Coercion Enters Civil and Economic Life

1. The Three-Antis Campaign began in late 1951 against corruption, waste and bureaucratism, focusing mainly on officials and employees inside state organisations. It combined administrative reform with a heavy dose of political discipline.
2. The Five-Antis Campaign extended this pressure to private business in 1952. Charges included bribery, tax evasion, theft of state property, fraud and economic espionage, and business owners faced intense investigation and public accusation.
3. Workers and clerks were encouraged to report their employers and officials. Meetings, forced confessions and denunciations created relentless pressure to admit wrongdoing, and participation in these processes shifted workplace authority toward party activists.
4. Businesses faced heavy fines and back-tax assessments, and uncertainty over what actually counted as an offence let officials impose whatever financial demands they chose. Private capital became increasingly dependent on state approval to survive.
5. The human cost was severe. Fear, humiliation and detention produced intense psychological pressure, and some of the accused died by suicide, showing that these campaigns imposed costs that went well beyond formal punishment.
6. This pressure accelerated socialist transformation of commerce and industry. By 1956, most major private firms had entered joint state-private arrangements, and campaign methods had directly supported the shift toward a fully planned economy.
7. The Anti-Rightist Campaign followed the Hundred Flowers criticism in 1957. The definition of "rightist" expanded well beyond genuine opponents of the regime, leaving intellectuals, students and officials all vulnerable to the label.
8. Many labelled rightists were dismissed from their posts or sent to farms and labour camps. Their families also suffered discrimination through political records, so punishment extended across careers and generations.
9. Some work units were expected to identify a fixed share of rightists as a quota. Officials could meet these targets by accusing marginal or personally inconvenient colleagues, so administrative incentives actively widened repression beyond genuine dissent.

Overall Judgement

1. Together, these campaigns strengthened party control over officials, business and intellectual life. But they also taught people to conceal their real views and to agree rather than object, so central leaders received progressively less reliable information as fear spread through Chinese society.
