible role in shaping the regime's official political message for the first time.
3. The Rally opened branches on university campuses and inside factories, building a civilian base loyal to the regime rather than to any independent party.
4. It presented Egyptians with an eleven point programme that included the complete withdrawal of foreign troops from the Nile Valley and self-determination for Sudan.
5. The programme also promised a new constitution, a welfare state, and friendly relations with all Arab states, addressing both domestic and pan-Arab audiences at once.
6. This programme signalled a tactical shift: the Free Officers no longer relied purely on conspiracy and secrecy but now openly appealed to the people for support.
7. Rally meetings and printed material gave ordinary Egyptians their first sustained exposure to the regime's own account of why the 1952 coup had been necessary.
8. Where the RCC's early rule had operated largely behind closed doors, the Liberation Rally deliberately put a public, participatory face on the same underlying power structure.
9. The Rally's successor organisations, the National Union after 1956 and the Arab Socialist Union after 1962, continued this same function of channelling popular energy through a single official movement.
10. Propaganda in Nasser's Egypt therefore began not as an afterthought but as a deliberate substitute for the multiparty politics the regime had just abolished.
11. Regime-produced newsreels shown before feature films in cinemas across the country reinforced the Liberation Rally's message to a mass audience every week.
12. Trade union and professional syndicate leaders were expected to publicly endorse Liberation Rally initiatives as a condition of maintaining their own positions.
13. By channelling political enthusiasm into a single officially sanctioned outlet, the Rally reduced the risk that popular energy generated by the 1952 coup would organise itself independently of the regime.

Nasser as a Charismatic Leader

1. Great importance was placed on the role of the individual leader within the Free Officers' movement from its earliest, most secretive days.
2. As soldiers, the Free Officers were accustomed to discipline and hierarchy, and once in power they understood the advantages of building a cult of personality around a single figure.
3. Nasser responded well to this role, and political scientist Peter Woodward described him as speaking like a rural saidi of Upper Egypt, full of references to everyday rural life.
4. Woodward's assessment captured Nasser's core appeal directly: he was not simply an Egyptian leader but presented himself as an ordinary Egyptian who had risen to lead his own people.
5. Nasser was passionate, emotional, and visibly willing to take political risks in public, a style that contrasted sharply with the cautious, compromised politicians of the monarchy era.
6. When his risks paid off, as with the Suez nationalisation, his popularity increased sharply; when they did not, he personally absorbed the political consequences rather than deflecting blame.
7. State media consistently reinforced this image, presenting Nasser's speeches, decisions, and even his physical presence as direct expressions of the popular will.
8. Portraits, posters, and photographs of Nasser became ubiquitous in public buildings, schools, and shops, embedding his image into everyday Egyptian life.
9. This carefully cultivated charisma gave the regime a personal, emotional legitimacy that its formal institutions, built rapidly and often improvised, could not provide on their own.
10. Foreign correspondents based in Cairo often noted Nasser's ability to connect with crowds through informal, conversational speeches rather than the stiff formality typical of earlier Egyptian leaders.
11. His public image deliberately avoided the trappings of monarchy, favouring plain military uniforms or simple suits over ceremonial dress.
12. This calculated ordinariness became itself a propaganda tool, distinguishing Nasser sharply from the deposed King Farouk's association with luxury and foreign habits.

Cinema: The Hollywood of the Orient

1. Egypt had been known as the Hollywood of the Orient since the 1930s, with its first full length feature film produced in 1927.
2. By 1952, the country had a well established film industry producing up to 50 films a year, giving Nasser's regime a ready made platform for influence.
3. In 1961, the film industry was formally nationalised, bringing Egypt's most popular entertainment medium under direct state control.
4. The singer and actor Abdel Halim Hafiz became a cultural icon after being summoned to military headquarters in November 1952.
5. There, Nasser spoke to him about the importance of art in building a new society and effectively anointed him as the voice of the new era.
6. Nasser reportedly called Abdel Halim Hafiz a national treasure, a phrase that captured how closely popular culture and state ideology were now fused.
7. His films were melodramatic and celebrated middle and lower middle class virtues, often featuring a romantic hero who overcame class boundaries through personal merit.
8. These films were critical of Egypt's pre-1952 past and consistently optimistic about the benefits of Nasserist reform, reinforcing the regime's narrative in an entertaining, accessible form.
9. Egyptian films were highly popular across the wider Arabic speaking world, meaning Nasser's message travelled far beyond Egypt's own borders through cinema alone.
10. State subsidies and tax incentives after 1961 directed the newly nationalised film industry toward projects that aligned with Nasserist themes of national unity and social reform.
11. Historical epics celebrating figures from Egyptian and Arab history, produced with state backing, reinforced the regime's narrative of national and pan-Arab continuity.
12. Cinema attendance remained extremely high throughout the 1950s and 1960s, giving the state an unusually direct weekly channel into the imagination of ordinary Egyptians.

Sawt al-Arab: The Voice of the Arabs

1. Sawt al-Arab, the Voice of the Arabs, first went on air on 4 July 1953 as a modest half hour radio programme broadcast from Cairo.
2. By 1967, the station had grown to broadcast for 15 hours a day, becoming one of the most influential media outlets anywhere in the Arab world.
3. The station operated under the direct control of Egypt's Ministry of National Guidance, ensuring its content followed the regime's political priorities.
4. At the height of its popularity, Sawt al-Arab claimed to receive around 3,000 letters daily from listeners across the Middle East and North Africa.
5. The radio proved particularly effective at reaching remote, low literacy areas that printed propaganda such as newspapers could never fully penetrate.
6. Its chief announcer, Ahmad Said, became a recognisable and trusted voice throughout the Arab world, personally associated with Nasser's pan-Arab message.
7. The station deliberately used colloquial Egyptian Arabic rather than formal classical Arabic, bringing it closer to ordinary listeners and reinforcing Nasser's vision of Arab unity.
8. Patriotic songs performed by popular singers such as Umm Kulthum and Abdel Halim Hafiz were among the station's most attractive features and became lasting parts of Egypt's cultural heritage.
9. Two regular programmes illustrated the station's propaganda function directly: Truth and Lies read anti-Nasserist articles from rival outlets before dismissing them and stating the official truth.
10. A second programme, Do Not Forget, reminded listeners of historical wrongs done to the Arab world by Western imperialists, Zionists, and reactionary Arab leaders.
11. Sawt al-Arab's commentaries consistently promoted Nasser's own political positions against these three named categories of enemy, turning daily radio into sustained ideological argument.
12. Sawt al-Arab's broadcasts were monitored closely by rival Arab governments, some of whom banned its reception or jammed its signal because of its influence over their own populations.
13. The station's reach meant that Nasser could speak past the governments of other Arab states directly to their citizens, a capability no purely domestic propaganda tool could offer.
14. This transnational reach made Sawt al-Arab as much a tool of Nasser's pan-Arab foreign policy as of his domestic propaganda within Egypt itself.

Framing the Suez Crisis as a Political Triumph, 1956

1. In 1956, Nasser sought a loan of 200 million US dollars from Washington and the International Bank for Reconstruction and Development to finance the Aswan High Dam.
2. The bank initially agreed but then reversed its decision only a few months later, a major blow to Nasser's flagship economic development programme.
3. Nasser responded by nationalising the Suez Canal Company in a fiery speech delivered in Alexandria on 26 July 1956.
4. In that speech he declared the canal to be Egypt's own, asking how it could be otherwise when it had been dug at the cost of 120,000 Egyptian lives.
5. France, Britain, and Israel responded with the Tripartite Plan, and on 29 October 1956 Israeli forces attacked Sinai while French and British paratroopers landed at Port Said a week later.
6. The war cost approximately 3,000 Egyptian soldiers' lives and was not, in narrow military terms, an Egyptian victory on the battlefield.
7. United States pressure at the United Nations forced the withdrawal of Anglo-French forces by December 1956 and Israeli forces by March 1957, with a UN peacekeeping force deployed afterward.
8. State propaganda immediately reframed this outcome as a triumphant political victory over old fashioned European imperialism rather than as a costly and inconclusive military campaign.
9. This framing proved enormously effective, and Nasser's popularity increased sharply both within Egypt and across the wider Arab world in the months following the crisis.
10. Newspapers, radio, and cinema newsreels all carried the same core narrative in the weeks after Suez, ensuring Egyptians encountered a consistent official interpretation of events wherever they turned.
11. Public celebrations and monuments commemorating the Suez victory were established quickly, embedding the official narrative into the physical landscape of Egyptian cities.
12. The Suez Crisis became the single most effective piece of propaganda material the regime ever produced, since it combined a genuine anti-imperialist achievement with a compelling personal narrative centred on Nasser himself.

Propaganda, Popular Support, and Their Limits

1. Nasser's propaganda apparatus was most effective at moments of genuine achievement, such as the Suez nationalisation, when official messaging matched a real, popular sense of victory.
2. It struggled far more to manage genuine setbacks, such as Egypt's decisive defeat in the June 1967 war against Israel, when the gap between official confidence and battlefield reality became difficult to conceal.
3. After the 1967 defeat, Nasser briefly resigned on live television, only to be restored after huge, at least partly spontaneous, public demonstrations demanded he remain in office.
4. Historians still debate how much of this 1967 demonstration was genuinely spontaneous and how much was organised through the same Arab Socialist Union networks used for earlier propaganda campaigns.
5. This episode illustrates a recurring feature of Nasser's propaganda system: it depended on a real reservoir of personal popularity that state media alone could not fully manufacture from nothing.
6. Propaganda under Nasser worked best, therefore, as an amplifier of existing achievements and existing charisma rather than as a tool capable of manufacturing support in the absence of either.
7. This distinguishes Egyptian propaganda in some respects from cases where a leader's popularity rested more heavily on coercion and media monopoly with less underlying genuine achievement.
8. For Paper 2 purposes, propaganda and popular support should be treated as closely linked but analytically distinct, since propaganda shaped how achievements were perceived while popular support depended on whether Egyptians judged their own lives to have genuinely improved.

Historiographical Debate: Genuine Charisma or Manufactured Consent?
