The Secret Speech: How Khrushchev Broke With Stalin

The Secret Speech, February 1956

1. On 25 February 1956, at the end of the 20th Congress of the Communist Party of the Soviet Union, Khrushchev delivered a four-hour speech, "On the Cult of Personality and Its Consequences." It was given in closed session, with no foreign delegates present, and it systematically dismantled the reputation of a leader who had been worshipped as infallible for three decades.

"Stalin acted not through persuasion, explanation, and patient cooperation with people, but by imposing his concepts and demanding absolute submission to his opinion. 1. The speech levelled three main charges against Stalin.

1. Arbitrary terror. Stalin murdered loyal party members through show trials and fabricated evidence, purging the very people who had built the Soviet state alongside him. The purges of the 1930s were reframed not as necessary defence of the revolution but as paranoid, self-destructive violence against the Communist Party's own cadres.
2. Wartime incompetence. Stalin's refusal to heed military advice in the opening phase of Operation Barbarossa (1941) led directly to catastrophic encirclements and the loss of millions of soldiers. This charge struck at the heart of the Soviet victory myth, which had credited Stalin personally with the defeat of Nazi Germany.
3. The cult of personality. Stalin's demand for absolute submission and self-glorification contradicted Lenin's principles of collective party leadership. Khrushchev argued that restoring "collective leadership" inside the Politburo, rather than one-man rule, was the correct Leninist path.
   1. Although delivered in closed session, the speech leaked rapidly. Polish and Israeli intelligence obtained copies through informants, and the CIA received a copy within months. By 1957 it was widely known in the West. Inside the Soviet bloc, the speech was read aloud to party members but never published for the general public, creating a strange semi-public status in which officials knew and ordinary citizens only heard rumours.

The Cultural Thaw

The Hungarian Revolution (1956): Limits of Reform

1. The Secret Speech had immediate destabilising consequences in Eastern Europe. In Poland, workers' protests in Poznan in June 1956 and the subsequent political changes (the "Polish October") brought Wladyslaw Gomulka to power on a reformist platform that the Soviets accepted. In Hungary, protest went further: the government under Imre Nagy announced the country's withdrawal from the Warsaw Pact and its intention to hold free elections.
   1. On 4 November 1956, Soviet tanks entered Budapest. Approximately 3,000 Hungarians were killed in the fighting and 200,000 fled as refugees. Nagy was arrested, deported to Romania, and executed in June 1958.
   2. The crushing of the Hungarian Revolution drew a clear line around de-Stalinization: political reform within the communist bloc was tolerable. Fundamental challenges to Soviet control or the one-party system were not. Khrushchev's decision to invade also damaged his standing among Western Communist parties, who found the contradiction between denouncing Stalinist terror at home and using tanks abroad difficult to defend.

Rehabilitation Had Limits

1. Gulag releases accelerated through the 1950s as amnesties, sentence reviews, and camp closures cut the forced-labour population sharply, and courts and party commissions overturned convictions built on fabricated evidence.
   1. Compensation stayed minimal and no one was held publicly accountable. The state blamed Stalin personally rather than admitting the wider system had produced the abuses.
2. Rehabilitation was uneven by nationality. Some deported peoples regained their autonomous territories, but Crimean Tatars and Volga Germans received no equivalent restoration under Khrushchev.
   1. The new KGB, created in 1954, still held wide surveillance and arrest powers, so mass terror gave way to selective repression rather than to the rule of law.

Prestige and Control Ran Side by Side

1. Boris Pasternak could not publish Doctor Zhivago inside the USSR. After he won the 1958 Nobel Prize in Literature, the state forced him to reject it and organised public denunciations against him.
   1. Sputnik (1957) and Yuri Gagarin's flight (1961) gave the regime real international prestige, evidence used to argue that a reforming socialism could still out-compete the West.
2. Religious policy moved in the opposite direction from cultural relaxation. Khrushchev closed churches and intensified atheist campaigns through the late 1950s and early 1960s, showing the Thaw applied only where the party judged it safe.

The Second Wave of De-Stalinization, 1961

1. Khrushchev renewed the campaign at the 22nd Party Congress in October 1961, using further revelations to isolate rivals and reinforce his own position.
   1. The congress ordered Stalin's body removed from the Lenin Mausoleum, and Stalingrad was renamed Volgograd that November, physically erasing his name from public space.
2. Khrushchev had already used de-Stalinization against rivals in 1957, when the Anti-Party Group of Molotov, Malenkov, and Kaganovich tried and failed to remove him, showing that moral reform and political survival were never fully separate goals.
