How Putin Rebuilt an Authoritarian State

The presidency inherited in 2000

1. Putin inherited a constitution that already favored the president over parliament. Yeltsin's 1993 settlement supplied broad decree, appointment, and security powers.
2. Public demand for order grew after inflation, crime, oligarch influence, state weakness, and war during the 1990s. Putin linked centralized authority to recovery.
3. His background in the KGB and Federal Security Service shaped reliance on trusted security officials. Many later received senior state and business roles.
4. Yeltsin resigned on 31 December 1999 and made Putin acting president. This gave the chosen successor control of office before the March 2000 election.
5. Television coverage and the Second Chechen War strengthened Putin's public profile. He presented decisive leadership against terrorism and fragmentation.
6. Putin won the election with a majority in the first round. Voting remained competitive, but the incumbent held major administrative and media advantages.
7. Early policy did not abolish every democratic institution. Elections, parties, courts, parliament, and private property continued within a changing balance of power.
8. The Kremlin weakened independent centers gradually through law, ownership, appointments, prosecution, and selective coercion.
9. This sequence supports Sakwa's dual state concept. Formal rules remained visible while informal executive management decided sensitive outcomes.

Building the vertical of power

1. Putin divided Russia into seven federal districts in 2000 and appointed presidential representatives to supervise regions. Several representatives came from military or security backgrounds.
2. The reform aimed to make regional law conform to federal law. It also created a chain of oversight between the Kremlin and governors.
3. The Federation Council had included governors and regional legislative leaders. Reform replaced them with appointed representatives and reduced governors' direct influence in Moscow.
4. Putin used negotiated pressure to bring regional constitutions and treaties into line. Asymmetric autonomy from the Yeltsin period narrowed.
5. United Russia developed as the dominant pro-Kremlin party. It connected governors, officials, business, and legislative majorities to the presidency.
6. Administrative resources included public employees, local media, regulation, and campaign organization. Their use favored approved candidates without formally ending elections.
7. After Beslan, Putin replaced elected governors with presidential nominees confirmed by regional legislatures. Security tragedy became the justification for political centralization.
8. Direct gubernatorial elections returned in modified form in 2012, but candidate filters and Kremlin influence limited competition.

Television and information control

1. National television remained the main political information source for most citizens. Control over leading channels gave the Kremlin greater influence than print or online criticism could match.
2. Gazprom-Media took control of NTV in 2001 after financial and legal pressure on Vladimir Gusinsky. Critical journalists lost the largest independent national broadcaster.
3. Boris Berezovsky lost control of ORT and went into exile after breaking with Putin. The state and loyal owners reshaped major television coverage.
4. News programs emphasized presidential activity, stability, and national strength. Opposition figures received limited or negative coverage during elections.
5. Private newspapers, radio, and websites continued to publish criticism for years. Their reach and vulnerability differed from national television.
6. Ownership concentration encouraged self-censorship because editors depended on licenses, advertising, courts, and politically connected owners.
7. The internet created new opposition networks, investigative projects, and social media audiences. Authorities later expanded blocking, surveillance, labeling, and data requirements.
8. Media control worked through unequal access and pressure more often than one complete censorship office. It narrowed mass political choice while preserving limited pluralism.

Oligarchs and selective law

1. Putin told leading business figures they could retain wealth if they stayed outside independent politics. The new bargain reversed their public influence under Yeltsin.
2. Gusinsky and Berezovsky lost assets and left Russia. Other oligarchs adjusted by supporting the Kremlin or avoiding opposition funding.
3. Khodorkovsky financed parties, discussed pipeline policy, and promoted Yukos as an independent corporation. His arrest in 2003 demonstrated the boundary.
4. Courts convicted him of fraud and tax offenses, and state actions dismantled Yukos. Rosneft acquired major assets through contested auctions.
5. Tax enforcement addressed real abuses common during privatization. Its selective application made legal vulnerability a method of political discipline.
6. New elite fortunes formed around state companies, procurement, energy, and officials close to Putin. Oligarchic wealth did not disappear but changed its relationship to power.
7. Karen Dawisha emphasizes enrichment by a connected ruling circle. This interpretation treats kleptocratic interest as central rather than incidental.
8. Fiona Hill emphasizes the security service logic of control and prevention of disorder. Motives of state restoration and elite benefit often reinforced each other.

Parties, elections, and parliament

1. Electoral rules changed through thresholds, registration requirements, party regulations, and the removal of independent constituencies for a period. These measures favored large national organizations.
2. United Russia gained a durable Duma majority and usually supported presidential legislation. Parliament retained debate but rarely blocked core Kremlin policy.
3. Opposition parties such as the Communists, Liberal Democrats, and A Just Russia competed while accepting much of the system's framework. They became known as systemic opposition.
4. Independent liberals struggled with division, thresholds, media access, and regional organization. Their parliamentary presence declined after the early 2000s.
5. Election commissions and courts administered formal procedure. Observers reported pressure, unequal media, misuse of state resources, and irregularities.
6. Putin remained personally more popular than many institutions. Economic recovery and state restoration supplied genuine electoral support as well as managed advantage.
7. Protests after the 2011 Duma election alleged fraud and brought large crowds into Moscow streets. The government combined limited concessions with later restriction.
8. Managed elections provided legitimacy, recruitment, and information while preventing uncertain transfer of executive power.

Security crises and coercive expansion

1. The Second Chechen War strengthened Putin's authority through a promise to restore territorial control. Federal forces retook Grozny with extensive destruction.
2. The Kremlin later relied on Ramzan Kadyrov's loyal local regime. Federal money and coercive autonomy stabilized Chechnya at major human rights cost.
3. The 2002 Dubrovka theater siege ended after security forces used an incapacitating gas. More than one hundred hostages died, and official transparency remained limited.
4. The Beslan school siege in 2004 killed more than 330 people. Putin connected the tragedy to the need for stronger central authority.
5. Counterterrorism laws expanded security powers and secrecy. Courts gave investigators broad room in cases framed around extremism.
6. The definition of extremism later extended beyond armed violence to political, religious, and online activity. Legal categories enabled selective suppression.
7. Security services gained institutional status, budgets, and elite representation. Their influence became a defining feature of the political order.
8. Public fear of terrorism made centralization popular for many citizens. Security justification did not require every reform to be necessary or effective.

The Medvedev succession arrangement

1. The constitution barred a president from more than two consecutive terms. Putin did not seek a third consecutive term in 2008.
2. Dmitry Medvedev won the presidency while Putin became prime minister. Both came from the St Petersburg network and presented the arrangement as continuity.
3. Medvedev used language of modernization, law, and innovation. Some observers expected limited liberalization within the established system.
4. Constitutional amendments extended future presidential terms from four to six years and Duma terms from four to five. The change increased the value of later incumbency.
5. Putin remained the leading political figure through government, party, media, and elite networks. The formal division did not produce uncertain competition.
6. In September 2011 Medvedev announced that Putin would return as presidential candidate. The planned exchange produced public anger over lack of genuine choice.
7. Putin won in 2012 amid protests and allegations of unfair competition. A strengthened protest movement then faced new legal restrictions.
8. The tandem preserved the text of the consecutive term rule while avoiding its purpose as a limit on personal power.

Restricting civil society and opposition

1. Foreign agent laws required organizations receiving foreign support and conducting broadly defined political activity to accept a stigmatizing label and reporting burden.
2. Rules on demonstrations, extremism, internet content, and organizations increased the cost of independent action. Enforcement remained selective and expandable.
3. Alexei Navalny built an audience through corruption investigations and online organization. His 2013 Moscow mayoral campaign showed substantial urban opposition support.
4. Authorities used criminal cases, disqualification, searches, and detention against Navalny and his network. His movement developed local offices despite exclusion from national ballots.
5. Boris Nemtsov was murdered near the Kremlin in 2015. The killing intensified concern about the danger faced by prominent government critics.
6. Journalists, activists, lawyers, and opposition politicians experienced violence, prosecution, or exile. Responsibility varied by case, but limited accountability reinforced intimidation.
7. Mass protests could still occur, including in 2011 to 2012 and regional campaigns. Their existence shows that control was extensive rather than absolute.
8. Resistance shifted toward digital media, tactical voting, local issues, and international exposure as formal national competition narrowed.

Constitutional culmination and judgement

1. The 2020 constitutional package included social provisions, conservative values, institutional changes, and a reset of presidential term counting. Bundling measures widened the coalition for approval.
2. A nationwide vote reported strong support amid official campaigning and disputed safeguards. The pandemic shaped extended voting arrangements.
3. The reset allowed Putin to seek additional terms after 2024. A temporary succession workaround became an explicit path to prolonged rule.
