Repression and Censorship: Ben Ali's Authoritarian State

1. Between 1987 and 2010, Ben Ali built a system of control that combined a managed political opening, systematically rigged elections, a personality cult, and pervasive media and internet censorship.

The 1987 Coup and Broken Promises

1. On 7 November 1987, Zine El Abidine Ben Ali removed the aging president Habib Bourguiba in a bloodless medical coup.
   1. A team of doctors certified Bourguiba unfit to govern, and Ben Ali assumed the presidency without violence.

1. Ben Ali's early moves looked like genuine reform.
   1. He released political prisoners, promised multiparty elections, and signed a National Pact with political parties and civil society groups in 1988.
   2. For a brief window, Tunisia appeared to be opening up.

1. The opening proved short-lived.
   1. After the 1989 elections, Ben Ali moved quickly to consolidate one-party rule.
   2. He amended the constitution to extend presidential terms and remove meaningful limits on executive power, ensuring no legal mechanism could challenge his position.

Crushing the Opposition

1. The 1989 elections were the turning point for political Islam in Tunisia.
   1. The Ennahda movement (then called the Islamic Tendency Movement) ran independent candidates who performed strongly, demonstrating genuine popular support.
   2. Ben Ali's government refused to recognize the results and denied Ennahda legal status.
2. Between 1989 and 1992, the regime arrested thousands of Ennahda members.
   1. Detainees reported systematic torture in custody.
   2. Hundreds were given long prison sentences after trials that international observers criticized as deeply unfair.
   3. Many leaders fled into exile in London, Paris, and elsewhere.
3. In February 1991, an arson attack on a ruling party office in the Bab Souika neighbourhood of Tunis killed a security guard.

4. Repression was not limited to Islamist groups.
   1. Secular opposition parties, including the Progressive Democratic Party (PDP), faced constant harassment.
   2. Members were followed, their phones tapped, and their offices monitored.
5. The Tunisian Human Rights League (LTDH), the country’s main independent human rights organization, was subjected to legal interference and internal disruption engineered by the state.
   1. By the mid-1990s, any organized political opposition that posed a genuine threat to Ben Ali had been imprisoned, exiled, or neutralized.

Rigged Elections and the Cult of Personality

1. Tunisia held presidential elections in 1989, 1994, 1999, 2004, and 2009.
   1. None of them were competitive.
   2. Ben Ali's ruling party, the Constitutional Democratic Rally (RCD), controlled the electoral process from candidate registration through to vote counting.
   3. A 2002 constitutional referendum removed presidential term limits and raised the maximum candidacy age, clearing the way for Ben Ali to keep contesting elections indefinitely.

1. Alongside manufactured elections, the regime built a cult of personality around Ben Ali.
   1. His portrait appeared in shops, offices, schools, and public spaces across the country.
   2. Displaying the image was not formally required by law, but failing to do so could invite unwanted attention from the authorities.
2. State media ran regular segments praising Ben Ali's leadership and development achievements.
   1. The language of official Tunisian political life presented his rule as a national consensus rather than a single-party dictatorship.

Media Control and Surveillance

1. All television and radio broadcasting in Tunisia was either state-owned or state-supervised.
   1. Independent broadcasters did not exist in any meaningful form.
   2. Journalists working for nominally private print outlets understood that certain topics, particularly anything touching on Ben Ali, his family, or the security services, were off limits.
2. The result was near-total self-censorship across the press.
   1. Editors did not need direct orders to suppress stories.
   2. The professional and personal consequences of crossing the line were well understood.
3. The regime ran an extensive domestic surveillance network.
   1. Estimates suggest there was approximately one informer for every ten citizens.
   2. Police presence was dense in urban areas.
   3. The Ministry of the Interior maintained files on political activists, journalists, and civil society figures.

1. The regime also deployed women's rights as a political tool abroad.

1. Ben Ali continued and extended Bourguiba-era reforms, including protections for women in family law and relatively high rates of female university enrollment and workforce participation.
2. Western governments, particularly France and the United States, pointed to Tunisia's record on women's rights as evidence that Ben Ali's government was a modernizing, pro-Western partner.
3. This framing allowed the regime to deflect criticism of its political repression and secure continued diplomatic and economic support.

Evidence of State Control

1. The Tunisian Internet Agency blocked websites, monitored online activity, and helped the regime restrict independent reporting.
2. The Constitutional Democratic Rally (RCD) linked political advancement to loyalty and extended surveillance through local party networks.
