Reshaping Italian Society: Youth, Family, Faith, and Race

Youth Organizations and Education

1. Opera Nazionale Balilla (1926): a national youth organization for boys aged 8-18, with parallel girls' organizations (Piccole Italiane, Giovani Italiane), combining physical training, military drill, and Fascist indoctrination.
   1. Scale: membership was not formally compulsory, but schools, employers, and social pressure made participation effectively unavoidable. By the mid-1930s the ONB had over seven million members.
2. Gioventu Italiana del Littorio (1937): merged the ONB and other youth groups under direct Fascist Party control, taking over sports facilities, summer camps, and after-school activities.
   1. Why it was popular: for many young Italians, especially in smaller towns, party organizations provided the only access to sports, travel, and social life outside the family, making them popular regardless of ideology.
3. Education reform (1923 onward): Giovanni Gentile's 1923 reform reorganized Italian schools along classical lines. Textbooks were rewritten after 1929 to present Fascist history, values, and achievements.
   1. Enforcement: teachers were required to swear an oath of loyalty to the Fascist state from 1931. Only twelve of 1,200 university professors refused and were dismissed. Religious education became compulsory in state primary schools under the Lateran Pacts of 1929.

Family, Leisure, and the Limits of Social Engineering

1. The Battle for Births targeted family life directly: launched in 1927 with a goal of 60 million Italians by 1950, it combined tax penalties on bachelors with rewards for large families, but birth rates kept falling as urbanisation and economic insecurity outweighed the incentives.
2. Women faced a contradiction between ideology and necessity: propaganda praised them as wives and mothers, and restrictions pushed them out of public-sector and professional posts, but economic need kept many women working in agriculture and industry regardless.
3. The Opera Nazionale Maternita e Infanzia delivered real welfare alongside surveillance: this state body provided maternal and infant health services and lowered infant mortality in some areas, though regional poverty, especially in the south, kept health outcomes unequal.
4. Adult leisure had its own mass organisation: the Opera Nazionale Dopolavoro ran sport, excursions, theatre, and workplace recreation for adults, reaching millions of members by the late 1930s mainly because it offered affordable leisure, not because members accepted Fascist ideology.
5. Ruralisation policy fought against economic reality: the regime praised peasant life and tried to slow migration to the cities, but industrial jobs kept pulling workers toward urban centres regardless of propaganda.
6. Fascist family policy fell hardest on the poor: the tax penalties and rewards assumed a household could afford more children, and poorer families simply could not support the larger households the regime celebrated.
7. Compliance in schools often outran belief: a single state-approved textbook appeared in 1929 and teachers swore loyalty from 1931, but many complied outwardly while private belief remained untouched, and elite academic routes stayed socially selective despite the regime's mass rhetoric.
8. Church relations stayed tense even after 1929: in 1931 Mussolini briefly closed Catholic Action's youth clubs in direct confrontation with the Vatican before negotiating a compromise that let the organisation survive.
9. Historians increasingly separate participation from conviction: Victoria de Grazia highlights how thoroughly Fascism organised women's and workers' daily lives through mass institutions, while Perry Willson argues this organisation changed remarkably little about women's actual social and economic position, a gap that runs through Fascist social policy as a whole.

The Lateran Pacts: The Church-State Compromise

1. The Roman Question: since Italian unification absorbed the Papal States in 1870, the Pope had refused to recognize the Italian state and forbidden Catholics from participating in Italian elections. Mussolini resolved this through negotiation in the Lateran Pacts of 1929.
2. The Treaty: recognized Vatican City as a sovereign state under papal authority.
3. The Concordat: made Catholicism the official state religion, gave Catholic marriage civil validity, made religious education compulsory in state primary schools, and let the Church retain control of Catholic Action, its lay organization.
4. The Financial Convention: paid the Church 750 million lire in compensation for the loss of the Papal States.
   1. Political gain: Pope Pius XI called Mussolini "the man sent by Providence," and Italian Catholics who had previously stayed out of politics could now participate without guilt.
   2. Political limit: the Church retained independent schools, youth organizations that competed with the ONB, and public influence. Mussolini and the Vatican clashed repeatedly in the 1930s, especially over youth organizations and Catholic Action.

The Racial Laws of 1938: The Limits of Fascist Ideology

1. The laws (1938): following the Axis alliance with Nazi Germany and a shift toward biological racism, Mussolini barred Jews from public sector employment, education, military service, and marriage with non-Jews. Around 50,000 Italian Jews were affected.
2. Reception: the laws were controversial and unpopular among sections of Italian society. The Catholic Church objected to the ban on religiously valid mixed marriages, and many Italians with Jewish colleagues, friends, or neighbours found the laws jarring.
   1. Enforcement: applied inconsistently, with the Church and some officials granting exemptions.
3. Ideological tension: Mussolini had previously dismissed Nordic-style racism as "unscientific" and had Jewish members within his own movement in the early years, making the 1938 laws largely a response to the German alliance and international politics rather than a logical outgrowth of original Fascist ideology.
   1. Later escalation: this changed dramatically after 1943, when Italian Jews faced deportation under German occupation.
