A Revolution That Reshaped Regional Alignments

Revolution and Regional Significance

1. The Cuban Revolution defeated Fulgencio Batista on 1 January 1959. Its success showed that an armed movement could overthrow a US-supported authoritarian government.
2. Fidel Castro initially presented a nationalist programme. Many regional observers did not yet assume that Cuba would become a Soviet-aligned communist state.
3. The revolution challenged US predominance. Cuba was geographically close to the United States and economically tied to US trade and investment.
4. Land reform and nationalisation widened the dispute. Cuban policies affected domestic elites and US-owned sugar estates, utilities, refineries, and banks.

The OAS and Cuba's Exclusion

US Regional Policy

2. Kennedy inherited plans for covert invasion. The failed Bay of Pigs operation in April 1961 strengthened Castro and damaged US credibility.

Society, Culture, and Political Debate

Exporting the Revolution and Its Regional Limits

1. The Betancourt Doctrine formalized Venezuela's opposition in 1959. President Rómulo Betancourt announced Venezuela would not recognize any government that seized power by force, a policy other democracies partly echoed to isolate Cuba and right-wing dictatorships alike.
2. The Tricontinental Conference gathered anti-imperialist movements in Havana in January 1966. Delegates from Africa, Asia, and Latin America met to coordinate support for revolutionary struggles, producing the Tricontinental journal and a permanent solidarity organization.
3. OLAS extended that coordination to the Americas alone in 1967. The Organization of Latin American Solidarity, also convened in Havana, formally endorsed armed struggle as the region's path to revolution, isolating Cuba further from OAS members.
4. Guevara's Message to the Tricontinental called for wider war in 1967. Published shortly before his death, it urged revolutionaries to "create two, three, many Vietnams" to overstretch American power across multiple fronts.
5. Régis Debray gave foco theory its clearest statement. His 1967 book Revolution in the Revolution? argued that a small guerrilla nucleus, not an urban party, should lead armed struggle, a claim later undermined by Guevara's own defeat in Bolivia.
6. Nicaragua's FSLN formed directly from the Cuban example in 1961. Named for assassinated rebel leader Augusto Sandino, the Sandinista National Liberation Front modeled its early strategy on Cuban-style rural guerrilla organizing.
