Building the Duce: Propaganda as Political Control

The Cult of the Duce

1. Mussolini was presented simultaneously as a man of extraordinary energy (a pilot, a swimmer, a farmer), a sophisticated statesman, a military genius, and a direct representative of the Italian people. The slogan "Mussolini ha sempre ragione" ("Mussolini is always right") was painted on walls across Italy.
2. Mussolini's age was hidden from official publications, and photographs showing him wearing glasses were suppressed, while images of him working bare-chested in the fields combined masculine energy with democratic simplicity.
3. Founded in 1924, the LUCE Institute produced newsreels shown in all Italian cinemas before the main feature, always featuring Mussolini and Fascist achievements. Attendance was compulsory for cinema owners.
   1. If Mussolini was always right, policy failures were the fault of subordinates who misimplemented his instructions; if Mussolini embodied Italy, opposition to the government became betrayal of the nation.

Mass Leisure and the Opera Nazionale Dopolavoro

1. The Opera Nazionale Dopolavoro, founded in 1925, organized subsidized leisure for Italian workers and their families, running sports clubs, dance halls, theatrical performances, film screenings, radio equipment, summer camps, and organized excursions.
   1. By 1936, the OND had grown to around four million members.
2. The OND's appeal was primarily practical rather than ideological: workers joined to access subsidized activities and facilities they could not otherwise afford, and the regime gained organizational reach into working-class life that would have been impossible through political indoctrination alone.
3. Italy hosted and won the 1934 FIFA World Cup and won again in 1938, both presented as proof of Fascist superiority and national vitality.
   1. The construction of modern stadiums and the prominence of Italian athletes at the 1936 Berlin Olympics projected an image of modern, vigorous Italy.

Control of Newspapers, Radio, and Film

1. Fascist laws closed opposition newspapers and made editors dependent on state approval.
   1. Business owners replaced critical journalists to avoid confiscation or closure.
   2. The regime circulated detailed guidance on vocabulary and headlines, and on which stories to emphasize or suppress.
   3. Similar reporting across newspapers created the appearance of nationwide agreement.
2. A dedicated ministry coordinated the whole apparatus from 1937: the Ministry of Popular Culture (Minculpop) directed newspapers, radio, cinema, publishing, and tourism, while the state news agency Stefani supplied pre-approved reports that squeezed out independent national coverage.
3. The EIAR broadcasting network carried speeches, news, music, and ceremonies into public spaces.
   1. Private radio ownership remained lower than in Germany or Britain for much of the dictatorship.
   2. LUCE newsreels preceded films and presented carefully staged images of regime achievement.
   3. Most cinema remained escapist because audiences did not want constant political instruction.

Ritual, Architecture, and Historical Myth

1. Fasces, eagles, salutes, and imperial language connected Fascism to ancient Rome.
   1. The regime counted years from the March on Rome to mark a new Fascist historical era.
   2. Choreographed crowds converted individual spectators into a visible national community.
   3. Speeches from the balcony of Palazzo Venezia staged direct contact between Mussolini and the people.
2. Demolition and broad avenues created monumental settings around Roman ruins.
   1. The Mostra della Rivoluzione Fascista, a 1932 exhibition, presented Fascism as the culmination of national history.
   2. Propaganda minimized Liberal Italy and socialist participation in national life.
   3. Historical myth made dictatorship appear rooted in Italy's destiny rather than recent coercion.

Propaganda for Empire and War

1. The 1935 invasion of Ethiopia was sold as national renewal, revenge for Adwa, and a civilizing mission.
   1. League sanctions were portrayed as an attack by wealthy powers against ordinary Italians.
   2. In ceremonies known as "Gold for the Fatherland," citizens donated wedding rings, linking private sacrifice to imperial conquest.
   3. The proclamation of empire in May 1936 marked the cult's greatest popular success.
2. Propaganda framed support for Franco as a defence of civilization against Bolshevism.
   1. The 1939 conquest of Albania was presented as another effortless expansion of Italian power.
   2. Defeats from 1940 onward exposed the distance between propaganda and military capacity.
   3. Repeated claims of victory became less persuasive as casualties and shortages increased.

Reception, Consent, and Historical Debate

1. Responses differed by class, region, age, religion, and contact with regime institutions.
   1. Attendance at rallies or membership in organizations could reflect pressure, benefit, habit, or belief.
   2. Informant records reveal jokes, complaints, and scepticism alongside approval.
   3. National pride, order, welfare, and empire often appealed more than abstract Fascist doctrine.

   1. Ruth Ben-Ghiat: Her work highlights cultural production and attempts to create a modern Fascist identity.
   2. Limited media reach and surviving Church and family loyalties restricted ideological transformation.
   3. Propaganda normalized the regime but did not produce uniform or permanent Fascist belief.

Propaganda's Institutional Limits

1. Catholic parishes and publications preserved alternative sources of authority.
   1. Private values did not always match public Fascist performance.
   2. Rural isolation and uneven literacy limited exposure to national media.
   3. The regime dominated public representation more completely than private conviction.
