Oil Wealth, State Capitalism, and the Limits of Putin's Economic Model

Recovery from the 1990s

1. The 1998 devaluation made Russian goods more competitive and supported recovery even before Putin entered office.
2. Rising oil prices then increased export earnings, tax revenue, corporate profit, and foreign currency reserves.
3. Average annual growth approached 7 percent during Putin's first two presidential terms.
4. Real wages rose from the depressed levels of the 1990s, and many wage and pension arrears were finally cleared.
5. Poverty fell sharply between 1999 and 2008 as employment, benefits, and household consumption recovered.
6. Consumer credit expanded, giving households access to cars, appliances, mortgages, travel, and private services.
7. Major cities gained retail, construction, finance, restaurants, and a larger professional middle class.
8. Economic stability strengthened Putin's legitimacy after the insecurity associated with the Yeltsin years.
9. Growth reflected reform, spare capacity, devaluation, and commodity prices, not oil alone.

Taxes, budgets, and reserves

1. The flat 13 percent income tax simplified personal taxation and aimed to improve compliance.
2. Corporate and payroll reforms reduced selected rates while the state strengthened collection from large firms.
3. The Stabilisation Fund, begun in 2004, saved part of oil revenue rather than spending every windfall.
4. Budget surpluses allowed Russia to reduce public debt and repay obligations to international lenders.
5. Growing foreign reserves increased protection against currency crisis and improved the state's financial independence.
6. Energy export duties captured more resource income for the federal budget.
7. Fiscal centralisation shifted revenue and bargaining power from the regions toward Moscow.
8. Public salaries and pensions benefited from stronger revenue, though regional provision remained uneven.
9. This reserve policy proved valuable when the 2008 financial crisis struck.

Oil, gas, and structural dependence

1. Oil production recovered through investment, existing fields, private firms, and stronger export incentives.

The loyalty economy
