The Great Terror Extended Totalitarian Control Deep into Everyday Soviet Life

The NKVD Leadership: Yagoda, Yezhov, and Beria

1. Genrikh Yagoda led the NKVD during the early show trials before Nikolai Yezhov replaced him in 1936 and oversaw the most intense phase of mass arrests in 1937 and 1938, a period often called the Yezhovshchina. Lavrenty Beria replaced Yezhov in late 1938 and scaled back mass operations while preserving the security apparatus itself, showing how Stalin used changes at the top of the security police to direct changing waves of repression.

The Great Terror and the Climate of Fear

1. The Terror created a society that policed its own thoughts. Knowing that anyone could be denounced, that NKVD arrests came at night, and that confession under interrogation could implicate others produced enforced silence and mutual suspicion. People stopped sharing political opinions even with close friends, and conversations at work, in communal apartments, and within families became guarded.
2. This social climate was the intended effect, not a side effect. The regime aimed to produce a population that suppressed dissenting thought before it could even be spoken.

The Gulag as Punishment and Economic Institution

1. The Gulag expanded massively during the Terror years. By 1939, around 1.8 million people were imprisoned in the camp system. By 1941, the total had reached around 1.9 million.
2. The camps supplied forced labor for projects free workers would not undertake. Prisoners built logging operations, mines, canals, and railways in remote regions under brutal conditions and high mortality, especially in the camps of the far north.

Kolyma and the Economics of Forced Labour

1. At the Kolyma gold mines in the far northeast, cold, hunger, exhaustion, and isolation produced some of the Gulag's highest mortality rates. Food rations there depended directly on output, a system that punished the weak and sick with even lower chances of survival.
   1. Camp authorities combined violence with incentives such as higher rations, shortened sentences, or skilled positions, but the Gulag's real economic value stayed limited because poor health, weak planning, and high mortality reduced overall productivity.

Resistance Within a Totalitarian System

1. Open resistance was dangerous, but quieter resistance persisted. Worker slowdowns, peasant foot-dragging during collectivization, and cautious dissent voiced only within trusted circles of the party continued even at the height of repression.
   1. National communities also preserved languages, customs, and memories that did not fit a single uniform Soviet identity, a quieter form of resistance to the regime's assimilating pressure.
2. Total control was never fully achieved. The scale of denunciation, self-censorship, and enforced conformity shows how deeply the regime reached into private life, but the persistence of quiet noncompliance shows that Stalinist power, however extensive, stopped short of eliminating all independent thought and action.

Assessing the Stalinist Period

1. By 1941, the transformation was real. In 1928, the USSR was a predominantly agricultural economy with widespread illiteracy and minimal heavy industry. By 1941, it was among the world's largest industrial economies.
2. The cost was catastrophic and specific. Between 1928 and 1941, the Soviet state killed or imprisoned millions of its own citizens: 5-7 million famine deaths, 750,000+ executions in the Great Terror of 1937-1938 alone, around 1.8-1.9 million held in the Gulag by 1941, and 1.8 million people deported during dekulakization.
3. Most historians reject a simple trade-off framing. Whether the Terror was necessary for industrialization is a separate question from whether industrialization was achieved. Many economic historians argue comparable growth could have been achieved through far less violent means.
