The Politics of Loyalty and Suspicion After 1945

Origins of the Second Red Scare

1. Anti-communism predated Joseph McCarthy. The Bolshevik Revolution, First Red Scare, labour conflict, and interwar investigations created earlier traditions of suspicion.
2. The Cold War intensified fear after 1945. Soviet control in Eastern Europe and disputes over Germany made communist expansion appear immediate.
3. Espionage cases gave fear credibility. Evidence that Soviet intelligence had recruited Americans made allegations of infiltration plausible.
4. The Soviet atomic test shocked the public. In August 1949 the United States lost its monopoly earlier than many expected.
5. Communist victory in China followed. Mao's success in October 1949 produced claims that officials had lost China.
6. The Korean War reinforced emergency politics. Open fighting against communist forces made domestic dissent easier to portray as a security threat.
7. Partisan competition magnified danger. Republicans used alleged Democratic weakness to attack Truman and the New Deal establishment.

Loyalty Programs and Congressional Investigation

1. Truman created a federal loyalty program in 1947. Executive Order 9835 authorized investigation of government employees for disloyalty.
2. Standards were broad and uncertain. Association with listed organizations could damage careers even without evidence of espionage.
3. HUAC became a permanent committee in 1945. It investigated alleged subversion in government, labour, education, and culture.
4. Hollywood hearings gained national attention. Writers, directors, producers, and actors were questioned about Communist Party membership.
5. The Hollywood Ten refused to answer. They cited constitutional rights, were convicted of contempt, and entered prison.
6. Studios created a blacklist. Employment was denied to people considered politically suspect, often through secret or weakly evidenced accusations.
7. Institutional anti-communism preceded McCarthy. The senator exploited an existing security system rather than inventing it.

Hiss, the Rosenbergs, and Espionage Politics

1. Whittaker Chambers accused Alger Hiss. The former communist alleged that the senior State Department figure had participated in a Soviet network.
2. Hiss denied the charge. He could not be tried for espionage because of time limits but was convicted of perjury in 1950.
3. The case strengthened Richard Nixon. His role in the investigation raised his national reputation as an anti-communist politician.
4. Julius and Ethel Rosenberg were arrested in 1950. They were accused of conspiracy to pass atomic information to the Soviet Union.
5. Both were executed in 1953. The death sentences remain controversial, especially regarding the evidence and punishment of Ethel.
6. Later records confirmed real Soviet espionage. Venona decrypts and archives supported some accusations while not validating broad claims of mass infiltration.
7. Genuine cases enabled exaggeration. Politicians could use proven espionage to justify suspicion against much wider circles of dissenters.

McCarthy's Rise

1. McCarthy gained attention in February 1950. In Wheeling, West Virginia, he claimed to possess a list of communists in the State Department.
2. The number and evidence shifted repeatedly. His accusations changed under scrutiny and rarely produced proven espionage cases.
3. The Tydings Committee investigated the claims. Its Democratic majority rejected them as a fraud, but McCarthy used the inquiry to claim a cover-up.
4. He targeted prominent institutions. The State Department, Voice of America, libraries, universities, and the armed forces came under attack.
5. Accusation became a political weapon. Targets were required to disprove vague claims about loyalty, associations, or past membership.

7. Republican electoral gains protected him. After 1952, party control of the Senate gave McCarthy committee authority and reduced internal criticism.

Methods, Media, and Political Culture

1. McCarthy relied on innuendo. He connected names, meetings, books, and associations to create suspicion without demonstrating espionage.
2. Closed hearings increased pressure. Witnesses could face hostile questioning, leaked allegations, and damage before a public defence.
3. The Fifth Amendment carried stigma. Invoking protection against self-incrimination was often treated as proof of guilt.
4. Informers and friendly witnesses shaped investigations. Testimony could be rewarded while accused individuals had limited ways to test claims.
5. Television eventually changed exposure. The 1954 Army-McCarthy hearings allowed audiences to observe the senator's methods directly.
6. Edward R. Murrow challenged McCarthy publicly. A March 1954 See It Now broadcast assembled the senator's own statements to reveal contradiction and intimidation.
7. Fear encouraged conformity. Teachers, officials, artists, unionists, and citizens avoided controversial ideas or associations.

Groups and Institutions Affected

1. Federal employees lost jobs or advancement. Security investigations could end careers without criminal charges or transparent evidence.
2. Entertainment workers faced blacklists. Writers and performers sometimes worked under pseudonyms or left their professions.
3. Unions expelled communist-led organizations. The CIO removed eleven unions between 1949 and 1950, weakening parts of the labour left.
4. LGBTQ employees were targeted. The Lavender Scare treated homosexuality as a security risk and removed thousands from government service.
5. Universities imposed loyalty requirements. Faculty faced oaths, dismissal, or pressure to avoid radical teaching and association.
6. Civil-rights activists encountered suspicion. Anti-racist organizations could be attacked by linking reform campaigns to communism.
7. Immigrants faced detention and deportation. The McCarran Internal Security Act and related laws widened state power over alleged subversives.

The Fall of McCarthy

1. McCarthy attacked the United States Army. His committee investigated alleged communist influence after disputes involving aide G. David Schine.
2. The Army-McCarthy hearings opened in April 1954. Televised sessions exposed aggressive questioning and weak evidentiary standards.
3. Joseph Welch delivered a decisive rebuke. He asked whether McCarthy had no sense of decency after the senator attacked a young lawyer.
4. Public and elite support declined. Television, Murrow's broadcast, Republican discomfort, and failed claims damaged McCarthy's authority.
5. The Senate censured him in December 1954. The resolution condemned conduct contrary to senatorial traditions.
6. McCarthyism survived McCarthy's fall. Blacklists, loyalty systems, security laws, and political caution continued.
7. The episode demonstrated institutional vulnerability. Legislatures, parties, media, and employers enabled abuse before imposing limits.

Legal Limits and the Wider Reach of Anti-Communism

1. The Gouzenko Affair began the crisis in Canada. In September 1945, Soviet embassy clerk Igor Gouzenko defected in Ottawa with documents exposing a Soviet spy ring in Canada, months before Kennan's Long Telegram, making Canada the first Cold War case of exposed Soviet espionage in the Americas.
2. Quebec's Padlock Law predated and outlasted McCarthyism. Passed in 1937 and enforced into the 1950s, the Act Respecting Communistic Propaganda let Quebec's government padlock any building used to "propagate communism" without a court hearing, an older Canadian precedent for anti-communist repression.
3. Canadian unions faced their own purges. The Canadian Congress of Labour expelled Communist-led unions such as the United Electrical Workers in the late 1940s, paralleling the CIO's expulsions of eleven affiliated unions in the United States.
4. The Smith Act criminalized Communist Party leadership. The 1940 law banned advocating the violent overthrow of the government; in Dennis v. United States (1951), the Supreme Court upheld the convictions of eleven Communist Party leaders under it.
5. Yates v. United States narrowed the law in 1957. After the height of McCarthyism had passed, the Supreme Court distinguished teaching abstract doctrine from active incitement, making further Smith Act prosecutions far harder to sustain.
6. Red Channels named entertainment figures directly. A 1950 pamphlet published by former FBI agents listed 151 actors, writers, and musicians, including Leonard Bernstein and Orson Welles, as having alleged Communist ties, and functioned as an unofficial blacklist guide for broadcasters.
7. Paul Robeson lost his passport over his politics. The State Department revoked the singer and actor's passport in 1950 after he criticized US racial policy abroad, restricting his income and international career until Kent v. Dulles (1958) changed passport law.
8. Playwright Lillian Hellman refused to name others. Testifying before HUAC in 1952, she wrote that she could not "cut my conscience to fit this year's fashions," a phrase that became a touchstone for those who accepted career damage rather than cooperate.
9. The Internal Security Act added registration requirements. The McCarran Act of 1950 required Communist and Communist-front organizations to register with a Subversive Activities Control Board and disclose membership lists, a measure Truman vetoed but Congress overrode.
10. Mexico became a refuge for some blacklisted Americans. Writers and filmmakers including Hugo Butler and Gordon Kahn relocated to Mexico City in the early 1950s to continue working outside the reach of congressional subpoenas.
11. Historian Landon Storrs identified a gendered pattern. Her research on the federal loyalty program found that women who had been active in New Deal-era economic and social reform were disproportionately investigated, since their earlier activism was treated as ideologically suspect independent of any espionage risk.
12. Historian Kathryn Olmsted linked spy fears to real Soviet activity. She argued that the Rosenberg, Hiss, and Gouzenko cases gave the public genuine reason for alarm, even though the resulting political culture of suspicion far exceeded any evidenced threat.
13. The Waldorf Statement formalized the Hollywood blacklist in 1947. Studio executives meeting at New York's Waldorf-Astoria hotel jointly agreed not to knowingly employ Communists, giving informal industry pressure an explicit collective policy.
14. Roy Cohn served as McCarthy's chief committee counsel. A young lawyer already known for the Rosenberg prosecution, Cohn helped direct the aggressive questioning that defined the subcommittee's hearings.
15. Larry Parks became the first prominent witness to name names in 1951. The actor's cooperative testimony before HUAC opened a wave of similar testimony from entertainers seeking to protect their careers.
16. Elia Kazan's 1952 testimony split the film community. The director named former Communist Party colleagues to preserve his career, a decision he later partly defended through his film On the Waterfront.
17. Pete Seeger refused to answer on First Amendment grounds in 1955. Unlike witnesses who invoked the Fifth Amendment, the folk singer argued Congress had no right to ask about his political associations at all, and was convicted of contempt.
18. McCarthy accused General George Marshall of near-treason in 1951. In a lengthy Senate speech, he implicated the former Secretary of State and architect of the Marshall Plan in a supposed conspiracy, a claim many Republicans found excessive.
19. The State Department's China Hands lost their careers over policy advice. Diplomats including John Paton Davies and John Stewart Service were dismissed or forced out after being blamed for failing to prevent the Communist victory in China.
20. Owen Lattimore faced accusations without conviction. McCarthy called the China scholar a top Soviet spy in 1950; a Senate subcommittee later found no evidence, and perjury charges against him were eventually dropped.
21. J. Robert Oppenheimer lost his security clearance in 1954. The physicist who had led the Manhattan Project was stripped of access to classified information after a hearing questioned his past left-wing associations and opposition to the hydrogen bomb.
22. Arthur Miller dramatized the era through The Crucible in 1953. His play about the Salem witch trials used historical allegory to criticize the logic of unverifiable accusation driving contemporary hearings.
23. The FBI ran a secret Responsibilities Program feeding information to employers. From 1951, the bureau passed derogatory information about suspected subversives to state officials and employers outside any formal legal process.
24. The blacklist visibly ended when Dalton Trumbo was credited openly in 1960. Producer Otto Preminger and director Kirk Douglas gave the previously blacklisted screenwriter public credit for Exodus and Spartacus, breaking the industry taboo.
25. Historian Victor Navasky examined the psychology of naming names. His book Naming Names argued that the personal act of informing, more than the political system itself, deserved close moral scrutiny as its own historical subject.

Historical Assessment

1. McCarthy exploited but did not create anti-communism. Cold War crises, real espionage, state programs, and partisan competition made his rise possible.
2. Security concerns had a factual basis. Soviet intelligence operations existed, but broad accusations often ignored evidence and proportionality.
